The City of Fresno (City), California, is seeking qualified consulting firms to provide a comprehensive Environmental Impact Report (EIR) for the City’s General Plan Update. This EIR will include the incorporation of climate-related analysis and policies addressing Environmental Justice, pursuant to the requirements of the California Environmental Quality Act (CEQA).
Statement Of Qualifications (SOQ) proposals shall be submitted by qualified consultants that have demonstrated verifiable experience in preparing Environmental Impact Reports, executing project management, and conducting public outreach for similar projects as outlined in the scope of work described in this RFQ.

COUNTY OF FRESNO
The Fresno County Board of Supervisors is giving notice that at their regularly scheduled meeting on August 5, 2025, at 9:30 a.m., or as soon thereafter as the matter may be heard, at the Fresno County Hall of Records, Board of Supervisors Chambers, 3rd Floor, 2281 Tulare Street, Fresno, California, they will consider adoption of the ordinance summarized below.
SUMMARY OF PROPOSED ORDINANCE
An ordinance of the County of Fresno (“County”) granting a franchise, up to 25 years, on a non-exclusive basis to RT Diversified, Inc. (also referred to as RTD), upon annual payment of a franchise fee to the County, to construct, maintain and use pipes and appurtenances for transmitting water and wastewater to service Clovis Unified School District’s Terry Bradley Education Center, in, along, across, upon, and under approximately 4.8 miles of the following public streets and highways within the unincorporated area of Fresno County: from the existing City of Fresno water main at McKinley Avenue, east of Temperance Avenue, eastward on E. McKinley Avenue, and then Northward on N. Leonard Avenue, to Shields Avenue, westward on Shields Avenue to a Shields and Locan terminus where the City is in the process of installing water and sewer mains, and along the streets surrounding the Bradley Center of Leonard, Weldon, Highland, and Princeton Avenues. In the event such payment is not made, the franchise will be forfeited. The ordinance will become effective thirty (30) days after its final passage, pending written acceptance of the franchise by RTD. The franchise, if granted, does not become effective until RTD files written acceptance of it with the Clerk of the Board and copy thereof provided to the Director of Public Works and Planning. RTD shall be required to file a bond running to the County in the penal sum of $100,000. The 25-year period, stated above, for the franchise shall be from and after the date that, the County has issued a permit to commence construction within the franchise area.
