The Fresno County Board of Supervisors is giving notice that at their regularly scheduled meeting on January 28, 2025, at 9:30 a.m., or as soon thereafter as the matter may be heard, at the Fresno County Hall of Records, Board of Supervisors Chambers, 3rd Floor, 2281 Tulare Street, Fresno, California, they will consider adoption of the ordinance summarized below.
SUMMARY OF PROPOSED ORDINANCE
An Ordinance to amend Chapter 13.28 of the Fresno County Ordinance Code (Leasing or Licensing of Any Real Property Belonging to, Leased by, or Licensed by the County) by amending and renaming Section 13.28.020 (Informal Bidding Procedures) to Section 13.28.020 (Informal Bidding Procedures, Generally), and adding new Section 13.28.021 (Informal bidding procedures, Naming Rights for Eligible County facilities.  “Naming rights” means the rights of a successful bidder under a naming rights agreement, between the county and a successful bidder consummated under the procedures in section 13.28.021 by which agreement the successful bidder pledges to pay, and pays, the county an agreed upon aggregate amount, under a fixed time schedule for paying installments of such amount, in exchange for the successful bidder’s right to name an eligible county facility for the term of the naming rights agreement. The County’s grant of a license to the successful bidder is under the procedures in section 13.28.021, and such license is part of the naming rights agreement.

The State Center Community College District (District), Fresno, California, is hereby requesting bids for network electronics and manufacturer’s support contracts to furnish equipment pursuant to the attached specifications.
The contract will be awarded to the responsive and responsible bidder who meets the technical requirements and provides the highest value to the District. The City of Mendota is soliciting bids for the Derrick & Oller Roundabout.
In general, the Work consists of demolition, grading, and paving for a new roundabout, construction of concrete improvements, storm drain improvements, application of pavement delineation and signage, and furnishing and installing street lights, all near the intersection of Derrick Avenue (SR 33) and Oller Street (SR 180) in the City of Mendota.
1.    Sealed bids will be received by the City of Mendota prior to 12:00 P.M. local time on Friday, January 31, 2025 at City Hall, located at 643 Quince Street, Mendota, CA 93640, and following said deadline, all bids will be publicly opened and read.  Bids shall be submitted in a sealed envelope with the name of the bidder, the bidder’s state registration number, the name of the project and the statement “Do Not Open Until the Time of Bid Opening.” Bids received after said deadline will be returned unopened to the bidder.
2.    No pre-bid meeting or project site tour will be held for this project. Contractors shall personally examine the project site prior to bidding.
3.    Bidding Documents may be obtained from Provost & Pritchard Consulting Group at no charge. Interested parties must contact Melissa Santillanez at (559) 449-2700 or msantillanez@ppeng.com to register as a plan holder and receive the documents and any addenda and communications relative to this request for bids.  Hard copies of the bid documents will not be made available.
4.    Questions regarding this request for bids shall be submitted in writing via email to Melissa Santillanez at msantillanez@ppeng.com prior to noon on Tuesday, January 7, 2025.
5.    Prevailing Wage Rates: Pursuant to Section 1770, California Labor Code, the successful Bidder shall pay not less than the prevailing rate of per diem wages as determined by the Director of California Department of Industrial Relations. A copy of such prevailing rate is on file at the offices of the City of Mendota, which will be made available for examination during business hours to any party on request. Prevailing wage rate information is also available on the internet at the following website address: http://www.dir.ca.gov/dlsr/PWD.
6.    This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5.
7.    Bidders shall furnish a Bid Security with their Bidder’s Proposal in the amount of 10% of the base bid amount.
8.    The City of Mendota reserves the right after opening Bids to reject any or all Bids, to waive any informality or non-responsiveness in a Bid, or to make award to the lowest responsive, responsible Bidder and reject all other Bids, as it may best serve the interest of the City of Mendota.
9.    Contractor’s License Classification: In accordance with the provisions of California Public Contract Code, Section 3300, City of Mendota has determined that Contractor shall possess a valid Class A Contractor’s License at the time of contract award for the duration of the contract, and shall be registered with the State Department of Industrial Relations at the time of contract award. Failure to possess the specified license shall render the Bid as non-responsive and shall act as a bar to award of the contract to any Bidder not possessing said license.
