“STATEMENTS OF QUALIFICATIONS” FOR
ENGINEERING SERVICES FOR PAVEMENT MANAGEMENT SYSTEM UPDATE
FOR:
I. Introduction
The City of Fresno Public Works Department is seeking Statements of Qualifications (SOQ) from qualified firms to update the City’s pavement condition indices (PCI), analyze current and future pavement maintenance needs, prepare options showing the effects of varying investment levels and strategies, and make a presentation to the Fresno City Council summarizing the findings.
II. Scope of Services
The scope of services should include but not limited to:
Analysis of the current amount of deferred maintenance and categorization of the current street network into condition classifications by roadway type.Determination of future pavement maintenance needs.Prediction of future PCI depending upon level of investment, with charts and graphics to be prepared to depict the results of each strategy.Analysis of options ranging from “worst-first” to “best value”, to assist the Department in selecting an appropriate investment in preventive maintenance such as slurry seal and crack seal treatments, versus simple milling and paving, versus complete reconstruction of failed streets.Illustration of Citywide pavement conditions for major streets as well as neighborhoods in a way that can easily be understood by policymakers and the public.Summarization of findings and options in a PowerPoint presentation before the Fresno City Council.
III. SOQ/Cost Proposal Requirements
If your firm is interested in this project, please submit four (4) hard copies and one (1) electronic copy (i.e. flash drive, CD, etc.) of your Statement of Qualifications that includes the following:
Cover letterOverview of the firm and any proposed sub-consultantsSummary of the company’s experience, performance on similar projects within the last five (5) years only. Also provide if the work was done as a prime or a sub-consultant on the project and exact scope of work performed on the reference projects.Resumes of the Project Manager and key staff involved in the day to day operation of the project including education, relevant past project experience and description of their assignment on this project. Work plan identifying the major tasks to be completed by the Consultant team, approach to the work and key issues for this projectSchedule for project completion including the major tasks identified in the work plan Listing of client references associated with completed projects.
The SOQ should be precise and not exceed twenty-five (25) pages. The twenty- five (25) pages include cover letter and table of contents.
IV. Schedule:
The tentative schedule for hiring and engaging the Consultant is as follows:
§ SOQ’s submitted to City – by 4:00 pm on Friday, April 3, 2020.*
§ Interviews/Selection of a Consultant for the Project – week of April 13, 2020.
§ Proposal from Consultant – week of April 27, 2020.
§ Approval of Consultant Agreement by City Council – May 21, 2020

Consultant Selection
Consultant selection for award of a contract shall be in accordance with City’s consultant selection policy, qualitative analysis and Consultant Evaluation form. The City reserves the right to make the selection of a consultant based on any or all factors of value, whether quantitatively identifiable or not, including, but not limited to, the anticipated initiative and ability of the consultant to perform the services set forth herein.
The screening of the Consultant SOQ’s shall be based on categories identified in the Consultant SOQ Evaluation Form. If three (3) or fewer SOQ’s are received, then the City reserves the right to select a Consultant based on the SOQ’s submitted without interviews. The final selection shall be based on Consultant SOQ Evaluation score.
This solicitation for SOQ’s does not commit the City of Fresno to enter into a contract or to pay any costs incurred in the preparation of the SOQ. The City of Fresno reserves the right to accept or reject any SOQ’s, and to negotiate with any qualified consultant, or to cancel in part or in its entirety this solicitation for SOQ’s.
The City will be utilizing a Standard City Consultant Agreement with no modification. The City will NOT entertain any modification of the agreement.
