2. If a parent of SAMUEL AGUILAR-CAMACHO appears without counsel and are unable to afford counsel, the court must appoint counsel for the parent, unless the parent knowingly and intelligently waives the right to be represented by counsel. The court will not appoint the same counsel to represent SAMUEL AGUILAR-CAMACHO and his parent.
3. The court may appoint either the public defender or private counsel. If private counsel is appointed, he or she will receive reasonable sum for compensation and expenses, the amount of which will be determined by the court. The amount must be paid by the real parties in interest, but not by the minor, in such proportions as the court believes to be just. If, however, the court finds that any of the real parties in interest cannot afford counsel the amounts will be paid by the county.
4. The court may continue the proceeding for not more than 30 days as necessary to appoint counsel and enable counsel to become acquainted with the case.

THE CITY OF FRESNO IS INVITING CONSULTANTS TO SUBMIT “STATEMENTS OF QUALIFICATIONS” FOR:
RATE STUDY FOR COMMUNITY SANITATION FUNDS
Introduction
The City of Fresno Department of Public Works (City) is requesting Statements of Qualifications (SOQ) from qualified consulting firms to perform a rate study of the City’s Community Sanitation Charge. The revenue from this fee is used to provide street sweeping, landscape maintenance, tree trimming, and litter abatement. The Community Sanitation revenue does not pay for collection and disposal of residential or commercial refuse.
Scope of Services
Services will include preparation of a rate study and. In general:
· Participate in coordination meetings with City staff.
· Meet with City staff regarding programs and service levels.
· Evaluate financial data from the City regarding program expenses and revenues.
· Prepare a rate study to establish the increase needed to generate adequate revenue to maintain the current level of services.
· Participate and conduct public outreach meetings.
· Prepare sample ballots and other election materials.
· Conduct polls to help gauge public support for an increase in the fee.
· Evaluate different options for a public ballot process, including a property based “mailed” ballot, and a general election ballot.
· Evaluate an equitable method of assessing the fee on commercial, multi-family, and industrial solid waste accounts.
· Prepare a presentation for a City Council meeting that details the results of the rate study and recommends a method to increase the rate.
· Assist in distribution and counting of the ballots.
· Work with the Public Works Department and City Attorney’s Office to assure the procedures used to conduct the vote and the fees proposed meet the requirements of Proposition 218.
SOQ Requirements

§ Summary of the company’s experience, scope of work and performance on similar projects completed in the last five years including references
