THE CITY OF FRESNO IS INVITING CONSULTANTS TO SUBMIT “STATEMENTS OF QUALIFICATIONS” FOR ENGINEERING SERVICES FOR The Fresno Police Department Headquarters Renovation Project
BID FILE NUMBER 12600634      
The City of Fresno (CITY) Capital Projects Department is requesting Statements of Qualifications (SOQ) from qualified Architectual Services firms to provide Engineering Services for the capital improvement project at 2314 Mariposa Mall, Fresno, CA 93721. Funding for this project is through the recently issued 2025 Public Safety Lease Revenue Bond.
Scope of Services
Services will include personnel programming, and conceptual layout plans for the
proposed improvements. Based on final conceptual plan, as approved by City,
preparation of plans, specifications and estimates necessary to bid and construct the
project renovations. The selected consultant will be required to design a project that will
meet the City’s budgetary constraints and may involve advising on any modifications to
the design and improvements that may be incorporated into the project.. In general:
·         Participate in design kick off and coordination meetings with all stakeholders
·         Conduct a site investigation to prepare construction documents.
·         Develop a space needs assessment with PD and City staff.
·         Modular furniture design for +/- 180 workstations based on needs assessment and
space analysis.
·         Prepare and maintain design and construction schedules.
·         Develop conceptual floor plans, site plans, elevations, and renderings.
·         Upon final selection of the conceptual layout, the consultant shall provide schematic engineering plans, specifications and estimates for the proposed improvements.
·         Provide structural engineering as needed.
·         Provide electrical engineering services to support backup power generation systems, integrate solar energy solutions, and address building infrastructure improvement requirements.
·         Provide a Certified Access Specialist (CASp) professional to verify design elements and site conditions are ADA accessible as needed.
·         Provide CEQA recommendations and assist with all environmental documentation.
Based on the determination made during the preliminary review, either assist with the preparation of Notice of Exemption (NOE) or complete an Initial Study (IS) to
determine if Negative Declaration (ND) or Mitigated Negative Declaration (MND)
needs to be prepared.
·         Provide design for Title 24 Energy Standards including photovoltaic systems and battery storage as required.
·         Provide geotechnical testing as required.
·         In addition to meeting all Code requirements, ensure that all Commission on Accreditation for Law Enforcement Agencies (CALEA) and California Commission on Peace Officer Standards & Training (POST) requirements are met.
·         Prepare any required utility plans and coordinate with utility agencies.
·         Identify and secure all necessary approvals and permits prior to commencement of construction.
·         Coordinate with City staff and provide technical documentation and support for
inclusion in the City’s standard bid specifications.
·         Provide City Staff assistance in administration of the construction contract, including attendance of the pre-construction conference, review shop drawings and other contractor submittals, provide clarification and responses to RFI requests, review and provide technical information for periodic site visits during construction when necessary.
·         Prepare as-built record drawings
·         The project shall include four (4) parts; Schematic Design/Programming, Construction Documents, Bidding Support Services, and Construction Administration/Oversight.

PROJECT DESCRIPTION: The Heartland Solar Project consists of renewable photovoltaic (PV) solar energy generation and energy storage system facilities and interconnection to the regional energy grid. Proposed solar facilities would generate approximately 300 megawatts alternating current (MWAC) of solar PV energy and have capacity to store up to 300 MW of energy on approximately 2,362 acres of private land in western Fresno County. These facilities would interconnect to the regional electrical grid via an electrical generation-tie (gen-tie) line between the solar facility and the existing Tranquillity Switching Station, which is located approximately 1.25 miles south of the solar and energy storage facility site. The project would also require other necessary infrastructure work to support interconnection and upgrades within the existing Tranquillity Switching Station, owned and operated by Pacific Gas and Electric Company (PG&E).
SIGNIFICANT ENVIRONMENTAL EFFECTS: The County of Fresno has prepared a Draft EIR analyzing the Project’s potential environmental effects. GENERAL INFORMATION
PART I – GENERAL INFORMATION
PURPOSE
            The purpose of this solicitation is to identify the most qualified and cost-effective Firm to rehabilitate infrastructure at a site contained within the jurisdiction of the Fresno County Waterworks District #18 (Owner).
            It is the sole intent of the RFP to determine the most qualified firm to which the Owner could contract while verifying that project costs are reasonable and comparable to typical industry pricing. Criterion used to qualify the respondents and estimate the work will be addressed in subsequent sections of this document.

The RFP original and one additional copy shall be delivered in a single sealed envelope. Deliveries will be received by the Owner at the addresses until 2:00 PM on October 8th, 2025, at which time said proposals will be recorded and turned over to Owner Officials for careful evaluation.
The envelope shall be clearly and legibly marked as follows:
“RFP for 66,000 Gallon Clear Well Tank Water Infrastructure Repair and Maintenance” 
The Owner will NOT open or read any submission that arrives after the prescribed deadline.  All submissions that arrive on time will be reviewed by the Owner Officials.  The review process will first determine if all the mandatory documents are submitted and completed in their entirety.  Should a single mandatory document not be present, arrive late, or is incomplete, the Firm may be immediately disqualified without any further review of their response.
To be considered responsive, the Firm must submit their RFP response through the mail or by hand delivery, no electronic submittals will be accepted.  No submitted documents will be returned to the Firms.

Notice of Closure for Pediatric Specialty Clinic
The Pediatric Specialty Clinic located at 215 N. Fresno Street, Suite 370 in Fresno will permanently close effective December 1, 2025.  This includes all services, including Cardiology, Adult Congenital Heart, Pulmonology, Cystic Fibrosis (Pediatric and Adult) Endocrinology, Dysautonomia Clinic, Neurology, Neuromuscular Clinic for Spinal Muscular Atrophy, Gastroenterology, High Risk Infant Follow-Up (HRIF), Nephrology, Allergy, Hematology, and Rheumatology.
The decision to close this service line was made after careful consideration of Community Medical Centers’ resource allocation.  We understand the impact this may have on our community and are committed to assisting patients in transitioning to alternative care options. 
This closure of the outpatient Pediatric Specialty Clinic doesn’t impact the outpatient Genetics Clinic, inpatient labor & delivery, neonatal intensive care (NICU), burn or emergency care. Community Health Partners general pediatric clinics are also not impacted and remain open to provide pediatric primary care to children throughout the valley.

Contractors and Subcontractors at every tier shall be required to comply with Education Code section 17407.5 and Public Contract Code sections 2600-2602, which require the Contractor and its subcontractors at every tier to employ a
skilled and trained workforce.  Contractors must identify experience complying with this requirement and a proposed plan to ensure that the appropriate percentage of the workforce employed on the Project are graduates of an apprenticeship program.
Public works projects shall be subject to compliance monitoring and enforcement by the Department of Industrial Relations. A contractor shall not be qualified to submit a proposal unless currently registered and qualified under Labor Code section 1725.5 to perform public work as defined by Division 2, Part 7, Chapter 1 (§1720 et seq.) of the Labor Code. A contractor or subcontractor shall not be qualified to enter into, or engage in the performance of, any contract of public work (as defined by Division 2, Part 7, Chapter 1 (§1720 et seq.) of the Labor Code) unless currently registered and qualified under Labor Code Section 1725.5 to perform public work.
Pursuant to Labor Code sections 1770 to and including 1781, the Director of the Department of Industrial Relations of the State of California has determined the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work in the locality in which the work is to be performed for each craft, classification, or type of worker needed to execute the agreement. Contractor and each subcontractor shall pay not less than the specified prevailing rates of wages to all workmen, including apprentices, employed in the execution of the Agreement. A contractor and any subcontractor that pays less than the specified prevailing rates of wages are subject to penalties under applicable laws, including Labor Code section 1775. Copies of the prevailing rate of per diem wages are on file at the Contractor’s principal office and at the job site, which copies shall be made available to any interested party on request.
David A. Bush, Inc. is seeking proposals from subcontractors for this project.  Proposals from DVBE contractors are encouraged.
Pre-Bid Meeting: There will be no pre-bid meeting.
Completion for this project shall be as established in the Owner’s Notice to Proceed. All durations, activities and sequences for the subcontractors shall be performed as shown in the Construction Bid Schedule and Section 01320 of the specification and as modified by a monthly schedule update, if any.
