The Fresno Council of Governments (COG) Policy board has approved the 2026 Measure C Renewal Plan Package this week.
Fresno COG is a voluntary association of 16 local governments, and one of California’s 38 regional planning agencies.
A majority of Fresno County’s mayors voted to approve the transportation sales tax which was approved in 1986 to fund transportation projects in the county.
The proposed plan, projected at $7.39 billion will now be on the November 2026 ballot; without renewal, Measure C will expire in 2027.
“We approved a measure designed to address the needs of all communities,” said Fresno COG Policy Board Chair Alma Beltran. “Engaging with diverse groups was essential to achieving this milestone, which represents a significant and historic accomplishment for us.”
Measure C Renewal Steering Committee gathered regularly beginning in April to develop the expenditure plan. The Fresno COG Policy Board reviewed and amended the Committee’s draft recommendations and authorized the amended plan package as approved by the board.
Amendments to the package rule that vehicles are allowable expenses on an allocated basis relative to their use on Measure C projects, and adjust the county’s expenditures on Disadvantaged Unincorporated Communities to range from 7-15% instead of 12-15%, depending on the results of a needs assessment study.
The approved plan package will next be reviewed by city councils throughout Fresno County and the Board of Supervisors for final approval.
“This expenditure plan reflects what we heard across Fresno County: people want safer streets, better options to get around and real accountability for how transportation dollars are spent,” said Fresno Mayor and Fresno COG Policy Board Member Jerry Dyer. “At the top of that list is fixing our roads, addressing potholes, worn pavement and long-deferred maintenance that drivers see every day. By bringing cities, the County and community voices to the same table, we’ve advanced a balanced package that invests in community priorities.”
