The Fresno County Economic Development Corp. has hired from within to replace Lee Ann Eager, tapping Vice President of Business Services Will Oliver as the new president and CEO.
Oliver joined the organization during a period of growth in 2013 and climbed the ranks under Eager’s leadership. Oliver takes over Sept. 1.
During Eager’s 14 years at the EDC, the organization grew from eight to 21 employees, amplifying the mission of promoting business expansion, attraction and retention in Fresno County.
“I am thrilled to pass the torch to my friend and colleague—Will Oliver. He has been an amazing leader at the EDC for the past 10 years in numerous capacities, and I know he will continue to do incredible things as CEO,” Eager stated in a news release.
Oliver was instrumental in bringing the $23 million Good Jobs Challenge grant to the Central Valley, with plans to train 2,500 in job skills over the next four years.

I am excited to lead our talented team in driving sustainable growth and advancing initiatives that will impact the businesses and communities we serve.” Oliver said in a press release from the EDC. “Having worked alongside Lee Ann Eager for a decade during her distinguished career, I embrace the opportunity to continue to build regional, national, and international relationships and further our mission into the future.”
Oliver is a third-generation Central Valley native with a full resume in business services, economic development and public policy. He received his Bachelor of Science in business administration from the Sid Craig School of Business at Fresno State. He also earned an Executive Master of Science in social business and entrepreneurship, a flagship program at the London School of Economics and Political Science.
As the vice president of business services, Oliver led teams that spearheaded advocacy, outreach and support services to prospective and existing businesses to foster job creation and investment in Fresno County.
Oliver worked closely with private industry, civic organizations and public agencies while overseeing the EDC’s programs and special initiatives. These included high-speed rail development, applied economics research, foreign direct investment and capital recruitment. In addition to the EDC, he previously served on the Madera City Council and Madera Housing Authority.
