The scope of work includes physical and chemical rehabilitation of reclamation wells at the Fresno-Clovis Regional Wastewater Reclamation Facility, including furnishing equipment and supplies and operating the equipment to remove debris from the well, brush the screened sections of the well, inject and mix chemicals into the well for chemical rehabilitation, utilize high energy to remove obstructions from screened sections of the well, disinfect the well, develop the well, and perform pump testing.

The contract term is for one year, with provisions for two one-year extensions.

The Annual Estimated Requirements Allocation for this project is $400,000 for two (2) well rehabilitations. Each well will be assessed to include bid items that apply to each well based on site conditions. The quantities listed on the Bid Proposal page are the estimated sum total for two (2) well rehabilitations and are shown for bidding purposes only.

Current Secured Property Taxes Due

Fresno County Auditor Controller/ Treasurer-Tax Collector, Oscar J. Garcia, reminds all taxpayers that the first installment of the 2021-22 Fresno County Secured Property Tax Bill is due on November 1, 2021 and will be considered delinquent, if not paid by 5:00 PM on December 10, 2021.  Additionally, the second installment is due on February 1, 2022 and will be considered delinquent if not paid by 5:00 PM on April 11, 2022.

Taxpayers may pay both installments when the first installment is due.

A ten-percent (10%) penalty will be added to all payments received in the office after 5:00 PM on December 10, 2021, unless postmarked by the United States Postal Service (USPS) on or before December 10, 2021.  A ten percent (10%) penalty and a ten dollar ($10) fee will be added to all payments received in the office after 5:00 PM on April 11, 2022, unless postmarked by the USPS on or before April 11, 2022.

NOTICE FOR PROPOSALS

NOTICE IS HEREBY GIVEN that sealed proposals will be received by the Public Utilities Department office of the City of Clovis for the service of selected commercial refuse customers receiving compactor and open box container service at various locations throughout the city.  This service will be provided by a private contractor who will be responsible for pick up, delivery, materials recovery, recycling and disposal.

The compactors are customer provided.  The capacity of the compactors to be serviced may range from 8 cubic yards to 50 cubic yards.  The frequency of service may vary.  The front loader bins and roll off boxes shall be provided by the contractor.  The capacity may vary from 4 to 8 cubic yards and from 12 to 40 cubic yards, respectively. 

In order to be considered, the proposer shall furnish acceptable evidence of having performed a similar service for a minimum of five (5) years.  A complete statement of the contractor’s capabilities shall be submitted with the proposal including a list of the number of vehicles, number and size of containers and trained personnel capable of furnishing primary and backup service in the event of equipment breakdown. A statement of recycling capabilities and a copy of current local and state required permits (including SWFP and CUP) to operate shall also be submitted with the proposal.

Each proposal must be accompanied by a certified cashier’s check or proposal guarantee bond in the amount of $2,500.  The cashier’s check or proposal guarantee shall be made payable to the City of Clovis.  If a bond accompanies the proposal, the bond shall be secured by a surety company satisfactory to the City.  The cashier’s check or bond shall be given as a guarantee that the proposer will enter into a contract if awarded the work.  In the case of refusal or failure to enter into the contract within fourteen (14) calendar days after notification of the award of contract, the City shall have the right to award to another proposer.  If the proposer fails or refuses to timely enter into the contract, the City reserves the right to declare the proposal security forfeited and pursue all other remedies in law or equity relating to such breach including, but not limited to, seeking recovery of damages for breach of contract.  Failure to provide proposal security in the proper amount may result in rejection of the proposal.

Said bonds shall be issued by a surety company who is an admitted surety insurer authorized by the California Department of Insurance to transact business in this state, and acceptable to the City of Clovis.  Proposal submitters are cautioned that representations made by surety companies will be verified with the California Department of Insurance.  Pursuant to Public Contract Code Section 22300, substitution of securities for any monies withheld by the City of Clovis to ensure performance under the contract shall be permitted.  In accordance with the provisions of Chapter 13 (commencing with Section 4590), Division 5, Title 1 of the Government Code of the State of California, securities may be substituted for monies withheld on the project.
