Notice Inviting Proposals
The City of Fresno (City) is soliciting proposals (Bid No 10119) from qualified firms with recent National Environmental Policy Act (NEPA) experience to assist the City Housing and Community Development Division (Division) with NEPA assessments for U.S. Department of Housing and Urban Development (HUD) funded projects, programs, and activities. The City is the recipient of several HUD grants including the Community Development Block Grant Program (CDBG), Community Development Block Grant Cares Act (CDBG-CV), HOME Investment Partnerships Program (HOME), HOME Investment Partnerships American Rescue Plan (HOME-ARP), Emergency Solutions Grant (ESG), Emergency Solution Grant Cares Act (ESG-CV), and of recent, and U.S. Department of the Treasury Coronavirus State & Local Fiscal Recovery funds. The City Housing and Community Development Division (Division) uses these funds for multifamily development projects, single-family development projects, multifamily rehabilitation projects, single-family rehabilitation projects, park improvements, infrastructure projects, and various social service programs. The Division anticipates starting HUD-funded activities for the next fiscal year (July 1, 2022 – June 30, 2023) that will require some level of environmental assessment under the NEPA guidelines. The selected Consultant is expected to provide expertise, advice and services pertaining to NEPA assessment services. As such, the Division will expect the Consultant to provide full documented reports meeting the requirements of NEPA and in a manner appropriate for uploading into HUD Environmental Review Online System (HEROS). In addition, the Division expects the Consultant to detail a specific Scope of Services to be provided in their proposal for the following :

RESOLUTION NO. 22-24
A RESOLUTION OF INTENTION TO LEVY AND COLLECT THE ANNUAL ASSESSMENT FOR LANDSCAPE MAINTENANCE DISTRICT NO. 1 FOR THE CITY OF CLOVIS AND SET THE PUBLIC HEARING
WHEREAS, the Clovis City Council has approved six (6) annexations with new improvements to the Landscape Maintenance District No. 1 of the City of Clovis (herein LMD No. 1) since the Engineer’s Report dated June 7, 2021; and
WHEREAS, proceedings for the annual assessments for LMD No. 1 for the fiscal year 2022-23 need to be initiated.
NOW, THEREFORE, BE IT RESOLVED AND ORDERED as follows:
1. It is the intention of said Council to order the levy and collection of an assessment for the 2022-23 fiscal year under the Landscaping and Lighting Act of 1972, Part 2 of Division 15 of the Streets and Highways Code beginning with Section 22500 of said Code, for Landscape Maintenance District #1 of the City of Clovis (herein “LMD No. 1”).
2. Said LMD No. 1 is generally described as all properties in subdivisions, Site Plan Review developments, Parcel Map developments, and other miscellaneous property entitlement developments approved since July 1985, within the current boundaries of the City of Clovis.
3. The Engineer has prepared and filed with the Clerk of the City of Clovis a preliminary report labeled Preliminary Engineer’s Report of the City of Clovis LMD No. 1, dated March 21, 2022, to which reference is hereby made for a detailed description of the improvements, the boundaries of the assessment district and any zones therein, and the proposed assessments upon assessable lots and parcels of land within LMD No. 1.
4. The Business Journal, a newspaper circulated in said City of Clovis, is hereby designated as the newspaper in which this Resolution of Intention shall be published, and the Clerk of the City of Clovis is hereby directed to cause this Resolution of Intention to be published once no less than ten (10) days prior to the hearing date set forth below.
5. NOTICE IS HEREBY GIVEN that the 6th day of June 2022, at the hour of 6: 00 p.m., in the regular meeting place of the Council of the City of Clovis, Council Chambers, 1033 Fifth Street, Clovis, California 93612, is hereby fixed as the time and place for a PUBLIC HEARING, when and where all interested persons shall be heard on the question of the levy and collection of the proposed assessment. NOTICE OF PUBLIC HEARING OF THE GOLDEN STATE FINANCE AUTHORITY
[Voluntary Contractual Assessment Program]
NOTICE IS HEREBY GIVEN that the Board of Directors of the Golden State Finance Authority (“GSFA”) will hold a public hearing on Wednesday, June 15, 2022, at 9:00 a.m., or as soon thereafter as feasible, in the Board Room, 1215 K Street, Suite 1650, Sacramento, California 95814, to consider amending the Program Report for GSFA’s voluntary contractual assessment program (the “Program”) to revise the proposed financing arrangements, authorize the financing of wildfire safety improvements, and make various administrative changes, pursuant to Chapter 29 of Part 3 of Division 7 of the California Streets and Highway Code (the “Act”).
The Program was established in 2014, and allows owners of real property located within the boundaries of the Program (the “Program Boundaries”) to voluntarily enter into contractual assessments to finance or refinance the installation of certain types of improvements that are permanently fixed to real property, including distributed generation renewable energy sources, energy and water efficiency improvements, electric vehicle charging infrastructure, and seismic strengthening improvements. The Program Boundaries include (1) any unincorporated land within those counties that are now or in the future either full members or associate members of GSFA and elect to participate in the Program and (2) any incorporated land within those cities that are now or in the future associate members of GSFA and elect to participate in the Program.
The proposed changes to the Program would revise the financing arrangements for improvements to nonresidential real property, or residential real property with four or more units, to allow for the participation of multiple program administrators using a streamlined financing process. It is further proposed to add wildfire safety improvements that are permanently fixed to real property to the list of authorized improvements that may be funded under the Program, and make various administrative changes and updates.
In taking formal action to initiate proceedings to consider amending the Program, GSFA is required to prepare an amended Program Report pursuant to Section 5898.22 of the Act (the “Amended and Restated Program Report”), containing, among other information, a map showing the Program Boundaries, a draft contract specifying the terms and conditions that would be agreed to by participating property owners and GSFA for participation in the Program; a plan for raising a capital amount required to pay for the work performed pursuant to the voluntary contractual assessments; and a statement of the policies concerning the Program. At the time of the hearing, the Amended and Restated Program Report will be summarized and all interested persons may appear and comment upon, object to, or present evidence with regard to the Program or the proposed amendments, the extent of the area included within the Program Boundaries, the terms and conditions of the draft contract, or the proposed financing provisions. Pursuant to Section 5898.26 of the Act, at the conclusion of the hearing, the GSFA Board may adopt a resolution confirming the Amended and Restated Program Report or may direct its modification in any respect. Under the Act and the Improvement Bond Act of 1915, GSFA may issue bonds that are payable by contractual assessments and GSFA may advance its own funds to finance work to be repaid through contractual assessments and may from time to time sell bonds to reimburse itself for such advances.
