N O T I C E T O B I D D E R S / SUMMARY PROJECT DESCRIPTION (Public Contract Code § 22037): CONTRACT NUMBER: 17-16-C, CSA 44D, Monte Verdi Wastewater Treatment Facility Improvements. Sealed proposals will be received at the Fresno County Department of Public Works and Planning (Department), Office of the Design Engineer, Seventh Floor, Fresno County Plaza Building, 2220 Tulare Street, Fresno, CA 93721 until 2:00 P.M., (1400 hours and 00 seconds) Thursday, September 28, 2017, at which time the bidding will be closed. Funding for this project has been provided in full or in part by the United States Environmental Protection Agency (USEPA) and the State Water Resources Control Board (SWRCB). This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. Pursuant to Labor Code section 1771.1, any Contractor bidding, or subcontractor to be listed on a bid proposal subject to Public Contract Code Section 4104, shall not be qualified to bid unless currently registered and qualified to perform public works pursuant to Labor Code section 1725.5. FOWLER CITY COUNCIL CONSIDERATION OF THE APPEAL OF THE PLANNING COMMISSION’S APPROVAL OF SITE PLAN REVIEW NO. 14-05 FOR MAXCO PACKAGING FACILITY-NORTHEAST CORNER OF GOLDEN STATE BOULEVARD AND EAST MANNING AVENUE (MAXCO SUPPLY INC.)
NOTICE IS HEREBY GIVEN that on Tuesday, August 29, 2017, at 6:00 p.m. or as soon thereafter as the matter can be heard, the Fowler City Council will hold a special meeting and public hearing at the City Hall Council Chambers at 128 S. 5th Street, Fowler, California to consider the following matter:
Appeal of Environmental Determination Regarding Site Plan Review No. 14-05 – The project was evaluated pursuant to the California Environmental Quality Act (CEQA) and an Initial Study/Mitigated Negative Declaration (IS/MND) was prepared. The IS/MND circulated for a 30-day public review period from June 5, 2017, through July 5, 2017. During the public review period one comment letter was received from the Golden State Environmental and Social Justice Alliance. On August 3, 2017, the Planning Commission adopted the IS/MND based on the whole record, including the comments and responses to those comments, finding that the project will not have a significant effect on the environment.
The adoption of the IS/MND was appealed to the City Council by Joe Bourgeois, on behalf of the Golden State Environmental & Social Justice Alliance. The City Council may affirm or reverse the decision of the Planning Commission that the project, with the incorporation of mitigation, will not have a significant effect on the environment.
Appeal of the Approval of Site Plan Review No. 14-05 for Maxco Packaging Facility (Maxco Supply Inc.): Site Plan Review Application No. 14-05 proposes to construct an approximately 280,000-square-foot building (main building) in which rolled paper is processed into corrugated cardboard stock and used to construct containers for fresh produce. Approximately 20 acres of the 26-acre total site area would be paved and utilized for truck trailer storage. The building will have an additional 42,000-square-foot covered dock area cantilevered from the southwest side of the building across a future railroad spur.
During a future Phase, an approximately 12,000 square-foot detached office is planned to be constructed along the southeast side of building. An on-site percolating pond and 168-space passenger vehicle parking area are also proposed.
The Fowler Planning Commission held a public hearing on the site plan on July 6, 2017, continued to August 3, 2012. The public hearing was held pursuant to Section 9-5.26.03.H of the Fowler Zoning Ordinance which states that when, in the opinion of the Director, the site plan submitted is of such consequence or involves potential public controversy, the Director may refer the site plan to the Planning Commission for public hearing. At the August 3, 2017 continued hearing, the Planning Commission approved the proposed site plan. The decision of the Planning Commission was appealed to the City Council by Joe Bourgeois, on behalf of the Golden State Environmental & Social Justice Alliance. The City Council may affirm, reverse or modify the Planning Commission’s decision based upon the record of proceedings with appropriate findings.
The City Council requests your participation and the public is welcome to speak at the hearing. If you challenge the action in court, you may be limited to only those issues you or someone else raised at the public hearing, or in written correspondence delivered to the Community Development Department at, or prior to, the public hearing.
A staff report on this matter will be available to the public at least three (3) days prior to the hearing and may be reviewed at Fowler City Hall located at 128 S. 5th Street. Generated electricity will be used both for the dairy operation and to be sold to the power grid. The subject property is located northwest of the intersection of E. Shepherd Avenue and Locan Avenue, approximately 2,650 feet west of N. De Wolf Avenue adjacent to the City of Clovis (Sup. The purpose of this Notice is to (1) provide notice of the availability of IS Application No. 7085 and the draft Mitigated Negative Declaration, and request written comments thereon; and (2) provide notice of the public hearing regarding the Proposed Project.
