NOTICE OF INTENT TO ADOPT A

MITIGATED NEGATIVE DECLARATION

Notice is hereby given that the County of Fresno has prepared Initial Study Application (IS) No. 7326 pursuant to the requirements of the California Environmental Quality Act for the following proposed project:

INITIAL STUDY APPLICATION NO. 7326, proposing the replacement of two structurally deficient bridges on Manning Avenue: the James Bypass Overflow Bridge Nos. 42C0066 and 42C0067.  The scope of work includes placing an asphalt concrete overlay on approximately 790 feet of Manning Avenue to match the approach work associated with the proposed new bridges and complete the previously placed asphalt concrete overlay outside the current project limits, excavation for new abutments and wingwalls, and PG&E improvements to a section of gas main. The proposed project would increase public safety by replacing the existing structurally deficient bridges with bridges built to current design standards. The project site is located on West Manning Avenue, approximately 2.60-miles east of the nearest city limits of the City of San Joaquin and 3.50-miles west of State Route 145 (South Madera Avenue).

The County of Fresno has determined that it is appropriate to adopt a Mitigated Negative Declaration for the Proposed Project.  The purpose of this Notice is to (1) provide notice of the availability of IS Application No. 7326 and the draft Mitigated Negative Declaration and request written comments thereon; and (2) provide notice of the public hearing regarding the Proposed Project.

NOTICE IS HEREBY GIVEN THAT the Board of Supervisors (“Board”) of the County of Fresno (“County”) will hold a public hearing on December 10, 2019 at 9:00 a.m. or as soon thereafter as the matter may be heard, in the Board Chambers, Hall of Records, Third Floor, 2281 Tulare Street, Fresno, California, 93721, to consider and take action on adopting the proposed County Ordinance Amending Chapters 15.04, 15.08, 15.10, 15.12, 15.14, 15.16, 15.18, 15.20, 15.22, 15.28, and 15.60 to Title 15 of the Fresno County Ordinance Code relating to Building and Construction.

The Board conducted a first hearing of the proposed Ordinance to consider adoption on November 19, 2019.  The hearing referenced in this notice constitutes the Board’s second hearing of the proposed Ordinance to consider its adoption.

The proposed changes to the Ordinance will bring Fresno County into compliance with the currently adopted State Building Standards Code and update the County’s amendments, which adapt the State Code to local needs. 

Anyone may attend the public hearing and meeting of the Board and make any oral or written presentations at that time.  In addition, if you wish to submit any written comments to the Board on this matter in advance of the hearing or meeting, you may deliver those comments, either personally or by mail, to the Clerk at the above address.  If you wish to present any such written comments to the Board, you are encouraged to do so sufficiently in advance of the public hearing or meeting so that County staff and the Board can have enough time to take your comments into consideration in advance of the Board hearing.

NOTICE OF INTENT TO ADOPT A

MITIGATED NEGATIVE DECLARATION

Notice is hereby given that the County of Fresno has prepared Initial Study Application (IS) No. 7185 pursuant to the requirements of the California Environmental Quality Act for the following proposed project:

INITIAL STUDY APPLICATION NO. 7185 and AMENDMENT APPLICATION NO. 3821 filed by DAN PAGE, proposing to rezone an 8.46-acre parcel from the R-R (Rural Residential, two-acre minimum parcel size) Zone District to the C-6 (General Commercial) Zone District. The project site is located on the north side of Auberry Road approximately 350 feet northeast of its intersection with Morgan Canyon Road, within the unincorporated community of Prather (SUP. DIST. 5) (APN 118-422-50). Adopt the Mitigated Negative Declaration prepared for Initial Study Application No. 7185 and take action on Amendment Application No. 3821 with Findings and Conditions.

(hereafter, the “Proposed Project”)

The County of Fresno has determined that it is appropriate to adopt a Mitigated Negative Declaration for the Proposed Project.  The purpose of this Notice is to (1) provide notice of the availability of IS Application No. 7185 and the draft Mitigated Negative Declaration and request written comments thereon; and (2) provide notice of the public hearing regarding the Proposed Project.

Public Comment Period

The County of Fresno will receive written comments on the Proposed Project and Mitigated Negative Declaration from November 29, 2019 through December 30, 2019.

The Planning Commission will hold a public hearing to consider approving the Proposed Project and the Mitigated Negative Declaration on January 9, 2020, at 8:45 a.m., or as soon thereafter as possible, in Room 301, Hall of Records, 2281 Tulare Street, Fresno, California 93721.  Interested persons are invited to appear at the hearing and comment on the Proposed Project and draft Mitigated Negative Declaration.

The item is anticipated to be heard by the Board of Supervisors at a later date should the Commission recommend approval or if the Commission’s action is appealed. A separate notice will be sent confirming the Board of Supervisors’ hearing date.
