MITIGATED NEGATIVE DECLARATION
Notice is hereby given that the County of Fresno has prepared Initial Study (IS) No. 7878 pursuant to the requirements of the California Environmental Quality Act for the following proposed project:
INITIAL STUDY NO. 7878 for UNCLASSIFIED CONDITIONAL USE PERMIT APPLICATION NO. 3681 filed by COLD SPRING GRANITE COMPANY, proposing to allow continued surface mining operation (granite quarry) with incidental facilities approved under CUP No. 2928 for 50 years beyond the current expiration date of January 2021 on two contiguous parcels totaling 142 acres in the AL-40 (Limited Agricultural, 40-acre minimum parcel size) Zone District.  The project site is located on the south side of Tollhouse Road (State Route 168) between Newmark Road and Sample Road approximately 10 miles northeast of the City of Clovis (APN: 150-141-33 & 35) (14147 Tollhouse Road) (Sup. Dist. 1).  Adopt the Mitigated Negative Declaration prepared for Initial Study Application No. 7878 and take action on Unclassified Conditional Use Permit Application No. 3681 with Findings and Conditions.

The County of Fresno has determined that it is appropriate to adopt a Mitigated Negative Declaration for the Proposed Project.  The purpose of this Notice is to (1) provide notice of the availability of IS Application No. 7878 and the draft Mitigated Negative Declaration and request written comments thereon; and (2) provide notice of the public hearing regarding the Proposed Project.

Clovis Unified School District
Notice of Intent to Adopt a Negative Declaration for the
Kastner Athletic Field Lighting Project

NOTICE IS HEREBY GIVEN:
In accordance with the California Environmental Quality Act, Clovis Unified School District has prepared an Initial Study and Negative Declaration for the proposed Kastner Athletic Field Lighting Project (“project”). Based on the Initial Study, the District has determined there are no potential impacts of the project which could result in a significant effect on the environment.
The Governing Board of Clovis Unified School District will consider adopting the Negative Declaration and approving the project on Wednesday, November 9th, 2022, at 6:30 p.m. or as soon thereafter as possible in the District Boardroom, 1680 David E. Cook Way, Clovis, California. All interested persons are invited to attend this meeting and present testimony regarding the project.
Project Location and Description:
The project is planned for development at the Kastner Intermediate School campus, located at 7676 N. First Street, near the northeast corner of First Street and Alluvial Avenue in the City of Fresno. The project site is located at the southwest corner of the Kastner campus, encompassing an area of approximately 5.0 acres. The site currently includes a grass-turfed athletic field used for football and other field sports, a rubberized running track plus other track-and-field facilities, aluminum bleacher seating areas, and areas landscaped with grass and trees. The facilities are currently utilized for physical education as well as extracurricular athletic activities and events, which occur on weekdays and Saturdays.
The District is proposing to undertake the project in order to provide improved utilization and programming opportunities for the existing athletic facilities at the Kastner campus. The need for the proposed project is also driven by Senate Bill (SB) 328, which beginning in 2022 mandates later school-day start times for most middle schools and high schools, and consequently requires scheduling of after-school programs and extracurricular activities to occur later in the day. The proposed lighting facilities would allow for existing activities to take place at later hours and improve visibility during low-light conditions.
Facilities included as part of the project consist of four 80-foot-tall poles with LED lighting equipment, which would be installed at four different points around the perimeter of the existing field (two on the east side of the field, and two on the west side of the field). Each pole would be equipped with ten total pieces of lighting equipment (two mounted at 15.5 feet, one mounted at 60 feet, and seven mounted at 80 feet). The project’s state-of-the-art lighting equipment is designed to be very focused and directional such that there is little or no light trespass beyond the school property.
The District will operate the lights as needed to accommodate activities occurring on the site and will cease lighting operations as soon as possible. The use of the lighting will in no event extend past 10:00 pm, and in most instances, the activities will cease substantially before 10:00 pm. If approved, project construction and equipment installation activities are anticipated to occur in Fall 2022 for a period of two-to-three weeks, and operation of the lights would begin in late 2022.
Public Review and Comment:
Members of the public and interested agencies may review and submit written comments on the proposed Negative Declaration and Initial Study. NOTICE TO BIDDERS
NOTICE INVITING BIDS PURSUANT TO PUBLIC CONTRACT CODE 22000, ET SEQ.
(THE UNIFORM PUBLIC CONSTRUCTION COST ACCOUNTING ACT)
Notice is hereby given that the Fresno Unified School DISTRICT (“DISTRICT”) will receive sealed bids for Bid No. 22-03, Ericson Elementary School New Multi-Purpose Building and Interim Food Service Housing, to demolish the existing and construct a new multi-purpose building, and install owner provided temporary portables and related site improvements.
DISTRICT hereby notifies all bidders that they will affirmatively ensure that in any Contract entered into pursuant to this advertisement, disabled veteran business enterprises (DVBE) will be afforded full opportunity to submit proposals in response to this invitation and will not be discriminated against on the grounds of race, color, creed, sex or national origin in consideration for award. The DVBE goal for the project is as follows:  three percent (3%) of the dollar amount of the Contract.
Notice is hereby given pursuant to the provisions of Section 1770 et seq of the California Labor Code, each worker of the contractor and any of its subcontractors engaged in work on the Project shall be paid not less than the prevailing wage rate. The project is subject to compliance monitoring and enforcement by the Department of Industrial Relations (DIR).
Pursuant to Labor Code Section 1725.5, the DIR established a Contractor Registration Program, in which no contractor or subcontractor shall bid on, be listed in a bid, or engage in the performance of any public work contract without being registered.

A MANDATORY pre-bid conference has been scheduled at 10:00 AM, October 17, 2022. in front of the Administration Office at Ericson Elementary School, 4774 E. Yale Ave., Fresno CA 93703.  Contractors bidding as a Prime Contractor for the project must attend in order for their bid to be “responsive”.  Immediately following the pre-bid conference will be a mandatory job-walk of the site(s).
This Project is subject to prequalification, pursuant to Public Contract Code 20111.6. Contractors submitting bids to perform as both Prime Contractor/General Contractor or Electrical, Mechanical, and Plumbing Subcontractor must be prequalified prior to bidding on the project. Prime Contractors must list prequalified mechanical, electrical and plumbing subcontractors or in order for their bid to be “responsive”.  Electrical, Mechanical, and Plumbing subcontractors are contractors holding either: C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43, and C-46 contractor’s license. Prequalified Prime Contractor may self-perform electrical, plumbing, mechanical work if prequalified under applicable licenses. Sealed Bids and the DVBE Declaration must be received prior to 2:01 P.M. on November 7, 2022  on Procureware, the DISTRICT’s online bidding portal, after which time the bids will be opened and bid results posted.
Bids shall be accompanied by a certified check, cashier’s check, or a bidder’s bond in an amount not less than ten percent (10%) of total bids made payable to Fresno Unified.
The substitution of appropriate securities in lieu of retention amounts from progress payments in accordance with Public Contract Code Section 22300 is permitted.

REQUEST FOR BIDS
The City of Mendota is soliciting bids for construction of the Rojas Pierce Park Expansion – Phase 2.
The City of Mendota hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, Disadvantaged Business Enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religious creed, sex, or national origin in consideration for an award.
In general, the Work consists of the installation of new sports field lighting on a recreational softball and soccer field and retrofit of existing sports field lighting at Rojas Pierce Park in the City of Mendota.
1.    The Bids will be publicly opened and read by the City of Mendota at 2:00 p.m. on October 28, 2022 at City Hall, located at 643 Quince Street, Mendota, CA 93640.
2.    Bids shall be submitted in a sealed envelope with the name of the bidder, the name of the project and the statement “Do Not Open Until The Time of Bid Opening.” Bids received after said deadline will be returned unopened to the bidder.
3.    A non-mandatory pre-bid meeting and project site tour will be held on Friday, October 14, 2022 at 3:00 p.m. at Rojas Pierce Park (meet in parking lot at northwest corner of Smoot & Sorensen).  Contractors shall personally examine the project site prior to bidding.

6.    Minimum Wage Rates, as predetermined by the Secretary of Labor, are set forth in the Special Provisions.  Pursuant to Section 1770, California Labor Code, the successful Bidder shall pay not less than the prevailing rate of per diem wages as determined by the Director of California Department of Industrial Relations. If there is a difference between the minimum wage rates determined by the Secretary of Labor and the prevailing wage rates determined by the Director of California Department of Industrial Relations of the State of California for similar classifications of labor, the Contractor and his subcontractors shall pay not less than the higher wage rate.   A copy of such prevailing wage rates are on file at the offices of City of Mendota and are incorporated herein by reference.
7.    This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5.
8.    Certified Payrolls and any related administrative labor compliance documents must be submitted electronically through LCP Tracker.
9.    Bidders shall furnish a Bid Security with their Bidder’s Proposal in the amount of 10% of the base bid amount.
10.  The work to be performed under this contract is on a project assisted under a program providing direct Federal financial assistance from the Department of Housing and Urban Development, Community Development Block Grant Program, and is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 USC 1701u.  Section 3 requires that to the greatest extent feasible opportunities for training and employment be given to low and very low income persons residing within the project area and that the contracts for work in connection with the project be awarded to eligible business concerns which are located in, or owned in substantial part by persons residing in, the area of the project.  Regulations for implementing the Section 3 clause are contained in 24 CFR 135, as amended, and as specified in the project specifications.
All pages of the Preliminary (Anticipated) Statement of Workforce Needs, also contained in the project specifications, will be required to be completed and submitted prior to award.  All pages of the Final (Completion) Statement of Workforce Needs form shall also be required to be completed and submitted upon completion of construction.
11.  OWNER reserves the right after opening Bids to reject any or all Bids, to waive any informality or non-responsiveness in a Bid, or to make award to the lowest responsive, responsible Bidder and reject all other Bids, as it may best serve the interest of the OWNER.
