The City of Clovis has completed a Draft Environmental Impact Report (EIR) for the proposed Shaw Avenue Widening Between De Wolf and McCall Avenues Project (Capital Improvement Project 14-30). Notice is hereby given that the Draft EIR is available for public review and comment.

Project Location and Description: The City of Clovis is proposing to widen the two-mile segment of Shaw Avenue between De Wolf Avenue and McCall Avenue from a two-lane rural road to a five-to-six-lane urban arterial road. The six-lane section would extend from De Wolf Avenue to the Highland Alignment and would have the same basic design as the nearby sections of Shaw Avenue west of De Wolf Avenue.

The five-lane section would extend from the Highland Alignment to McCall Avenue. The south side of the road would abut land planned by the City for urban development and, therefore, would have the same three-lane design as proposed for Shaw Avenue west of the Highland Alignment. The north side of the road would abut land planned by Fresno County for rural residential development and, therefore, would have two travel lanes instead of three and no sidewalk or landscaping on the north side of the street.

Potential Project Impacts: Based on the Draft EIR, the project could have significant environmental effects related to: aesthetics; air quality; biological resources; cultural resources; hydrology and water quality; noise; and tribal cultural resources. The Draft EIR found that each of the potentially significant impacts could be reduced to insignificance by mitigation measures presented in the Draft EIR, except for aesthetic impacts from changes to the existing streetscape and increased noise levels from roadway traffic.

Public Review: Copies of the Draft EIR may be reviewed or obtained at the City of Clovis Planning and Development Services Department, Engineering Services Division, 1033 Fifth Street, Clovis, CA, 93612, telephone (559) 324-2350. The Draft EIR may also be reviewed online at www.cityofclovis.com or at the Clovis Regional Library, 1155 Fifth Street, Clovis, CA 93612.

Review Period: The 45-day public review period for the Draft EIR will begin on Wednesday, May 15, 2018 and end on Monday, July 2, 2018. Please submit written comments to Ryan Burnett, AICP, Engineering Program Supervisor, at the address listed previously in this notice. All comments addressing environmental issues will be responded to in the Final EIR.

Project Decision-Making Process: After the Final EIR is prepared, a public hearing will be held by the Clovis City Council to consider certification of the Final EIR and approval of the project. Formal notice of the hearing will be given to all agencies and persons receiving notice of the Draft EIR availability.

NOTICE OF INTENT TO ADOPT A

MITIGATED NEGATIVE DECLARATION

Notice is hereby given that the County of Fresno has prepared Initial Study Application (IS) No. 7321 pursuant to the requirements of the California Environmental Quality Act for the following proposed project:

INITIAL STUDY APPLICATION NO. 7321 filed by THE COUNTY OF FRESNO, proposes to replace an existing two-lane, concrete-slab bridge with a two-lane box culvert bridge. The proposed bridge is fifty-seven feet long and fifty-five feet wide with two twelve-foot travel lanes and two four-foot-wide shoulders. It will replace a twenty-nine-foot-long and nineteen-foot-wide bridge with nine-foot travel lanes, and no shoulders. 285 feet of the existing road north of the bridge and 158 feet south of the bridge will be improved and taper widened, and up to 10 feet of additional right-of-way may be acquired on either side of the project area. Overhead utilities will be relocated, and additional utility facilities such as guy-wires, anchors, and poles may be installed in or near the project area. A coffer dam will be built for construction purposes, channel work will occur, and four orange trees and ruderal vegetation in the existing right-of-way will be removed. The project site is located on Englehart Avenue, approximately 0.3 miles north of the intersection of Englehart Avenue and American Avenue in Fresno County. (SUP. DIST. 4).

The County of Fresno has determined that it is appropriate to adopt a Mitigated Negative Declaration for the Proposed Project. The purpose of this Notice is to (1) provide notice of the availability of IS Application No. 7321 and the draft Mitigated Negative Declaration, and request written comments thereon; and (2) provide notice of the public hearing regarding the Proposed Project.

The County of Fresno will receive written comments on the Proposed Project and Mitigated Negative Declaration from May 16, 2018 through June 15, 2018.

Sealed bid proposals will be received at the office of the City Clerk of the City of Fowler, 128 South 5th Street, Fowler, CA 93625 until 10:00 a.m. May 30, 2018 at which time they will be publicly opened and read at said office, for construction in accordance with the specifications therefore, to which special reference is made as follows:

CITY OF FOWLER FIRE STATION

The work to be done for the base bid, in general, consists of grading, site work, utilities, building construction, landscaping, fencing, and other associated improvements as shown on the plans and described in the specifications.

Plans and specifications applying to this project may be reviewed and purchased at: Peters Engineering Group, 952 Pollasky Avenue, Clovis, California 93612 at the non-refundable price of $60.00 per set. Minimum wage rates for this project, as predetermined by the Secretary of Labor, are set forth in the special provisions.  If there is a difference between the minimum wage rates predetermined by the Secretary of Labor and the prevailing wage rates determined by the Director of the Department of Industrial Relations of the State of California for similar classifications of labor, the Contractor and his subcontractors shall pay not less than the higher wage rate.

In accordance with the provisions of Section 1770 of the Labor Code, the Director of the Department of Industrial Relations of the State of California has determined the general prevailing rates of wages and employer payments for health and welfare, pension, vacation, travel time, and subsistence pay as provided for in Section 1773.8, apprenticeship or other training programs authorized by Section 3093, and similar purposes applicable to the work to be done. Said wage determinations are on file with the City Clerk and are incorporated herein by reference.       

Bids are required for the entire work described herein.  Bids will be compared on the basis described in the Bid Proposal.

Bid security in the amount of then (10) percent of the amount of the bid, and in the form of a bid bond issued by an admitted surety insurer licensed by the California Department of Insurance, cash, cashier’s check or certified check shall accompany the bid.  Bid security shall be made in favor of the City of Fowler.

The successful bidder shall furnish a faithful performance and labor and materials bonds each in the amount of 100 percent of the contract amount.  Said bonds shall be issued by a surety company who is an admitted surety insurer authorized by the California Department of Insurance to transact business in this state, and acceptable to the City of Fowler.  Bidders are cautioned that representations made by surety companies will be verified with the California Department of Insurance and that the City of Fowler will not accept a surety company with a Best’s rating of less than B.

Pursuant to Public Contract Code Section 22300, substitution of securities for any moneys withheld by the City of Fowler to ensure performance under the contract shall be permitted.

BIDDERS are to base their BIDS on the project funding being provided in whole or in part by USDA Rural Development which will review and approve the contract award, contract agreement, partial and final payments, and CONTRACT CHANGE ORDERS.  Payment and retainage will comply with the section of the USDA Supplemental Provisions entitled “Payment to Contractor.”  BIDDERS are notified that this CONTRACT does not permit retainage to be invested for the benefit of the CONTRACTOR.

BIDDERS are notified that financing for this project is provided pursuant to the Consolidated Farm and Rural Development Act (7 U.S.C. Section 1921 et seq.), and that as allowed in Public Contract Code Section 22300, this contract does not provide for substitution of securities for any monies withheld by the OWNER to ensure performance under the CONTRACT.

BIDDERS are notified of the requirement for affirmative action to ensure equal employment opportunity (Executive Order No. 11246) as set forth in the Equal Opportunity Requirements.  If BID amount exceeds $10,000, a completed and executed Compliance Statement/Certifications of Nonsegregated Facilities (RD 400-6) must be submitted with the BID.
