KAWEAH DELTA WATER CONSERVATION DISTRICT
NOTICE IS HEREBY GIVEN that the Board of Directors of the Kaweah Delta Water Conservation District (District) invites all and will receive sealed Bids at the office of the Engineer, 209 South Locust Street, Visalia, California, up to the hour of 3:00 p.m. on the 6th day of January, 2025, for the construction of eight (8) cast in-place reinforced concrete basin intertie structures and related appurtenances.
The award will be made to the lowest responsive, responsible Bidder in accordance with these Contract Documents, but the District reserves the right to reject any and all Bids and waive minor discrepancies in the Bid.
Copies of the Contract Documents are on file and may be examined at the office of the Engineers. Plans and Specifications may be obtained from the office of the Engineer, Dennis R. Keller Consulting Civil Engineer, Inc., 209 South Locust Street, Visalia, California 93291. A non-refundable charge of $75.00 will be required for each set of Plans and Specifications, which includes shipping. Only contractors purchasing Plans and Specifications from the office of the Engineer will be allowed to submit a sealed Bid.
Work to be performed for the Hannah Ranch Project is financed, in part, through grant funds made available through the State of California’s Proposition 1E Round 2 Stormwater Flood Management Grant – Project No. 4600010371.
The successful Bidder shall produce the required Performance and Payment Bonds within fifteen (15) calendar days from the award of the Contract. The successful Bidder will be required to furnish a faithful Performance Bond in an amount equal to one hundred (100) percent of the Contract price and a Payment Bond in an amount equal to one hundred (100) percent of the Contract price, said bonds to be obtained from a surety company satisfactory to the District and insurance coverage in defined coverages and amounts.
Attention of Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum prevailing wage rates to be paid under the Contract, said items being contained in the Specifications. In accordance with the provisions of California Labor Code §§ 1770, 1773, 1773.1, 1773.2, 1773.6 and 1773.7, the general prevailing rate of wages and employer payments for health and welfare, pension, vacation, travel time, and subsistence pay as provided for in §1773.8, apprenticeship or other training programs authorized by §3093 and similar purposes applicable to the work to be done in the County of Tulare have been determined by the DIR Director. These wages rates appear in the DIR publication entitled General Prevailing Wage Rates and said wages are on file with the District and Engineer and are incorporated herein by reference. Interested parties can obtain the current wage information by submitting their requests to the Department of Industrial Relations, Division of Labor Statistics and Research, P.O. Box 42603, San Francisco, CA 94142, or on the World Wide Web at: http://www.dir.ca.gov/dlsr/DPreWageDetermination.htm. The rates at the time of the Bid advertisement date will remain in effect for the life of the Work in accordance with the California Code of Regulations, as modified and effective.
In accordance with California Labor Code §§1771.1 & 1771.4(a)(1), a Contractor or Subcontractor shall not be qualified to bid on, be listed in the Bid Proposal (subject to the requirements of §4104 of the Public Contract Code), or engage in the performance of any work under this Contract, unless currently registered and qualified to perform public work pursuant to §1725.5 of the Labor Code. An unregistered Contractor may submit a Bid (as long as the Bid is authorized by §7029.1 of the Business and Professions Code or by §§10164 or 210103.5 of the Public Contract Code), provided the Contractor is registered to perform public work pursuant to §1725.5 of the Labor Code at the time the Contract is awarded. Prior to award of the Bid, the Contractor or Subcontractor shall provide proof of said current registration with the DIR to perform public work to the Kaweah Delta Water Conservation District. This Work is subject to compliance monitoring and enforcement by the DIR.
Contractors and Subcontractors must submit electronic certified payroll records, as provided under Labor Code §1776, to the Labor Commissioner. These records must be submitted on a weekly basis or as required by statue or by the DIR.
A time limit for the final completion of the Work of one hundred fifty (150) calendar days has been set and liquidated damages shall be assessed according to the Contract Documents for each calendar day thereafter that the Work is not completed.
No pre-Bid conference will be held. Assistance in the inspection of the Work location can be obtained by prior arrangement with the office of the Engineer.
Prospective Bidders shall be licensed contractors in the State of California and shall be skilled and regularly engaged in the general class or type of work called for under the Contract. In accordance with the provisions of California Public Contract Code §3300, the District has determined that the Contractor shall possess a valid Class A (General Engineering) Contractor’s license. Failure to possess said license at the time of award shall render the Bid non-responsive and shall act as a bar to award of a Contract to any Bidder not possessing said license.

CITY OF FOWLER
NOTICE OF INTENT TO ADOPT A MITIGATED NEGATIVE DECLARATION
FOR THE TENTATIVE MAP NO. 6471 PROJECT
NOTICE IS HEREBY GIVEN that the City of Fowler (City) plans to adopt a Mitigated Negative Declaration for Tentative Map No. 6471 (Project). The public hearing to consider the Project is scheduled to be held on Thursday, February 6, 2025, at 6:30 pm, at the City of Fowler located at 128 S. Fifth Street, Fowler, CA 93625.
The Project proposes to annex approximately 83.04 acres (APNs: 340-120-05, -06, -28, and -29) into the City of Fowler. Approximately 30.65 acres of the land to be annexed would be prezoned to the M-1 zone district and the remaining 52.39 acres would be prezoned to the R-1-6 zone district. Williamson Act Contract No. 6340 on APN: 340-120-05 would be canceled, and Ag Preserve Fowler-Selma-Kingsburg No. 27 would be diminished. The M-1 zoned area would be subdivided into 44 parcels for future Light Industrial land uses. Streets would be constructed and designed to City standards. A stormwater retention basin is proposed which will be designed to accommodate the increased impermeability of the subdivision. Clayton Avenue would be widened to 60 feet along the Project frontage. Approximately 0.5 miles of sewer main would be constructed to connect to Selma-Kingsburg-Fowler County Sanitation District (SKFCSD) facilities in Golden State Boulevard. Approximately 1.3 miles of water main would be constructed to connect the subdivision to the existing mains in Golden State Boulevard and Fowler Avenue. Approximately 14.39 acres of the 52.39-acre area zoned R-1-6 would be designated as a remainder on the proposed subdivision map and would not be a part of the Project. A lot line adjustment would also be submitted to separate the designated remainder from the industrial subdivision. Traffic signal improvements would be constructed on Golden State Boulevard at Jefferson and Clayton Avenues, Clovis Avenue at Lincoln Avenue and State Route 99 Southbound Ramps, and Merced Street at the State Route 99 Southbound ramps.
Pursuant to the California Environmental Quality Act (CEQA), an Initial Study/Mitigated Negative Declaration has been prepared, describing the degree of possible environmental impacts of the proposed Project. The City has assessed the potential environmental impacts of this Project and has determined that they will be less than significant. Copies of the Initial Study and proposed Mitigated Negative Declaration are on file and available for public review at the City of Fowler, 128 S. Fifth Street, Fowler, CA 93625. The public review period during which the City will receive comments on the proposed Mitigated Negative Declaration will begin on January 1, 2025, and end on January 31, 2025. The site has been reviewed in accordance with Government Code Section 65962.5 and is not listed as a hazardous waste or materials site.
