NOTICE OF INTENT TO ADOPT A MITIGATED NEGATIVE DECLARATION
FOR THE WELL NO. 9 PROJECT
NOTICE IS HEREBY GIVEN that the City of Fowler (City) plans to adopt a mitigated negative declaration for the construction and operation of the Well No. 9 Project. The public hearing will be held at the City of Fowler – City Hall in City Council Chambers located at 128 S. Fifth Street, Fowler, CA 93625 on February 6, 2024, at 6:00 PM.
The Project would allow for the construction of a new groundwater well for the City of Fowler. The groundwater well is intended to supplement the City’s water supply system and provide additional drought resiliency for the City. The Project, which would be designed to produce a minimum desired 1,200 gpm that is consistent with the existing City production well yields in the area, would increase the City’s potable water supply. Upon completion of well drilling and necessary zone testing it is expected that the well would be constructed at a depth of approximately 720 feet. The well will be drilled and constructed to comply with the requirements of the State Water Resources Control Board- Division of Drinking Water (DDW). The new groundwater well will be constructed on an approximately 0.5-acre site owned by the City in southwest Fowler. The Project site is currently two parcels that will be merged into one lot prior to Project construction. The site was previously utilized as a stormwater retention pond, the pond will be backfilled and graded prior to well construction activities.
Pursuant to the California Environmental Quality Act (CEQA), an Initial Study has been prepared, describing the degree of possible environmental impacts of the proposed project. The City has assessed the potential environmental impacts of this proposed action and has determined that they will be less than significant. Copies of the Initial Study and proposed Mitigated Negative Declaration are on file and available for public review at the City. The public review period during which the City will receive comments on the proposed Mitigated Negative Declaration will begin on December 13, 2023, and end on January 12, 2024. The City of Fowler is holding their City Council meeting February 6, 2024. Comments should be in writing, if possible, and addressed to Amy Wilson of Provost & Pritchard Consulting Group at 400 E. INFORMAL BID LIST FOR STATE CENTER COMMUNITY COLLEGE DISTRICT
In accordance with the State of California Uniform Public Construction Cost Accounting Commission (CUPCCAA), the District is inviting all licensed contractors to submit their company information for inclusion to the District’s Bidding Contractors List for construction projects under $200,000. If you have submitted an application for your company in prior years, you MUST resubmit a new application to be included on the 2024 list. Per California Public Contract Code 22032, any Public Works projects of two hundred thousand dollars ($200,000) or less are subject to the Informal Bidding Procedures set forth by the State of California Uniform Construction Cost Accounting Commission. Contractors that are interested in being on the Informal Bidding Contractors list are required to have a current license and are subject to verification through the Contractors State License Board. All trade categories are subject to Informal Bidding Procedures.
Licensed contractors interested in being placed on the District’s 2024 Informal Bidding Contractors List must complete and submit an on-line application available through the District’s website at https://pbsystem.planetbids.com/portal/51469/portal-home.
