PROJECT LOCATION: The Project site is in unincorporated Fresno County, bounded by State Route 33 to the west, West Manning Avenue to the south, South Merced Avenue to the east, and West Adams Avenue to the north. West South Avenue bisects the site from east to west. Nearby communities include Tranquillity (7 miles east), Mendota (8 miles north), and San Joaquin (9 miles east). The Project site is approximately 2,000 acres and comprises 33 Fresno County Assessor Parcel Numbers (listed below) Twenty parcels would be developed with photovoltaic solar, 12 parcels would be associated with the interconnection and transmission line, and one parcel would be used for the substation and interconnection (shared with the Scarlet Solar facility).

PROJECT DESCRIPTION: EDP Renewables CA Solar Park VI, LLC applied to the Fresno County Department of Public Works and Planning for Unclassified Conditional Use Permit No. 3677 to construct, operate, maintain, and decommission an approximately 200-megawatt alternating current (MWac) solar photovoltaic (PV) energy generation facility, 184 MWac energy storage system, and related facilities and infrastructure, known as the Sonrisa Solar Project. The Project would extend (by approximately 0.2 mile) and share use of an existing 3.3-mile long 230 kilovolt (kV) transmission line to PG&E’s existing Tranquillity Switching Station. In addition to the shared use of the transmission line and switching station, which is being considered as part of the Scarlet Solar EIR (State Clearinghouse No. 2018091022, Fresno County EIR No. 7230), the Project would share other facilities with Scarlet Solar, including an electrical substation and operation and maintenance building. The Project is expected to be decommissioned after a 35-year permit term.
SIGNIFICANT ENVIRONMENTAL EFFECTS: The County has prepared a Draft Environmental Impact Report analyzing the environmental effects of the Project. No significant and unavoidable impacts would result. The Project would have a potential significant impact that could be mitigated to a less-than-significant level in the following areas: Biological Resources, Cultural and Tribal Cultural Resources, Paleontological Resources, Noise, and Transportation.
PUBLIC REVIEW PERIOD/STATUS: The 45-day review and comment period for the Draft EIR begins July 3, 2024 and ends at 5 p.m. August 19, 2024. ERCS202406 EProcurement Event ID# 0000031825 The California Department of Corrections and Rehabilitation (CDCR) intends to contract with a firm for Architectural and Engineering Services, Hazardous Material Investigation and Remediation Design for Northern California. The Consultant shall provide Architectural and Engineering Services on an as-needed basis, for projects in Northern California. The Facility Planning, Construction and Management Division will proceed with one Agreement for Northern California. Consultant’s work that must meet requirements for access compliance requires the participation of a Certified Access Specialist. Madera Avenue, Kerman, California 93630, until August 7th, 2024 at 2:00pm PST, at which time they will be publicly opened and read in said building for construction in accordance with the specifications therefore, to which special reference is made as follows:

Gonzalez, the City Engineer, Yamabe & Horn Engineering, Inc., by sending an email request to Shona Phillips at sphillips@yhmail.com. Plans and specifications in hardcopy format may also be obtained from the same office, located at 2985 N. Burl Avenue, Suite 101, Fresno, CA 93727 at the non-refundable price of $160 per set. If mailed there will be a non-refundable charge of $215 per set.

A bid will not be considered unless it is made on the bid proposal form furnished by the City Engineer. Each bid must be accompanied by a certified cashier’s check or bidder’s bond, made payable to the City of Kerman, for an amount equal to at least ten percent (10%) of the amount bid. A Performance Bond in the amount equal to one hundred percent (100%) of the contract amount and a Labor and Materials Bond in the amount equal to one hundred percent (100%) of the contract amount will be required by the City from the bidder to whom the contract is awarded within ten (10) days after notice of award of the contract.
A contract will not be awarded to a Contractor who has not been licensed in accordance with the provisions in Public Contract Code Section 3300, as amended, or whose bid is not on the bid proposal form included in the contract documents. A valid California Class ‘A’ Contractor’s License is required for this Project.
