REGULAR MEETING OF THE CITY COUNCIL
NOTICE IS HEREBY GIVEN THAT, on October 26, 2021 at 6:00 p.m., or as soon thereafter as possible, the City Council of the City of Mendota will hold a public hearing at a regular meeting at Mendota City Hall, City Council Chambers, 643 Quince Street, Mendota, CA 93640 to conduct the following business:
1. PUBLIC HEARING TO CONSIDER ORDINANCE NO. 21-16, AMENDMENTS TO MENDOTA MUNICIPAL CODE CHAPTER 17.99 affecting regulations within the Commercial Cannabis Overlay District. At a regular meeting on September 21, 2021 the Mendota Planning Commission, by a roll-call vote of 4-0, adopted Resolution No. PC 21-04 recommending that the City Council adopts ordinance amendments to Mendota Municipal Code Sections 17.99.020 and 17.99.060 regarding definitions and allowable uses in the Commercial Cannabis Overlay District. The City Council will also consider a finding of exemption from the California Environmental Quality Act (CEQA).
2. CONTINUED PUBLIC HEARING TO CONSIDER APPLICATION NO. 21-01, INCLUDING A DEVELOPMENT AGREEMENT AND AN APPEAL OF THE DECISION OF THE MENDOTA PLANNING COMMISSION REGARDING A CONDITIONAL USE PERMIT to authorize outdoor cannabis cultivation on currently vacant land at 1111 Marie Street (APN 013-280-29), submitted by Left Mendota II, LLC. At a regular meeting on September 21, 2021 the Mendota Planning Commission, by a single roll-call vote of one (1) aye and three (3) noes, denied Resolution Nos. PC 21-05, PC 21-06, and PC 21-07, regarding adoption of a mitigated negative declaration pursuant to the CEQA, approval of a conditional use permit, and recommendation to the City Council regarding a development agreement, respectively. At its regular meeting on October 12, 2021, the City Council moved to continue the public hearing to its October 26, 2021 regular meeting. The City Council will take action de novo regarding the mitigated negative declaration and the development agreement and will consider the decision of the Planning Commission as it relates to the conditional use permit and either uphold the appeal, deny the appeal, or remand the project back to the Commission.
3. PUBLIC HEARING TO CONSIDER APPLICATION NO. 20-24, AMENDING DEVELOPMENT AGREEMENT CONTAINED WITHIN APPLICATION NO. 17-43 to clarify payment terms and establish permissible and prohibited uses at the existing cannabis operation at 1269 Marie Street (APN 013-280-15), submitted by Left Mendota I, LLC. At a regular meeting on September 21, 2021 the Mendota Planning Commission, by a roll-call vote of 4-0, adopted Resolution No. PC 21-08, recommended that the City Council approves the proposed amendments. The City Council will also consider a finding of exemption from CEQA.

NOTICE TO THE GENERAL PUBLIC OF THE INTENTION TO SELL CERTAIN PROPERTY OF THE WEST HILLS COMMUNITY COLLEGE DISTRICT
Pursuant to the provisions of Education Code section 81368, you are hereby notified that the West Hills Community College District (“District”) has adopted a resolution indicating its intention to sell a certain three-parcel assemblage with a gross area of 5.73 acres of real property more particularly described as 9900 Cody Avenue, Coalinga, CA 93210 (“Property”) and identified as Fresno County Assessor’s Parcel Numbers 070-120-01S, 070-120-02S and 070-120-03S. The Property is being offered for sale in “As-Is” condition. Pursuant to Education Code section 81365, the District offers to sell the Property to the general public at a minimum bid of Two Million Two Hundred Thousand Dollars ($2,200,000), at a public bid to be held on October 26, 2021, beginning at 3:00 pm at the West Hills Community College District Office located at 275 Phelps Avenue, Coalinga, CA 93210. Interested bidders for the purchase of the Property shall submit a bid proposal before or at 10:00 am on October 26, 2021.

Notice is hereby given pursuant to Section 21701.1-21716 of the California Self Service Storage Facility Act that Storage King USA, 5090 N Weber Ave., Fresno, CA 93722 will sell to satisfy a lien at public auction on November 1, 2021 at 10:00 am for the storage customers listed below, personal property including, but not limited to furniture, clothing, tools and/or other household items.
