REQUEST FOR PROPOSALS (RFP) FOR PROJECT SERVICES RELATED TO THE PROVISION OF TECHNICAL ASSISTANCE FOR QUALIFIED SOCIAL EQUITY BUSINESSES

The City of Fresno (City) is seeking proposals from qualified firms with experience in the cannabis industry, to provide technical assistance and support services as outlined in the Scope of Services.

The City of Fresno intends to obtain the services of a qualified firm to provide the services as outlined below. Best industry practices and/or best management practices may require additional services not explicitly enumerated. The proposer should identify any additional services required, price them, and explain them in their response. Please also include the methods in which services will be provided (i.e. webinars, teleconference, in-person sessions, video conferencing, etc.)

1.    Technical Assistance for Qualified Social Equity Businesses

Provide direct one-on-one and group technical assistance services for cannabis social equity businesses in the City of Fresno, through one-year of the start of this contract. Technical assistance should include assistance with navigating local and state licensing requirements and regulations, business operations best-practices, and business planning, start-up, and administration.

2.    Technical Assistance for Second Round of Non-Retail Social Equity Applicants

Provide direct one-on-one and group technical assistance services for cannabis social equity applicants in the City of Fresno starting from the time they are identified as a qualified social equity applicant through the submission of all required application materials. Technical assistance should include assistance with responding to the City’s cannabis permit application requirements, navigating business negotiations for establishing partnerships and capitalization plans, and regulatory compliance concerns.

3.    Coordination and Referral of Technical Assistance Resources: Local and Statewide

Document and appropriately share applicable technical assistance resources available locally and statewide with cannabis social equity businesses and applicants. Some cannabis businesses within the City of Fresno have offered various forms of technical assistance, mentorship, and resource sharing for local social equity businesses. The consultant should inquire and understand the offered resources to properly match social equity businesses that could benefit from the offered expertise. Document other resources available locally and statewide, such as grants, webinars, or other educational resources and share relevant information with City of Fresno cannabis social equity businesses and applicants. Assess the available resources on an on-going basis to record the effectiveness and future availability.

Consultant should demonstrate knowledge and experience in the formation and business development of cannabis businesses, navigating the regulatory environment, and business best practices.

Action Number AF2020-0067:  $4,891.00 US Currency was seized on November 24, 2020 at 1215 Burlingame Ave. in Clovis, California by officers of the Clovis Police Department for violation of Health and Safety Code Sections 11378, 11351, 11375(b)(1).
