2. Commercial Security Agreement dated 7/28/2022 securing Note in the original amount of One Million Thirty Thousand Dollars ($1,030,000.00), executed by West Coast Innovation Flooring INC (hereinafter collectively (“Obligor”); and all modifications thereof;
3. UCC-1 Financing Statements filed with the Secretary of State for the State of California, on 7/20/2021 as Initial Filing No. U210067155624, and all modifications thereof; on 6/9/2022 as Initial Filing No. U220200952626, and on 7/27/2022 as Initial Filing No. U220213992433, and all modifications thereof; and on 7/27/2022 as Initial Filing No. U220213992433 and all modifications thereof; and
4. Business Loan Agreement dated 7/28/2022 executed by West Coast Innovation Flooring INC; and all modifications thereof;
WT CAPITAL LENDER SERVICES, AS AGENT FOR SECURED CREDITOR WILL PUBLICLY SELL the following described personal property collateral to the highest qualified bidder:
ALL OF West Coast Innovation Flooring INC’s RIGHT, TITLE AND INTEREST IN THE FOLLOWING:
All inventory, furnishings, equipment, accounts (including but not limited to all health-care-insurance receivables), chattel paper, instruments (including but not limited to all promissory notes), letter-of-credit rights, letters of credit, documents, deposit accounts, investment property, money, other rights to payment and performance, and general intangibles (including but not limited to all software and all payment intangibles); all fixtures; all attachments, accessions, accessories, fittings, increases, tools, parts, repairs, supplies, and commingled goods relating to the foregoing property, and all additions, replacements of and substitutions for all or any part of the foregoing property; all insurance refunds relating to the foregoing property; all goodwill relating to the foregoing property; all records and data and embedded software relating to the foregoing property, and all equipment, inventory and software to utilize, create, maintain and process any such records and data on electronic media; and all supporting obligations relating to the foregoing property; all intellectual property, (including but not limited to, all patents, trademarks, copyrights, domain names, trade secrets and designs); all telephone and fax number or numbers under which the business is presented or advertised to the public, any and all email addresses and domain names, logos and other indicia by which the business makes itself known to the public; all whether now existing or hereafter arising, whether now owned or hereafter acquired or whether now or hereafter subject to any rights in the foregoing property and wherever located; and all products and proceeds (including but not limited to all insurance payments) of or relating to the foregoing property, such property includes, without limitation, each item described on the attached Exhibit “A”, incorporated herein by this reference.
In addition, the word “Collateral” also includes all the following, now owned or acquired, and now existing, and wherever located:
(A) All accessions, attachments, accessories, tools, parts, supplies, replacements of and additions to any of the collateral described herein, whether added now or later.
(B) All products and produce of any of the property described in this Collateral section.
(C) All accounts, general intangibles, instruments, rents, monies, payments, and all other rights, arising out of a sale, lease, consignment or other disposition of any of the property described in this Collateral section.
(D) All proceeds (including insurance proceeds) from the sale, destruction, loss, or other disposition of any of the property described in this Collateral section, and sums due from a third party who has damaged or destroyed the Collateral or from that party’s insurer, whether due to judgment, settlement or other process.
(E) All records and data relating to any of the property described in this Collateral section, whether in the form of a writing, photograph, microfilm, microfiche, or electronic media, together with all of Grantor’s right, title, and interest in and to all computer software required to utilize, create, maintain, and process any such records or data on electronic media.

Notice is hereby given that the County of Fresno has prepared Initial Study (IS) No. 8489 pursuant to the requirements of the California Environmental Quality Act for the following proposed project:
INITIAL STUDY NO. 8489 and CONDITIONAL USE PERMIT NO. 3774 filed MARK CHRISTIE proposing to allow a Solid Waste Processing Facility along with a (buy right) Ready-Mix Concrete Plant on an existing 12.01-acre Parcel. The subject property is located within the M-3 (Heavy Industrial) Zone District. The subject parcel is located on the west side of Golden State Boulevard 0.4 miles north of Chestnut Avenue, approximately 0.33-miles east from the City of Fresno (APN: 330-090-52) (3525 Golden State Boulevard) (Sup. Dist. 3).

Request for Proposals for Non-Exclusive On-Airport Rental Car Concessions at Fresno Yosemite International Airport
Request for Proposals No. 12501615
The City of Fresno is soliciting proposals for up to four (4) non-exclusive on-airport rental car concessions at Fresno Yosemite International Airport. This request is for a five (5) year agreement with one additional five (5) year optional extension for a possible total of ten (10) years. For incumbent proposers, if selected, a Restated Agreement for the Service Facility will be completed for a five (5) year term with one additional five (5) year term for a total of ten (10) years. For new entrant proposers, if selected, a new Agreement for the Service Facility will be completed for a five
(5) year term with one additional five (5) year option for a total of ten (10) years. All Proposers must have a minimum of 3 years’ experience under the current business name of similar scope and size.
The City may award concessions to up to three (3) most qualified and responsive Incumbent Proposers submitting the highest Incumbent Minimum Annual Guarantee (MAG) proposal amount for the First Agreement Year and up to one (1) most qualified and responsive New Entrant Proposer submitting the highest New Entrant Minimum Annual Guarantee (MAG) proposal amount for the First Agreement Year.

Bikeway to Transit
Scope of work includes full compensation for all labor, materials, tools, equipment, and incidentals to furnish and install signage and striping to add new bike lanes and facilities on several streets within the City of Fowler. Contractor shall furnish and install improvements to include new thermoplastic crosswalks, green and white bike lane markings, parking stall striping, painted red curbs, and bike lane signage. Concrete flatwork shall be constructed for bike repair and air-filling, as well as for bike racks installed as part of this project. Additionally, the contractor shall remove all conflicting striping within the project area. All Improvements are shown in the project drawings in Appendix B- Bikeway to Transit Plans. All items shall be removed or constructed per City of Fowler standard drawings and specifications.
The Engineer’s Estimate for the project is $240,000.

A valid California Contractor’s License, Class A General Engineering is required for this project.
A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, as defined in this chapter, unless currently registered and qualified to perform public work pursuant to Section 1725.5. It is not a violation of this section for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded.
The City of Fowler hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, Disadvantaged Business Enterprise, Minority Business Enterprise, and Women-Owned Business Enterprise will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religious creed, sex, or national origin in consideration for an award.
In accordance with the provisions of Section 1770 of the Labor Code, the Director of the Department of Industrial Relations of the State of California has determined the general prevailing rates of wages and employer payments for health and welfare, pension, vacation, travel time, and subsistence pay as provided for in Section 1773.8, apprenticeship or other training programs authorized by Section 3093, and similar purposes applicable to the work to be done. Said wage determinations are on file with the City Clerk and are incorporated herein by reference.
Minimum wage rates for this project have been determined by the Secretary of Labor. If there is a difference between the minimum wage rates predetermined by the Secretary of Labor and the prevailing wage rates predetermined by the Director of the Department of Industrial Relations of the State of California for similar classifications of labor, the contractor and his subcontractors shall pay not less than the higher wage rate.
Bids are required for the entire work described herein. Bids will be compared on the basis of the total of bid items.
The successful bidder shall furnish a faithful performance and labor and materials bonds each in the amount of 100 percent of the contract amount. Said bonds shall be issued by a surety company who is an admitted surety insurer authorized by the California Department of Insurance to transact business in this state, and acceptable to the City of Fowler. Bidders are cautioned that representations made by surety companies will be verified with the California Department of Insurance and that the City of Fowler will not accept a surety company with a Best’s rating of less than B.
Pursuant to Public Contract Code Section 22300, substitution of securities for any moneys withheld by the City of Fowler to ensure performance under the contract shall be permitted.
The City Council reserves the right to reject any or all bids.
