1. Petitioners are the maternal grandparents of the minor child, SAYLOR MARIE SCOTT, born on June 10, 2020 (hereinafter referred to as “minor child”). Petitioner, DEANNA MARIE SCOTT LAWRENCE, is the biological maternal grandmother (mother of the minor child’s mother, COURTNEY MARIE SCOTT), and JEFFREY SCOTT LAWRENCE is married to DEANNA MARIE SCOTT LAWRENCE. Petitioners are the legal guardians of the minor child, and they filed a Petition to Adopt the minor child.
2. This Petition is filed to Terminate the Parental Rights of the Minor Child’s Unknown Father. The parental rights of the child’s biological mother, COURTNEY MARIE SCOTT, were terminated on November 6, 2023, in Fresno Superior Court, Case No. 23CEFL02961.
3. SAYLOR MARIE SCOTT is an unmarried child born on June 10, 2020, and she is a resident of the County of Fresno, State of California.
4. The minor child has been left in the exclusive custody and control of the Petitioners since the minor child’s birth. On August 1, 2022, Petitioners were appointed the legal guardians of the minor child in Fresno County Superior Court, Case No. 22CEPR00419.
5. The child’s biological father is unknown and has no person has acted as the minor child’s father or had any contact with the child since birth. The biological father’s name and his location is unknown and cannot be ascertained. The child’s birth certificate does not show the name of the minor child’s father.
6. Pursuant to Code of Civil Procedure Section 4J3.30, the Court shall issue an order directing service of the citation.
7. Petitioners declare that the identity and whereabouts of the biological father of the minor are unknown.
8. The minor child has been left by the unknown father in the care and custody of Petitioners for a period of more than one (1) year and continuously, without provision for the child’s support and/or without communication from the absent parent with the intent on the part of the unknown father to abandon the child.
WHEREFORE, Petitioners pray for Judgment as follows:
1. For an order terminating the parental rights of the unknown father of the minor child, SAYLOR MARIE SCOTT, born on June 10, 2020;

Regular Meeting, July 16, 2024
NOTICE IS HEREBY GIVEN that at a regular meeting on Tuesday, July 16, 2024 at 6:00 p.m. or as soon thereafter as the matter can be heard, the Fowler City Council will hold a hearing at the City Hall Council Chamber at 128 S. 5th Street, Fowler, California to consider the following:
City of Fowler Intent to levy and collect the annual assessment for Landscaping and Storm Drainage Facilities Maintenance District No. 1. The City Council will consider ordering the levy and collection of assessment of the Landscaping and Storm Drainage Facilities Maintenance District (LSDFMD) No. 1 for Fiscal Year 2024-2025. The assessments to be levied are equal to or less than last year’s assessment for LSDFMD No. 1. Pursuant to Streets and Highway Code Section 22626(a), if the assessments are to be levied in the same or lesser amounts than in any previous year, the resolution of intent shall be published pursuant to Streets and Highway Code Section Sections 22552 and 22553 which requires a publication of notice of hearing to be completed at least 10 days prior to the date of hearing.
The City Council invites your participation and the public is welcome to speak at the hearing on the proposed update. If you challenge any City Council action in court, you may be limited to challenge only those issues raised at the Planning Commission or City Council public hearings.
Meeting material(s), staff report(s), and a telephone number to provide access to the City Council meeting via teleconference will be available to the public at least three days prior to the hearing and may be reviewed at www.fowlercity.org.

Sealed proposals will be received at the office of the City Clerk, 850 S. Madera Avenue, Kerman, California 93630, until August 7th, 2024 at 2:00pm PST, at which time they will be publicly opened and read in said building for construction in accordance with the specifications therefore, to which special reference is made as follows:

Plans and specifications applying to this project may be obtained in digital format at no cost from the office of Jesus A. Gonzalez, the City Engineer, Yamabe & Horn Engineering, Inc., by sending an email request to Shona Phillips at sphillips@yhmail.com. Plans and specifications in hardcopy format may also be obtained from the same office, located at 2985 N. Burl Avenue, Suite 101, Fresno, CA 93727 at the non-refundable price of $160 per set. If mailed there will be a non-refundable charge of $215 per set.

A bid will not be considered unless it is made on the bid proposal form furnished by the City Engineer. Each bid must be accompanied by a certified cashier’s check or bidder’s bond, made payable to the City of Kerman, for an amount equal to at least ten percent (10%) of the amount bid. A Performance Bond in the amount equal to one hundred percent (100%) of the contract amount and a Labor and Materials Bond in the amount equal to one hundred percent (100%) of the contract amount will be required by the City from the bidder to whom the contract is awarded within ten (10) days after notice of award of the contract.
A contract will not be awarded to a Contractor who has not been licensed in accordance with the provisions in Public Contract Code Section 3300, as amended, or whose bid is not on the bid proposal form included in the contract documents.
