LATERAL 4 REPLACEMENT PROJECT – 2022
GARFIELD WATER DISTRICT
NOTICE IS HEREBY GIVEN that the Board of Directors of the Garfield Water District (District) invites all and will receive sealed Bids at the office of the Engineer, 209 South Locust Street, Visalia, California, up to the hour of 10:00 a.m. on the 20th day of December, 2022, for the removal and replacement of approximately 1,180 linear feet of 18-inch water pipeline (Work).
The award will be made to the lowest responsive, responsible Bidder in accordance with these Contract Documents, but the District reserves the right to reject any and all Bids and waive minor discrepancies in the Bid.
Copies of the Contract Documents are on file and may be examined at the office of the Engineers. Specifications may be obtained from the office of the Engineer, Dennis R. Keller Consulting Civil Engineer, Inc., 209 South Locust Street, Visalia, California, 93291. Only contractors obtaining Specifications from the office of the Engineer will be allowed to submit a sealed Bid.
The successful Bidder shall produce the required Performance and Payment Bonds within fifteen (15) calendar days from the award of the Contract. The successful Bidder will be required to furnish a faithful Performance Bond in an amount equal to one hundred (100) percent of the contract price and a Payment Bond in an amount equal to one hundred (100) percent of the Contract price, said bonds to be obtained from a surety company satisfactory to the District and insurance coverage in defined coverages and amounts.
Attention of Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum prevailing wage rates to be paid under the Contract, said items being contained in the Specifications. In accordance with the provisions of California Labor Code §§ 1770, 1773, 1773.1, 1773.2, 1773.6 and 1773.7, the general prevailing rate of wages and employer payments for health and welfare, pension, vacation, travel time and subsistence pay as provided for in § 1773.8, apprenticeship or other training programs authorized by §3093, and similar purposes applicable to the work to be done in the County of Fresno has been determined by the DIR Director. These wage rates appear in the DIR publication entitled General Prevailing Wage Rates and said wages are on file with the District and Engineer and are incorporated herein by reference. Interested parties can obtain the current wage information by submitting their requests to the Department of Industrial Relations, Division of Labor Statistics and Research, P.O. Box 42603, San Francisco, CA 94142, or on the World Wide Web at: http://www.dir.ca.gov/dlsr/DPreWageDetermination.htm. The rates at the time of the Bid advertisement date will remain in effect for the life of the Work in accordance with the California Code of Regulations, as modified and effective.
In accordance with California Labor Code §§1771.1 & 1771.4(a)(1), a Contractor or Subcontractor shall not be qualified to bid on, be listed in the Bid Proposal (subject to the requirements of §4104 of the Public Contract Code), or engage in the performance of any work under this Contract, unless currently registered and qualified to perform public work pursuant to §1725.5 of the Labor Code. An unregistered Contractor may submit a Bid (as long as the Bid is authorized by §7029.1 of the Business and Professions Code or by §§10164 or 210103.5 of the Public Contract Code), provided the Contractor is registered to perform public work pursuant to §1725.5 of the Labor Code at the time the Contract is awarded. Prior to award of the Bid, the Contractor or Subcontractor shall provide proof of said current registration with the DIR to perform public work for the Garfield Water District. This Work is subject to compliance monitoring and enforcement by the DIR.
Contractors and Subcontractors must submit electronic certified payroll records, as provided under Labor Code §1776, to the Labor Commissioner. These records must be submitted on a weekly basis, or as required by statute or by the DIR.
A time limit for the final completion of the Work of Seventy-Five (75) calendar days, from the issuance of the Notice to Proceed, has been set and liquidated damages shall be assessed according to the Contract Documents for each calendar day thereafter that the Work is not completed.
No pre-Bid conference is currently scheduled.
Prospective Bidders shall be licensed Contractors in the State of California and shall be skilled and regularly engaged in the general class or type of work called for under the Contract. In accordance with the provisions of California Public Contract Code §3300, the District has determined that the Contractor shall possess a valid Class A (General Engineering) Contractor’s license. Failure to possess said license at the time of award shall render the Bid non-responsive and shall act as a bar to award of the Contract to any Bidder not possessing said license.

A MANDATORY Pre-proposal conference is scheduled for Tuesday, January 10, 2023 at 10:00 AM at Fresno Unified School District Nutrition Center, 4480 N Brawley, Fresno CA 93722. Vendors/Firms interested in responding to this RFP must attend in order to have their proposal accepted as responsive.
Proposals will be received prior to 2:01 P.M. on Wednesday, January 25, 2023 , on Procureware, the DISTRICT’s online purchasing portal https://fresnousdpurchasing.procureware.com/home. Proposals submitted later than the designated time and date will not be accepted. Facsimile (FAX), mailed or e-mailed copies of submittals will not be accepted.
Award will be to the most responsible, responsive proposal based on the evaluation criteria outlined in the RFP document.
The DISTRICT’s Board reserves the right to reject any and all RFPs and/or waive any irregularity in any RFP received. Unless otherwise required by law, no proposing firm may withdraw its RFP for ninety (90) days after the date of the RFP due date.

NOTICE OF INVITATION
Notice is hereby given that Fresno Unified School District (DISTRICT) is soliciting Request for Proposals for RFP No. 23-24, Executive Chef Services. The Request for Proposal (RFP) is to select a vendor to provide Executive Chef services for three (3) years with the option of up to two (2) one-year renewals.
A Pre-conference regarding statement of qualifications submittal is scheduled Tuesday, December 20, 2022 at 1:00 PM. The virtual Pre-conference will be hosted via Teams with options to join in online or over the phone. Instructions are posted on Procureware.
Proposals will be received prior to 2:01 P.M. on January 5, 2023 on Procureware, the District’s online purchasing portal https://fresnousdpurchasing.procureware.com/home. Qualifications received later than the designated time and date will not be accepted. Facsimile (FAX), mailed or e-mailed copies of submittals will not be accepted. Proposals will not be read out loud as it is based on proposal criteria scoring.
