The Fresno Council of Governments is seeking community feedback on an effort to identify and reduce Fresno County’s air emission sources across sectors.
Fresno COG has released a survey to inform the 2025 Comprehensive Climate Action Plan (CCAP), which will catalogue emissions from sectors including transportation, industry, agriculture and more.
Fresno COG is one of 81 regional councils of government cities and/or counties that have received a grant from the Environmental Protection Agency since 2023 to prepare greenhouse gas reduction plans using a two-phased approach. The first phase, completed in 2024, involved the preparation of a Priority Climate Action Plan (PCAP). The second phase, which is currently underway, is the preparation of a CCAP.
“Public input will play a critical role in helping us develop the CCAP,” said Simran Jhutti, Fresno COG principal planner. “We encourage all Fresno County residents to complete the survey and provide their ideas to help us understand the community’s perspective on emission sources — and possible reduction strategies — across sectors.”
As part of the development of the CCAP, a refined Fresno County greenhouse gas emissions inventory will be prepared for the following sectors: transportation, industry, electricity generation/use, waste/recycle management, commercial/residential buildings, agriculture and natural and working lands

The CCAP draft should be completed later this year.
