These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Clovis.
REQUEST FOR RELEASE OF FUNDS
On or after February 9, 2024, the City of Clovis will submit a request to the U.S. Department of Housing and Urban Development, San Francisco Regional Office – Region IX, One Sansome Street, Suite 1200, San Francisco, CA 94104-4430 for the release of Community Development Block Grant (CDBG) Program funds under Title I of the Housing and Community Development Act of 1974, as amended, to undertake the Brookhaven Alleys and Sewer Improvements.
Purpose/Activity: The Brookhaven Alleys and Sewer Improvements project will provide for improvements to sewer facilities and alleys between Brookhaven and Cole Avenue, from Jefferson Avenue to Brookside Drive. Three alleys will be improved.
National Objective: Low-Moderate Area Benefit Activity (benefiting low- and moderate-income persons)
Budget: $541,987 (CDBG); $504,013 (Other non-federal); Total: $1,046,000
Location: The project is located between Brookhaven and Cole Avenue, from Jefferson Avenue to Brookside Drive, and includes the three alleys at this location.
Project/Program Description: Project scope consists of reconstructing alleys and drive approaches between Brookhaven and Cole Avenue, from Jefferson Avenue to Brookside Drive. This shall include, but not be limited to, clearing and grubbing, removal of existing concrete and asphalt concrete materials, installation of 6,672 SF of concrete valley gutter, 1,921 SF of concrete drive approach, 475 tons of Asphalt Concrete, and 950 tons of Aggregate Base material. Sewer manholes shall be adjusted to finished grade. Utility Infrastructure improvements include removing existing 6-inch sewer pipe and installing 1150 LF of 8-inch PVC SDR35, adjusting & reconnecting 41 sewer service laterals and modifying 4 sewer manholes. Utility repairs are needed due to the existing 1150 LF of 6” pipe having multiple locations where roots have broken through the pipe. These areas will be improved to ensure the asphalt pavement in the alley provides a longer lifespan. The sewer improvements will also provide repairs to adhere to current city standard (8” PVC) and replace outdated and damaged material. All alleys are in need of reconstruction and currently include only dirt and broken concrete/asphalt. A total of approximately 850 linear feet of alley will be reconstructed between Brookhaven and Rosebrook Drive, approximately 600 linear feet of alley will be reconstructed between Rosebrook and Brookfield Drive, and approximately 810 linear feet of alley will be reconstructed between Brookfield and Cole Avenue, all located north of Jefferson Avenue and south of Brookside Drive. Funding will be provided by both CDBG and Local Measure C funds.
FINDING OF NO SIGNIFICANT IMPACT
The City of Clovis has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. ENVIRONMENTAL CERTIFICATION
The City of Clovis certifies to HUD that John Holt, Certifying Officer, in his capacity as City Manager consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Clovis to use HUD program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of fund and the City of Clovis’ certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Clovis; (b) the City of Clovis has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD CPD, San Francisco Regional Office – Region IX, at “CPD_COVID-19OEE-SFO@hud.gov”. The City of Clovis is now accepting affordable housing and community development project proposals for the 2024-2025 Community Development Block Grant (CDBG). Project proposals will be accepted by the Clovis Economic Development, Housing, and Communications Department until 4:00 P.M. on Wednesday, March 27, 2024.
The 2024-2025 CDBG program year will begin on July 1, 2024, and end on June 30, 2025. While the exact amount of CDBG funding is unknown at this time, it is anticipated that Clovis will receive approximately $652,000 from the U.S. Department of Housing and Community Development. It is anticipated that the total amount of proposals submitted will exceed the amount of funding available.
To be considered for funding, CDBG project proposals must meet one of the following objectives:
· Directly benefit low- and moderate-income persons;
· Aid in prevention or elimination of slums or blight;
· Meet an urgent need (the activity provides a remedy to a serious and immediate health or welfare problem, such as a natural disaster).
Proposals will only be accepted from the following:
· Governmental agencies
· Non-profit organizations
· Private for-profit entities
Examples of CDBG projects completed in previous program years include Housing Rehabilitation, ADA Improvements, Streets and Alley Improvements, Micro-Business Development and Public Services.

La Ciudad de Clovis ya está aceptando propuestas para proyectos o programas para viviendas de bajo costo o desarrollo de la comunidad para el Programa de Fondos para el Desarrollo de la Comunidad (“CDBG” en inglés) para el año fiscal 2024-2025. Solicitudes serán aceptadas en el Departamento de Desarrollo Económico, de Viviendas y Comunicación terminando a las 4:00 P.M. del miércoles, 27 de marzo, 2024.
El Programa de CDBG 2024-2025 empieza el 1 de julio, 2024 y termina el 30 de junio, 2025. Aunque el gobierno federal no le ha proveído la cantidad exacta de fondos CDBG que se le dará a la ciudad, se anticipa que Clovis recibirá aproximadamente $652,000 del Departamento Federal de Viviendas y Desarrollo Comunitario (“HUD” en inglés). Se anticipa que la ciudad recibirá mas propuestas en una cantidad que sobresale la cantidad de fondos que se anticipa recibir.
Para ser considerado para recibir fondos del Programa CDBG, su propuesta y proyecto tiene que llenar uno de estos objetivos:
· Beneficiar directamente a personas de bajos recursos (“low-moderate income” en inglés)
· Asistir en la eliminación de condiciones de vida precarias e insalubres
· Satisfacer una necesidad urgente (para actividades que remedian un problema serio e inmediato a la salud, tal como un desastre natural)
Propuestas nada más serán aceptadas de las siguientes entidades:
· Agencias del gobierno
· Organizaciones no-lucrativas
· Empresas privadas con fines de lucro
Algunos ejemplos de proyectos de CDBG completados en el pasado incluyen: Rehabilitación de Viviendas, Mejoras de Acceso para Personas con Discapacidades, Mejoras a Vías Públicas, Desarrollo para Micro-Empresas y Servicios Públicos.

FEDERAL FUNDING: THIS PROJECT IS SUBJECT TO DAVIS-BACON, AND FEDERAL ACQUISITION PROVISIONS AND CLAUSES.
Notice is hereby given that the Fresno Unified School DISTRICT (“DISTRICT”) will receive sealed bids for Bid No. 24-44, Edison High School South Administration Space Remodel, to remodel the south administration building to create new office spaces.
DISTRICT hereby notifies all bidders that they will affirmatively ensure that in any Contract entered into pursuant to this advertisement, disabled veteran business enterprises (DVBE) will be afforded full opportunity to submit proposals in response to this invitation and will not be discriminated against on the grounds of race, color, creed, sex or national origin in consideration for award. The DVBE goal for the project is as follows: three percent (3%) of the dollar amount of the Contract.
Notice is hereby given pursuant to the provisions of Section 1770 et seq of the California Labor Code, each worker of the contractor and any of its subcontractors engaged in work on the Project shall be paid not less than the prevailing wage rate. The project is subject to compliance monitoring and enforcement by the Department of Industrial Relations (DIR). Pursuant to Labor Code Section 1725.5, the DIR established a Contractor Registration Program, in which no contractor or subcontractor shall bid on, be listed in a bid, or engage in the performance of any public work contract without being registered.
Prime Contractor must have a valid Class “B” Contractor’s License.
A MANDATORY pre-bid conference has been scheduled at 10:00 AM, February 2, 2024 in front of the Administration Office at Edison High School, 540 E. California Ave., Fresno CA 93706. Contractors bidding as a Prime Contractor for the project must attend in order for their bid to be “responsive”. Immediately following the pre-bid conference will be a mandatory job-walk of the site(s). School sites are using the Raptor visitor management system that requires all visitors to show either a government-issued identification card or driver’s license to receive a badge and enter the campus. Bidders may arrive earlier than the scheduled time to obtain their badge.
Sealed Bids and the DVBE Declaration must be received prior to 1:30 P.M. on February 20, 2024 on Procureware, the DISTRICT’s online bidding portal, after which time the bids will be opened and bid results posted.
Bids shall be accompanied by a certified check, cashier’s check, or a bidder’s bond in an amount not less than ten percent (10%) of total bids made payable to Fresno Unified.
The substitution of appropriate securities in lieu of retention amounts from progress payments in accordance with Public Contract Code Section 22300 is permitted.

Pursuant to Public Contract Code 3400(c)(2), Fresno Unified School DISTRICT finds that it is in the best interest of the DISTRICT to standardize the products, equipment, and materials listed in Exhibit A-1 and Exhibit A-2 in order to match other products/equipment in use on a particular work of improvement either completed or in the course of completion. Where a specific brand, trade name, material, or product identified in the bid documents is also listed in Exhibit A-1 or Exhibit A-2, it shall be deemed to be followed by the words “No Substitutions,” and CONTRACTOR shall not make or request substitutions regarding any such product, equipment or material.
