If the high bidder closes the sale prior to the expiration of any extension period, the unused portion of the extension fee shall be applied toward the amount due. The City of Fresno (City) Public Works Department is issuing this Request for Qualifications (RFQ) for Statements of Qualifications (SOQ) from qualified Civil Engineering firms to provide Civil Engineering Services for the capital improvement project at North Lola Avenue (north and south of West Shaw Ave), West Fairmont Ave (west and east of North Polk Ave), North State Avenue (north and south of West Fairmont Ave) and North Barcus Avenue (south of West Fairmont Ave). Scope of Services

· Prepare and maintain design and construction schedule.
· Prepare utility notification letters and relocation drawings to various utilities and agencies.

· Prepare and submit necessary documents to agencies for utility relocations.
· Provide geotechnical testing as required.

· Prepare required right-of-way exhibits, deeds, and maps showing required right-of-way acquisition. Prepare appraisal maps detailing all acquisitions and Temporary Constriction Easements (TCE’s). Preliminary Title Reports (PTR’s) will be provided by the City.
· Prepare and have Geometrically Approved Drawing (GAD) if the project approved, including specifications and engineer’s estimate.
· Prepare construction plans, technical specifications, and construction cost estimates at each phase of work identified in the consultant documents.
· Submit construction documents for review to City offices, utilities/agencies, and obtaining final signatures on construction documents.
· As part of the bidding phase, attend the pre-bid conference, prepare addenda and clarifications if necessary, and attend bid opening.
· As part of the construction phase and General construction contract administration, attend the pre-construction conference, review shop drawings and other contractor submittals, provide clarification of construction documents during construction, review and provide technical information for construction contract change order requests if necessary, and perform as many as two site visits during construction.
· Prepare record drawings documenting the as-built improvements, have as-built approved, and both Mylars and final CAD drawing provided to City.

Project Item No. 1 is exempt from CEQA pursuant to a Class 32 categorical exemption. Class 32 exemptions consist of in-fill development less than 5 acres in size meeting the conditions described in California Government Code Section 15332(a), (b), (c), (d) and (e). A Notice of Exemption has been completed during the preliminary review and is kept for public review with the project file during the processing of the project application. Staff will file the notice with the County Clerk if the project is approved.
For Project No.2, the original approval of CUP 2020-004 in September of 2020 was found to be exempt from CEQA pursuant to a Class I categorical exemption, which exempts existing facilities. No further review under the California Environmental Quality Act is required in conjunction with the review of project with regard to compliance with the conditions of approval. Any action by the City to enforce conditions or to revoke CUP2020-004, if required, is exempt from CEQA pursuant to a Class 21 categorical exemption, which exempts enforcement actions by regulatory agencies.
The City has determined that Project Item No.3 is exempt from CEQA pursuant to Public Resources Code Section 15061(b)(3) which provides that CEQA applies only to projects that have the potential for causing a significant effect on the environment, and Public Resources Code Section 15302(b) for replacement or Reconstruction. A notice of Exemption has been completed during the preliminary review and is kept for public review with the project file during the processing of the project application. for future Department of Public Utilities (DPU) Projects

The City of Fresno (City) Department of Public Utilities (DPU) is requesting SOQs from qualified hydrogeological consulting firms (Consultants) to be placed on a Shortlist for hydrogeological support services needed for future DPU projects.
The Shortlist will remain in effect for a period of three (3) years. As needs arise, all Consultants who have been placed on the Shortlist will receive Request for Proposals (RFPs) for future projects requiring hydrogeological services. Any RFP will be sent to all Consultants on the Shortlist. The City does not guarantee award of a future project to any Consultant placed on the Shortlist. The City reserves the right to advertise any project outside the Shortlist if deemed most beneficial to the City. There is no limit to the number of Consultants that will be selected for the Shortlist. The City may place any number of Consultants on the Shortlist as deemed of merit and beneficial for the City. Should the City be dissatisfied with the services rendered by Consultants on the Shortlist, the City may cancel the Shortlist before the end of the three-year period.
Due to the expansive nature of the as-needed hydrogeological support services, it is not feasible to define the precise scope of services in advance. Work may include, but is not limited to, support for the design, construction, development, testing, and required reporting of new groundwater monitoring wells and municipal water supply wells, as well as inspection and rehabilitation of existing municipal water supply and reclamation wells. To provide an idea of the likely quantity of work to be covered by this Shortlist, City anticipates drilling 12 monitoring wells and 10 water supply wells and rehabilitating 24 to 48 water supply wells and 6 reclamation wells over the next three years.
A qualified Consultant must include at least one State of California licensed Professional Geologist and/or Certified Hydrogeologist and have extensive experience and knowledge in well construction, development, inspection, testing, rehabilitation, and reporting.
