State Water Resources Control Board
NOTICE OF INTENT TO ADOPT A MITIGATED NEGATIVE DECLARATION
FOR THE BAKMAN HILLS WATER METER PROJECT
NOTICE IS HEREBY GIVEN that the State Water Resources Control Board (SWRCB) plans to adopt a Mitigated Negative Declaration for the Rolling Hills Water Meter Project (Project). 
The Project entails the construction of approximately 2,750 linear feet of 12-inch Polyvinyl chloride (PVC) water main in Avenue 11, and 2,750 linear feet of 8-inch PVC water main in Mountain View Drive and Adobe Way. The alignment of this water main will be located within the County right-of-way. Any existing water main in Avenue 11 will be abandoned in place. Additionally, new water meters and meter boxes will be installed at 339 properties within the RHWS. The improvements will all be incorporated into the existing RHWS, which is currently being fed by three active wells providing safe, clean drinking water.
The Project also includes a full facility refurbishment of the Well No. 2 site, including the well pump and all other well site facilities that have exceeded their life expectancy. The well casing will be sleeved if determined necessary during a well investigation. The Project also includes the addition of cathodic protection to the water storage tank.
Pursuant to the California Environmental Quality Act, an Initial Study/Mitigated Negative Declaration has been prepared, describing the degree of potential environmental impacts of the Project. The SWRCB has assessed the potential environmental impacts of this Project and has determined that they will be less than significant with mitigation. Copies of the Initial Study and proposed Mitigated Negative Declaration are on file and available for public review upon written notice to State Water Resources Control Board – Division of Financial Assistance, located at 1001 I Street, 16th Floor, Sacramento, CA 95814. The public review period during which the SWRCB will receive comments on the proposed Mitigated Negative Declaration will begin on October 12, 2022, and end on November 11, 2022. Project Item No. 1 is exempt from CEQA pursuant to a Class 32 categorical exemption. Class 32 exemptions consist of in-fill development less than 5 acres in size meeting the conditions described in California Government Code Section 15332(a), (b), (c), (d) and (e). A Notice of Exemption has been completed during the preliminary review and is kept for public review with the project file during the processing of the project application. Staff will file the notice with the County Clerk if the project is approved.
For Project Item No. 2, the original approval of CUP 2020-004 in September of 2020 was found to be exempt from CEQA pursuant to a Class I categorical exemption, which exempts existing facilities. No further review under the California Environmental Quality Act is required in conjunction with the review of project with regard to compliance with the conditions of approval. Any action by the City to enforce conditions or to revoke CUP2020-004, if required, is exempt from CEQA pursuant to a Class 21 categorical exemption, which exempts enforcement actions by regulatory agencies.

If approved, the ordinance will more clearly define the duties that are performed by Public Utilities Director and better define the authority of the position. On October 3, 2022, at 6:00 p.m., in the Council Chamber, 1033 Fifth Street, Clovis, CA, 93612, the Clovis City Council adopted an ordinance requesting to amend and change the official zone map of the City of Clovis in accordance with section 9.08.020 and Chapter 9.86 of the Clovis Municipal Code to prezone approximately 310 acres of land generally located on the west side of Leonard Avenue, south of Gettysburg Avenue, East of Thompson Avenue and North of Ashlan Avenue to R-1-PRD (Single Family Residential-Planned Residential Development), C-1 (Neighborhood Commercial), and C-R (Commercial Recreation) zone districts. This reclassification will establish the M-P-C (Master Planned Community) Overlay District as the basis for the adoption and implementation of the Home Place Master Document.

The successful bidder will be required to furnish a Payment Bond, a Performance Bond, Workers Compensation and General Liability, Insurance as required by the Contract Documents.  The successful bidder shall also be required to enter into a written agreement on a form provided by the District.
Bids must be accompanied by a bidder’s bond for at least ten (10%) of the amount of the bid and payable to the District, which shall be given as a guarantee that the bidder will enter into a contract if awarded the work. Said bond will be declared forfeited, paid to, or retained by the District as liquidated damages if the bidder refuses or neglects to enter into the contract provided by the District.  An electronic copy of bid bond must be submitted and physical copy should be held with vendor and made available to District upon request. 
Each Bidder submitting a proposal to complete the work, labor, materials and/or services (“Work”) subject to this procurement must be a Department of Industrial Relations (DIR) registered contractor pursuant to Labor Code §1725.5 (“DIR Registered Contractor”).  A Bidder who is not a DIR Registered Contractor when submitting a proposal for the Work is deemed “not qualified” and the proposal of such a Bidder will be rejected for non-responsiveness.  Pursuant to Labor Code §1725.5, all Subcontractors identified in a Bidder’s Subcontractors’ List shall be DIR Registered Contractors.  If awarded the Contract for the Work, at all times during performance of the Work, the Bidder and all Subcontractors, of any tier, shall be DIR Registered Contractors.
The Work is subject to payment of Prevailing Wage Rates (PWRs).  The Contractor and all Subcontractors of every tier shall pay laborers performing any portion of the Work not less than the PWR established for the labor provided.  Pursuant to Labor Code §1771.4(a)(4), PWR monitoring and enforcement shall be by the Department of Industrial Relations.
The Director of the Department of Industrial Relations of the State of California, in the manner provided by law, has ascertained the general prevailing rate per diem wages, rate for legal holidays and overtime work, and employee payments for health and welfare, vacation, pension and similar purposes applicable to the work to be performed. Said wages and rates are on file in the District Office and are incorporated herein by reference. Contractor must pay for any labor described or classified in an amount not less than rates specified.
Consistent with Public Contract Code section 22300, the District shall, at the request and expense of the Contractor, permit the substitution of securities or the payment of funds equivalent to the amount of monies withheld as retention from progress payments.
The Board of Trustees reserves the right to reject any or all proposals, waive any informality in the receiving of bids, and consider quality, convenience, and reasonable qualifications as well as price in making awards.

NOTICE TO BIDDERS
Notice is hereby given that the Board of Trustees of the State Center Community College District will receive sealed bids for the furnishing of all labor, materials, and services for Bid No. 2223-12, Video Surveillance, Paging & Wireless Upgrade, Fresno City College.
Project scope includes installation of new video surveillance cameras, wireless access points and facility paging speakers to be connected to existing system platforms.  Installation will include all equipment, cabling, pathways and associated firestopping. Contractor will coordinate system commissioning and programming with the district.
Contractors and subcontractors are encouraged to register with the District as a CUPCCAA approved vendor and are encouraged to prequalify for this project and other CUPCCAA projects by utilizing the Districts CUPCCAA prequalification form available at https://pbsystem.planetbids.com/portal/51469/portal-home.
Bids shall be based upon requirements as set forth in the contract documents, including plans and specifications, which may be obtained at:

Prospective bidders shall be required to have a valid Class C10 for electrical and pathways and C7 for low voltage Contractor’s License.
