On May 9, 2022, at 6:00 p.m., in the Council Chamber, 1033 Fifth Street, Clovis, CA, 93612, the Clovis City Council will consider a request to add section 1.9.03 to Title 1 Chapter 9 of the Clovis Municipal Code to provide for electronic filing of campaign statements and Statements of Economic Interests (Form 700). Assembly Bill (AB) 2151 requires agencies to post any campaign statement, report, or other document required by the Political Reform Act, filed within 72 hours of its filing, onto its city website. NOTICE IS HEREBY GIVEN that on Monday, May 16, 2022, at 6:00 p.m., a public hearing will be conducted in the Council Chamber of the Clovis Civic Center, 1033 Fifth Street, Clovis, CA 93612. The Clovis City Council will consider the following items:

SPR2001-018A2, A request to approve a site plan review for the construction of a new 2,500 square foot visitor center for the Botanical Garden located at 945 N. Clovis Avenue. Clovis Botanical Garden, Anne Clemons, applicant; City of Clovis, owner; Dwight Kroll, representative.

GPA2022-002, A request to amend the General Plan to re-designate approximately 2.51 acres from the Industrial classification to the Office classification for property located on the west side of N. Clovis Avenue, immediately north of SR168. City of Clovis, applicant.

The City of Clovis Planning Commission considered Project Items No. 1 and 2 at its April 28, 2022 regular meeting at which time the Planning Commission adopted resolutions recommending approval of both items.

Project Items No. 1 is exempt from CEQA pursuant to a Class 32 categorical exemption. Class 32 exemptions consist of in-fill development less than 5 acres in size meeting the conditions described in California Government Code Section 15332(a), (b), (c), (d) and (e). A Notice of Exemption for Item 1 has been completed during the preliminary review and is kept for public review with the project file during the processing of the project application. Staff will file the notices with the County Clerk if the project are approved.

Project Item No. 2 is exempt from CEQA pursuant to Public Resources Code Section 15061(b)(3) which provides that CEQA applies only to projects that have the potential for causing a significant effect on the environment. A Notice of Exemption has been completed during the preliminary review and is kept for public review with the project file during the processing of the project application. Staff will file the notice with the County Clerk if the project is approved.

All seven RFP Packages are available via https://www.fcoe.org/doing-business-with-fcss or hard copies can be provided at: 1111 Van Ness Ave Fresno, CA 93721. Proposals must be submitted separately for each RFP Package, and must conform and be responsive to the respective RFP.

An optional pre-bid conference will be held via Zoom on May 26, 2022, at 10:00 a.m. All vendors will be deemed to have notice of all conditions and information which vendors could have obtained or learned by attending the optional pre-bid conference. Vendors who wish to attend the conference must email hsilva@fcoe.org at least 24 hours before the conference for meeting instructions.

Questions regarding any of the RFP Packages shall be submitted in writing to hsilva@fcoe.org by May 27, 2022, at 3:00 p.m. The subject line must indicate the RFP to which the question corresponds.

ALL PROPOSALS ARE DUE BY: June 3, 2022, at 3:00 p.m. on the clock designated by FCSS. Proposals must be submitted and received via email to hsilva@fcoe.org. Vendors are solely responsible for confirming timely receipt of the Proposal. Proposals will not be opened publicly.

Please note: It is the responsibility of vendors to check this website for addendums or corrections to the RFP packages. Each RFP Package will be awarded separately to the qualified vendor(s) whose proposals meets the evaluation criteria standards and will be most advantageous to FCSS with price and all other factors considered. FCSS reserves the right to reject any or all requests for proposals, to waive any irregularities or informalities in the request for proposal or in the process.

NOTICE OF INTENT TO ADOPT A

MITIGATED NEGATIVE DECLARATION

Notice is hereby given that the County of Fresno has prepared Initial Study Application (IS) No. 8152 pursuant to the requirements of the California Environmental Quality Act for the following proposed project:

INITIAL STUDY APPLICATION NO. 8152 and UNCLASSIFIED CONDITIONAL USE PERMIT NO. 3725 filed by DANIEL MOSTO, proposing to allow a solid waste processing facility (reconditioning and refurbishing of bulk containers and drums) on a 2.16-acre parcel within the M-3 (Heavy Industrial) Zone District. The subject parcel is located on the south side of E. Jensen Ave., 190 feet east of S. Maple Ave., adjacent to the City of Fresno to the north (APNs: 487-070-45 & 46) (4646 E. Jensen Ave.) (Sup. Dist. 3). Adopt the Mitigated Negative Declaration prepared for Initial Study Application No. 8152 and take action on UNCLASSIFIED CONDITIONAL USE PERMIT NO. 3725.

(hereafter, the “Proposed Project”)

The County of Fresno has determined that it is appropriate to adopt a Mitigated Negative Declaration for the Proposed Project. The purpose of this Notice is to (1) provide notice of the availability of IS Application No. 8152 and the draft Mitigated Negative Declaration and request written comments thereon; and (2) provide notice of the public hearing regarding the Proposed Project.

Public Comment Period

The County of Fresno will receive written comments on the Proposed Project and Mitigated Negative Declaration from April 27th, 2022 through May 27, 2022.

Public Hearing

The Planning Commission will hold a public hearing to consider approving the Proposed Project and the Mitigated Negative Declaration on June 9th, 2022 at 8:45 a.m., or as soon thereafter as possible, in Room 301, Hall of Records, 2281 Tulare Street, Fresno, California 93721. Interested persons are invited to appear at the hearing and comment on the Proposed Project and draft Mitigated Negative Declaration.
