Request for Qualifications for Management Services for the Fresno Convention & Entertainment Center

The City of Fresno (City) is seeking Requests for Qualifications (RFQ) from qualified firms to manage, operate, and promote the Fresno Convention & Entertainment Center (FCEC) to the highest industry standards and in the best interest of the City. Management services would consist of overseeing all aspects of the FCEC including operations/engineering, booking/programming, merchandising, ticketing, technology, security, parking, maintenance, and sales & marketing, promotions & advertising. Catering and Concessions are under a separate contract with the City.
Qualified consultants interested in submitting a response to this Request for Qualifications may download the RFQ package by visiting www.fresno.gov, under the “Departments” tab located on the top right of the homepage, “General Services” section located at the left of the page, “Bid Opportunities” sub-section located on the right of the page.
Proposals shall be submitted Electronically only via Planet Bids
All responses are due by Friday, March 7th, 2025 before 5:00pm.
No corrections or modifications to the proposal may be made after the due date.

REQUEST FOR BIDS
CARUTHERS COMMUNITY SERVICES DISTRICT
WEST WATER STORAGE TANK PROJECT
In general, the Work consists of constructing a bolted steel water storage tank, booster pumps, site improvements, electrical service and controls, and water transmission main connecting to the existing water distribution system. 1) Sealed bids will be received by Caruthers Community Services District prior to 2:00:00 p.m. (local time) on Thursday, March 27, 2025, at 13617 S Raider Ave, Caruthers, CA 93609, and following said deadline all bids will be publicly opened and read.  Bids shall be submitted in a sealed envelope with the name of the bidder, the name of the project and the statement “Do Not Open Until the Time of Bid Opening.” Bids received after said deadline will be returned unopened to the bidder. 2) A non-mandatory pre-bid meeting and project site tour will be held on Thursday, March 6, 2025, at 10:00 a.m. beginning at the West Water Storage Tank site on Caruthers Avenue, west of Marks Avenue.  Contractors shall personally examine the project site prior to bidding. 3) Bidding Documents may be obtained from Provost & Pritchard Consulting Group. Only registered plan holders are eligible to bid on this project. Bids received by contractors not on the plan holder list will be rejected and will not be opened. The official plan holder list will also be used to distribute addenda (if any), RFI responses, and information on how to join the pre-bid meeting and the public opening of bids. In order to be placed on the plan holder list, contractors must contact Provost & Pritchard Consulting Group by email at  lsales@ppeng.com or phone at (559) 449-2700 to register as a plan holder and receive the documents.  4) Prevailing Wage Rates: Pursuant to Section 1770, California Labor Code, the successful Bidder shall pay not less than the prevailing rate of per diem wages as determined by the Director of California Department of Industrial Relations. A copy of such prevailing rate is on file at the offices of the Caruthers Community Services District, which copy will be made available for examination during business hours to any party on request: Prevailing wage rate information is also available on the internet at the following website address: http://www.dir.ca.gov/dlsr/PWD. 5) This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. 6) Bidders shall furnish a Bid Security with their Bidder’s Proposal in the amount of 10% of the base bid amount. 7) OWNER reserves the right after opening Bids to reject any or all Bids, to waive any informality or non-responsiveness in a Bid, or to make award to the lowest responsive, responsible Bidder and reject all other Bids, as it may best serve the interest of the OWNER. 8) Contractor’s License Classification: In accordance with the provisions of California Public Contract Code, Section 3300, Caruthers Community Services District has determined that bidder shall possess a valid Class A Contractor’s License issued by the State of California at the time of Bid opening and for the duration of the contract. The General Contractor or the General Contractor’s Subcontractors performing the associated work are required to possess a Class C-10 Contractor’s License. Failure to possess the specified licenses shall render the Bid as non-responsive and shall act as a bar to award of the contract to any bidder not possessing said license at the time of Bid opening. NOTICE OF INVITATION
Notice is hereby given that Fresno Unified School District (DISTRICT) is soliciting Request for Qualifications for RFQ No. 25-04,  Professional Services- Construction Related Consultants. The Fresno Unified School District (“DISTRICT”) invites construction related Professional Services Consultants to submit Qualification Statements for Request for Qualifications No. 25-04.  Submittals will be used to establish a five-year prequalified Consultants list in the fields below for future construction/maintenance projects:

Section 2 – Electrical Engineering
Section 3 – Mechanical Engineering
Section 4 – Structural Engineering
Section 5 – Landscape Architectural/Engineering
Section 6 – School Facility Planning/Land Acquisition/Disposition and Relocation

District is authorized by California Government Code section 4525, et seq., to contract with and employ any persons for the furnishing of architecture, landscape architecture, engineering, environmental services, land surveying, and construction management through a fair, competitive selection process, which District is utilizing.  District is also authorized by California Government Code section 53060 to contract with any persons, without any specific procurement process for the furnishing of special services and advice in financial, economic, accounting, engineering, legal or administrative matters, if those persons are specially trained and experienced and competent to perform the special services required.
This request is not a formal request for bids or an offer by District to contract with any firm responding to this Request for Qualifications (“RFQ”). District intends to choose one or more firms that respond to this RFQ for each specialty to include in its pool of qualified Firms, based on qualifications and demonstrated competence in providing the services indicated herein.  Inclusion in this pool and award of a contract will be subject to District’s Board’s approval.  All firms that are currently or in the past have been in District’s independent consultant pools for the above-listed specialty fields MUST still respond to this RFQ.
Firms that intend to submit a response must be appropriately certified, licensed, insured, and can be located anywhere, but it must maintain a staffed office within 75 miles of District.[GG1] 
A Pre-conference meeting regarding statement of qualifications submittal is scheduled Tuesday, February 25, 2025 at  10:00 AM.  The virtual Pre-conference will be hosted via Teams with options to join in online or over the phone.  Instructions are posted on Procureware.
Statements of Qualifications will be received prior to 2:00 P.M. on March 11, 2025 on Procureware, the District’s online purchasing portal https://fresnousdpurchasing.procureware.com/home.  Qualifications received later than the designated time and date may not be accepted[GG2] .  Responses may not be submitted in person or in any other manner than uploaded as stated above (online using the district’s bidding portal). Proposals will not be read out loud as they are based on proposal criteria scoring.
