REGARDING ANNEXATION OF TERRITORY TO CITY OF FRESNO
COMMUNITY FACILITIES DISTRICT NO. 9
ANNEXATION NO. 57
Notice is hereby given that on March 21, 2024, the City Council of the City of Fresno (“City”) adopted Council Resolution No. 2024-062 to annex the territory known as Assessor’s Parcel Number 329-090-19 to the City of Fresno Community Facilities District No. 9 (“CFD No. 9”) and to authorize the levy of Special Tax under the City of Fresno Special Tax Financing Law, Chapter 8, Division 1, Article 3 of the Fresno Municipal Code (“City Law”).  Under this City Law and Council Resolution No. 2024-062, the City gives notice as follows:
The text of Council Resolution No. 2024-062, including exhibits thereto, as adopted by the City is on file with the City Clerk and reference is made thereto for the particular provisions thereof.  The text of Council Resolution No. 2024-062 is summarized as follows:
a.            As permitted by City Law, the City is undertaking proceedings to annex additional territory to CFD No. 9, the boundaries of which are shown on the map on file with the City Clerk.
b.            The purpose of CFD No. 9 is to provide services and maintenance for certain regulatory required public improvements that are constructed or installed on public property, dedicated rights-of-way or easements on the perimeter of commercial, industrial and multi-family subdivisions.  These improvements include, without limitation, landscaping and irrigation systems, street trees, median hardscaping, local street curbs, gutters, sidewalks, street paving, street name signage and street lights, trails and trail amenities (“Services”).
c.            The method of financing the Services is through the imposition and levy of a special tax (“Special Tax”) to be apportioned on the properties in CFD No. 9 under the rate and method of apportionment described in Council Resolution No. 2024-062 and Exhibit D thereto.  The special tax requires the approval of two-thirds of the qualified electors of CFD No. 9 at a special election called for that purpose by the City, with each voter having one vote for each acre, or portion of an acre, owned.
d.            The Special Tax, if approved, will be used to finance all or a portion of the Services.
e.            The Director of Public Works or his designee of the City is directed to cause to be prepared a written report for CFD No. 9, Annexation No. 57 (“District Report”) that shows the Services by type and required to adequately meet the needs of CFD No. 9 and the estimated costs of the Services.  The District Report will be made a permanent part of the record of the public hearing specified below.  Reference is made to the District Report as filed with the City Clerk.
f.             As set forth below, the City will hold a public hearing on the annexation of the territory known as Assessor’s Parcel Number 329-090-19 to CFD No. 9 with its Services and Special Tax.
g.            The time and place established under Council Resolution No. 2024-062 for the public hearing required under City Law are Thursday, May 2, 2024, at the hour of 9:30 a.m. or as soon as possible thereafter in the Council Chambers of the City of Fresno, 2600 Fresno Street, Fresno, California.
            At the hearing, the testimony of all interested persons or taxpayers for or against the proposed annexation to CFD No. 9, the extent of CFD No. 9 or the furnishing of the Services will be heard.  Any person interested may file a protest in writing as provided by City Law.  If fifty percent or more of the registered voters, or six registered voters, whichever is more, residing in the territory proposed to be annexed to CFD No. 9, or the owners of one-half or more of the area of land in the territory proposed to be annexed to CFD No. 9 and not exempt from the Special Tax, file written protests against the annexation and the protests are not withdrawn to reduce the value of the protests to less than a majority, the City will take no further action to annex to CFD No. 9 or levy the Special Taxes for a period of one-year from the date of the decision of the City, and if the majority protests of the registered voters or landowners are only against the furnishing of a type or types of facilities within CFD No. 9, or against levying a specified Special Tax, those types of facilities or the specified special tax will be eliminated from the proceedings to annex to CFD No. 9.
   The proposed voting procedure will be by mailed ballot among the property owners within the territory proposed to be annexed to CFD No. 9.

Notice is hereby given that the Fresno Unified School DISTRICT (“DISTRICT”) will receive sealed bids for Bid No. 24-86, Nutrition Center Facility Upgrades, to install seven owner-furnished dock levers, replace automatic rollup doors, extend forklift charging station bay, remodel conference and storage room and related site work.
DISTRICT hereby notifies all bidders that they will affirmatively ensure that in any Contract entered into pursuant to this advertisement, disabled veteran business enterprises (DVBE) will be afforded full opportunity to submit proposals in response to this invitation and will not be discriminated against on the grounds of race, color, creed, sex or national origin in consideration for award. The DVBE goal for the project is as follows:  three percent (3%) of the dollar amount of the Contract.

Notice is hereby given that the Fresno Unified School DISTRICT (“DISTRICT”) will receive sealed bids for Bid No. 24-82, Heaton Elementary School Confidential Space Installation, to add confidential space in two rooms, single point of entry and security walls at library and teachers’ lounge.
DISTRICT hereby notifies all bidders that they will affirmatively ensure that in any Contract entered into pursuant to this advertisement, disabled veteran business enterprises (DVBE) will be afforded full opportunity to submit proposals in response to this invitation and will not be discriminated against on the grounds of race, color, creed, sex or national origin in consideration for award. The DVBE goal for the project is as follows:  three percent (3%) of the dollar amount of the Contract.

This Contract is subject to prequalification pursuant to Public Contract Code section 20111.6.  The District is seeking to prequalify contractors with experience in post tension concrete tennis courts for a tennis court resurfacing project. The prequalification application may be obtained from the Owner’s website listed above and the prequalification application must be submitted to the Owner by April 17, 2024. Public works projects shall be subject to compliance monitoring and enforcement by the Department of Industrial Relations.  For all projects over Twenty-Five Thousand Dollars ($25,000), a contractor or subcontractor shall not be qualified to submit a bid or to be listed in a bid proposal subject to the requirements of Public Contract Code section 4104 unless currently registered and qualified under Labor Code section 1725.5 to perform public work as defined by Division 2, Part 7, Chapter 1 (§§1720 et seq.) of the Labor Code.  For all projects over Twenty-Five Thousand Dollars ($25,000), a contractor or subcontractor shall not be qualified to enter into, or engage in the performance of, any contract of public work (as defined by Division 2, Part 7, Chapter 1 (§§1720 et seq.) of the Labor Code) unless currently registered and qualified under Labor Code section 1725.5 to perform public work and proof of registration is provided. 
The Contract Time shall be Ninety (90) calendar days, and liquidated damages for delay shall accrue. See Article III of the Agreement for details.
Bids must be sealed and filed at the reception desk at the District Office, Sanger Unified School District, 1905 7th Street, Sanger CA 93657 on May 1, 2024 before 3:30 p.m. on the clock designated by the Owner or its representative as the bid clock.  No bid will be accepted by the Owner after this time.  Facsimile (FAX) copies of the bid will not be accepted.  Bids may be opened immediately after the above deadline for submittal, or at a later time, within the Owner’s discretion.
A Mandatory pre-bid conference will be held on April 15, 2024 at 2:00 p.m., at the Sanger High School Tennis Courts at 1045 Bethel Ave, Sanger CA 93657. Bidders not attending the conference will be disqualified.            
Bids must be accompanied by a bidder’s bond, cashier’s check, or certified check for at least ten percent (10%) of the amount of the base bid and made payable to the Owner, as detailed in the Contract Documents.    
Pursuant to the Contract Documents, the successful bidder will be required to furnish a Payment (Labor and Material) Bond in the amount of one hundred percent (100%) of the Contract Sum, and a Faithful Performance Bond in the amount of one hundred percent (100%) of the Contract Sum. 
The successful bidder will be allowed to substitute securities or establish an escrow in lieu of retainage, pursuant to Public Contract Code Section 22300, and as described in the Agreement Between Owner and Contractor and General Conditions.
The Owner will not consider or accept any bids from contractors who are not licensed to do business in the State of California, in accordance with the California Public Contract Code, providing for the licensing of contractors.  In accordance with Section 3300 of said Code, the bidder shall have a Class “A and C/16/D12” license at the time of award and shall maintain that license in good standing through Completion of the Contract and all applicable warranty periods.  For all projects over Twenty-Five Thousand Dollars ($25,000), the bidder shall state the public works contractor registration number on the Designation of Subcontractors form for each subcontractor performing more than one-half of one percent (0.5%) of the bidder’s total bid.
The Director of Industrial Relations of the State of California, in the manner provided by law, has ascertained the general prevailing rate of per diem wages and rate for legal holidays and overtime work.  The Contractor must pay for any labor therein described or classified in an amount not less than the rates specified.  Copies of the required rates are on file at the Owner’s business office and are available on request.

Notice is hereby given that Fresno County Superintendent of Schools (FCSS) is soliciting proposals from interested companies to provide various services in support of the extended learning program.  FCSS has issued the following requests for proposals (RFP):
