CITY OF FOWLER CITY COUNCIL MEETING
Regular Meeting, December 2, 2025
NOTICE IS HEREBY GIVEN that on Tuesday, December 2, 2025, at 6:00 p.m. or as soon thereafter as the matter can be heard, the Fowler City Council will hold a regular meeting at the City Hall Council Chamber at 128 S. 5th Street, Fowler, California to hear and consider the following:
Planning Project No. 24-27. Planning Project No. 24-27 consists of a request by Paul Archer of Archer Engineering, on behalf of Baleegh Muharram and Dawood Hotar, to construct an approximately 6,045 square foot (“sqft”) commercial development, including an approximately 4,545 sqft convenience store with a Quick Serve Restaurant (“QSR”), an approximately 1,500 sqft commercial tenant space, and a fueling area with six (6) double sided fuel pumps and an approximately 2,592 sqft canopy. The QSR within the convenience store would include the operation of a drive-through that wraps around the proposed building. Additionally, the Project is requesting approval of a Type 20 alcohol license (Off-Sale Beer and Wine) and proposes the sale of tobacco products. The Project has been proposed on Assessor’s Parcel Number 343-350-45 & -46, located at the northwest corner of South Fowler Avenue and West Fresno Street. The site is approximately 1.11 acres in total size, vacant, zoned C-1 (Light Commercial), and is designated NC (Neighborhood Commercial) by the City of Fowler General Plan. The City Council will also consider whether to approve a lot line adjustment to merge the two subject parcels, as well as whether the Project qualifies to be absolved of further environmental analysis pursuant to CEQA Guidelines Section 15183. If approved, the Project would be conditioned to make infrastructure improvements including a total of two roundabouts at the intersections of West Merced Street and the northbound on/off ramps of State Route 99 and West Merced Street and the southbound off ramp of State Route 99.
The Planning Commission considered Planning Project No. 24-27 at its regular meeting on November 6, 2025, and voted to deny the request. The applicant has filed a timely appeal of the Planning Commission’s decision to the City Council, and pursuant to Fowler Zoning Ordinance Section 9.30.090(F), the City Council may approve the project, deny the project, or modify the decision of the Planning Commission.
The City Council invites your participation and the public is welcome to speak at the hearing. If you challenge any Planning Commission or City Council action in court, you may be limited to challenge only those issues raised at the Planning Commission or City Council public hearings.

NOTICE IS HEREBY GIVEN in accordance with Sections 15-2761(D)(1) and 15-5007 of the Fresno Municipal Code (FMC), that seven (7) Conditional Use Permits for Smoke Shops are available within each of the seven (7) City Council Districts (49 citywide).
New Smoke Shops shall obtain a Conditional Use Permit pursuant Chapter 15, Article 53 of the FMC. An Existing Smoke Shop may apply for a Conditional Use Permit as required in accordance with Section 15-2761-D. Existing Smoke Shops which do not obtain a required Conditional Use Permit may continue operation until December 5, 2026, provided they comply with FMC Section 15-2761-C(1).
After December 5, 2026, Existing Smoke Shops which do not obtain an approved Conditional Use Permit, must immediately cease all operations in perpetuity.
Applications for Smoke Shop Conditional Use Permits shall be submitted electronically through the Accela Citizen Access (ACA) portal no later than January 21, 2026.
