RESOLUTION OF INTENTION TO LEVY AND COLLECT

THE ANNUAL ASSESSMENTS FOR LANDSCAPE MAINTENANCE AND LIGHTING DISTRICT NO. 1

            RESOLVED, by the City Council of the City of Parlier, County of Fresno, California, that:

            1.         It is the intention of the said Council to order the levy and collection of assessment under the Landscaping and Lighting Act of 1972, part two of Division 15 of the Streets and Highways Code (beginning with Section 22500 of said code and herein the “act”) for the Landscape Maintenance and Lighting District No. 1 of the City of Parlier for fiscal year 2021-2022.

NOTICE IS HEREBY GIVEN THAT, on August 19, 2021 at 6:30 p.m., or as soon thereafter as possible, the City Council of the City of Parlier will hold public hearings at a regular meeting at Parlier City Hall, City Council Chambers, 1100 E. 1.    PUBLIC HEARING TO CONSIDER the Prodigy Square Commercial Development, proposing to develop 3.60 acres at the southeast corner of E. Manning Avenue and S. Academy Avenue (APNs 358-390-61, 62, & 63) with a gas station, a diesel fueling station, a convenience market with appurtenant second-floor office space, a quick serve restaurant, and a drive-thru carwash with vacuum stations. Bid Proposal: Loma Vista Village Green Offsite Improvements

In accordance with the provisions of Sections 1725.5, 1771.1, 1771.3, and 1771.4 of the Labor Code, this project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal (subject to the requirements of Section 4104 of the Public Contract Code), or engage in the performance of any contract for public work, as defined by that chapter of the Labor Code, unless currently registered and qualified to perform public work pursuant to Section 1725.5 of the Labor Code.  See Section 7-2 of the Standard Specifications (General Conditions) for additional requirements. 

 Keep the following three paragraphs for Federal and CDBG funds

All bids are to be compared on the basis of the City Engineer’s estimate of the quantities of work to be done as shown in the bid proposal form.  The Contractor must be licensed in accordance with the provisions of the Business and Professions Code, Division 3, Chapter 9 “Contractor”.  Bidders for this project must possess a valid Class A or C12 License prior to award of the contract and will be requested to indicate the license expiration date, and the license number on the bid proposal if available.  Award consideration will take place at the earliest available Council meeting or as the City Manager has been authorized to award and execute the contract.  All representations made on the proposal are made under penalty of perjury.

Define the determination of the lowest bid

The lowest bid shall be determined by the amount of the base bid. The Owner reserves the right to add or deduct any of the additive or deductive items after the lowest responsible and responsive bidder is determined.

The City of Clovis reserves the right to reject any or all bids, to waive any informalities or minor irregularities in the bids received, or to award the contract to the lowest responsible bidder as may serve the best interest of the City of Clovis.

Time of completion for the Project shall be Sixty (60) Working Days from the date established in the Owner’s Notice to Proceed.

Delete this paragraph if Owner chooses to not use a retention higher than 5%

Unless otherwise required by law, no bidder may withdraw its bid for a period of sixty (60) days after the date set for the opening thereof or any authorized postponement thereof.  The Owner reserves the right to take more than sixty (60) days to make a decision regarding the rejection of bids or the award of the Contract.

REQUEST FOR BIDS – SAVORY POND

In general, the Fresno Irrigation District Savory Pond Project consists of recharge basins, discharge pipeline, concrete structures, monitoring well, and perimeter fence construction. 1) Sealed bids will be received by the Fresno Irrigation District prior to 11:00 a.m. (local time) on August 23, 2021 at Fresno Irrigation District, 2907 S. Maple Ave., Fresno, CA 93725, and following said deadline all bids will be publicly opened and read.  Bids shall be submitted in a sealed envelope with the name of the bidder, the name of the project, and the statement “Do Not Open Until the Time of Bid Opening.” Bids received after said deadline will be returned unopened to the bidder. 2) A non-mandatory pre-bid meeting and project site tour will be held on August 17, 2021 at 10:00 a.m., beginning at the southeast corner of the Project Site.  Contractors shall personally examine the project site prior to bidding. 3) Bidding Documents (Plans and Specifications) may be obtained in electronic format only from Provost and Pritchard.
