Contractors and Subcontractors must meet any and all requirements of Labor Code sections 1771.1 and 1771.5 prior to submitting bids.

All proposals must be made on the Bid Proposal Form provided by the Purchasing Manager. Draft 2020 Urban Water Management Plan,

Draft Addendum to 2015 Urban Water Management Plan

The City of Fresno (City) will hold a public hearing at 10:05 A.M. on Thursday, July 15, 2021 at the City Council Chambers at the City Hall located at 2600 Fresno Street to receive public comments on the City’s Draft 2020 Urban Water Management Plan (2020 UWMP), the City’s Draft 2020 Water Shortage Contingency Plan (2020 WSCP), and a Draft Addendum to the City’s 2015 Urban Water Management Plan (Addendum). The Draft 2020 UWMP addresses current and projected water supply availability and reliability and provides a comparison with current and projected water demands through the year 2045. The Draft 2020 WSCP details the City’s potential actions in response to a severe water shortage or water supply emergency. The Draft Addendum discusses the City’s reduced reliance on the Sacramento-San Joaquin River Delta surface water.

Interested citizens are invited to make public comments on the three documents at the public hearing. Services of an interpreter and additional accommodations such as assistive listening devices can be made available. Requests for accommodations should be made more than five working days but no later than 48 hours prior to the scheduled hearing. All bids are to be compared on the basis of the City Engineer’s estimate of the quantities of work to be done as shown in the bid proposal form.  The Contractor must be licensed in accordance with the provisions of the Business and Professions Code, Division 3, Chapter 9 “Contractor”.  Bidders for this project must possess a valid Class A or C12 License prior to award of the contract and will be requested to indicate the license expiration date, and the license number on the bid proposal if available.  Award consideration will take place at the earliest available Council meeting or as the City Manager has been authorized to award and execute the contract.  All representations made on the proposal are made under penalty of perjury.

The lowest bid shall be determined by the amount of the base bid.

The City of Clovis reserves the right to reject any or all bids, to waive any informalities or minor irregularities in the bids received, or to award the contract to the lowest responsible bidder as may serve the best interest of the City of Clovis. 

Time of completion for the Project shall be Thirty Five (35) Working Days from the date established in the Owner’s Notice to Proceed.

Unless otherwise required by law, no bidder may withdraw its bid for a period of sixty (60) days after the date set for the opening thereof or any authorized postponement thereof.  The Owner reserves the right to take more than sixty (60) days to make a decision regarding the rejection of bids or the award of the Contract.
