The Tulare County Resource Management Agency (RMA) has appointed Scott Motsenbocker as assistant director of fiscal and administrative services, the agency announced in a news release Friday morning.

Motsenbocker has nearly 20 years of municipal finance experience, including serving as a budget manager for the City of Fresno. He also served for 26 years in the U.S. Army, where he retired as a first sergeant.

He started his public finance career in 2005 and has managed complex funding structures through multiple economic cycles. His background includes oversight of multibillion-dollar municipal budgets supporting thousands of employees, with responsibilities ranging from personnel cost forecasting and public works finance.

At RMA, Motsenbocker will oversee fiscal and administrative operations, including human resources. He will lead over two dozen staff members who support nearly 300 employees across the agency’s public works, economic development and planning and administrative divisions.

“What fascinates me most is understanding what the numbers say and why,” Motsenbocker said. “Whether looking at historical trends or projecting into the future, digging into the data to understand the story it tells is incredibly meaningful work. I’ve had the privilege of doing that throughout my career, and I look forward to bringing that same analytical approach to Tulare County.”

RMA operates largely as a under cost-recovery model that is funded through permit and service fees, as well as state and federal subventions and competitive grants. Agency leaders said the role will focus on financial forecasting, grant oversight and long-term capital planning.

“Tulare County has grown from just over 300,000 residents three decades ago to nearly half a million today,” said Reed Schenke, director of the Resource Management Agency. “That growth requires disciplined planning and long-term financial strategy.”

RMA provides services to over 40 unincorporated communities and supports eight municipalities in the Central Valley.
