NOTICE IS HEREBY GIVEN that at a regular meeting on Tuesday, September 2, 2025 at 6:00 p.m. or as soon thereafter as the matter can be heard, the Fowler City Council will hold a hearing at the City Hall Council Chamber at 128 S. 5th Street, Fowler, California to consider the following:
General Plan Amendment No. 25-11, an amendment of the General Plan land use designation for several parcels (see list below) within the western part of the City’s Planning Area and creation of a new General Plan policy relating to economic development. On August 7, 2025, the Planning Commission considered land use alternatives and the new policy proposed under General Plan Amendment No. 25-11 and have recommended that the City Council approve the new policy and the land use alternative, “Alternative C”. Parcels under consideration for amendment under “Alternative C” include Assessor’s Parcel Number 343-020-16, -39S, -41S, and -42S, 345-050-04, -05, -06, -18, and -19, 345-070-04, 345-110-13 and -14, and 345-150-07. The City has initiated this process in response to Action Item ED-3a of the City of Fowler 2040 General Plan, adopted on April 18, 2023. This General Plan Action Item, as well as City Council direction given to staff on April 16, 2024, directs staff to evaluate the City’s Economic Development Focus Area (EDFA) in order to foster an area of the City that will spur economic development and job growth for the City. The City has developed the proposed land use alternative within the EDFA based on a conceptual project that was presented to City Council on April 16, 2024. The City Council will also consider approval of an addendum to the City of Fowler 2040 General Plan Environmental Impact Report, prepared pursuant to California Environmental Quality Act Guidelines Section 15162 and 15164, which the Planning Commission also recommended approval of. The item was originally heard by the City Council on May 6, 2025, but changes were requested, requiring that the Planning Commission consider those changes before the City Council take action (Planning Commission review on August 7, 2025)

REQUEST FOR BIDS – WELL 9 DRILLING AND EQUIPPING
In general, the Work consists of furnishing all labor, materials and equipment necessary to drill, develop, and pump test a new groundwater well, and equip the well with a pump, motor, motor control center, discharge piping, and site improvements, in the Tranquillity Irrigation District service area, in accordance with the Plans and the Specifications. 1) Sealed bids will be received by the Tranquillity Irrigation District prior to 2:00:00 p.m. (local time) on October 2, 2025, at the Provost & Pritchard Consulting Group office at 455 W. Fir Ave, Clovis CA 93611, and following said deadline all bids will be publicly opened and read. Bids shall be submitted in a sealed envelope with the name of the bidder, the name of the project and the statement “Do Not Open Until the Time of Bid Opening.” Bids received after said deadline will be returned unopened to the bidder. 2) A mandatory pre-bid meeting and project site tour will be held on September 11, 2025, beginning at 10:00 a.m. at the Intersection of Contra Costa Road and Colorado Road in Fresno County.
