Notice of Availability and Notice of Intent to Adopt an Initial Study/Mitigated Negative Declaration for the Dunlap Leadership Academy/Dunlap Elementary School Water Supply Project

Notice is hereby given that the Kings Canyon Unified School District, as Lead Agency under the California Environmental Quality Act (CEQA), has prepared a Notice of Availability for an Initial Study for the Dunlap Leadership Academy/ Dunlap Elementary School Water Supply Project (“Project”), and intends to adopt a Mitigated Negative Declaration for the Project. This notice is provided pursuant to noticing requirements found in the California Environmental Quality Act (CEQA) (Public Resources Code Sec. 21092), and the State CEQA Guidelines (Guidelines Sec. 15072 and 15073). Copies of available materials may be reviewed or obtained from the Kings Canyon Unified School District’s office at the address below.

Project Proponent’s name and address: Kings Canyon Unified School District, 1500 I St., Reedley, California 93654

Project location: The project will occur on the campuses of the Dunlap Leadership Academy and the Dunlap Elementary School, which are located at 39500 Dunlap Road and 39667 Dunlap Road in Dunlap, Fresno County. The sites are located on the USGS 7.5’ Miramonte (2015) Quadrangle map and in Sections 2 , Township 14S, and Range 26E MDB&M.

Project Description:  The project is an upgrade to an existing water system to address water quality issues, specifically uranium, at the Dunlap Leadership Academy, within the Kings Canyon Unified School District (KCUSD). The project includes a new potable well located at Dunlap Elementary School, new water lines, and new treatment equipment at the Dunlap Leadership Academy. The project proposes to consolidate the Dunlap Leadership Academy water into the Dunlap Elementary School water system. Potable wells will be located west of Dunlap Road servicing both schools and the non-potable wells will meet the landscape irrigation needs for both schools.

A 10,000 gallon HDPE tank will be installed at the well site to hold the blended water from the two wells. An approximately 25,000 gallon potable water tank is needed at DES to replace the existing tanks that serve both potable and irrigation uses. The existing tanks will be used for irrigation and feed from the DLA irrigation well, to remove the irrigation demand on the DES potable well. New potable water booster pumps and a hydropneumatic tank are needed for the upper DES building because the existing booster pumps will continue to be used for irrigation.

The Project includes construction of approximately 4,000 feet of buried 6-inch and 4-inch waterlines, on existing school grounds and within the road right-of-way. This new piping will provide the replacement waterlines needed to fully separate the potable distribution system from the irrigation distribution systems.

Environmental Issues: Potentially significant impacts have been identified in the following topic area: Aesthetics, Biological Resources, Cultural Resources, Hydrology, Noise, Hazards/Hazardous Materials and Utilities. Mitigations measures proposed to reduce impacts to a less than significant level. No unavoidable significant impacts were identified. Pursuant to CEQA Guidelines Section 15087(c)(6), the project area does not contain sites enumerated under Section 65962.5 of the Government Code.

Public Review Period: The Draft IS/MND will be available for a public review period from June 11, 2018 to July 12, 2018. Comments on this Draft IS/MND should be addressed to: Joseph Gonzalez, Director of Maintenance and Operations, Kings Canyon Unified School District, 1500 I St., Reedley, California 93654. A copy of the Public Review Draft IS/MND is available at the Kings County Unified School District office between the hours of 8AM and 4PM at the above address. All comments must be received in writing at the Kings Canyon Unified School District address listed above no later than 4 p.m. on July 12, 2018. 

Public Meeting: A public meeting has been tentatively scheduled to discuss the Project, answer questions, and possibly take action on the project. The Kings Canyon Unified School District will hold a public hearing on the Project which is tentatively scheduled for August 14, 2018. More detailed information regarding the time and specific location of the public hearing will be made available after the close of the 30-day comment period on the Draft Mitigated Negative Declaration.

NOTICE OF INTENTION TO CONVEY EASEMENT IN REAL PROPERTY

FOR USE BY THE PACIFIC GAS AND ELECTRIC COMPANY

NOTICE IS HEREBY GIVEN that the Governing Board of the Clovis Unified School District intends to convey an easement in certain real property to the Pacific Gas and Electric Company, pursuant to the authority of California Education Code section 17556 et seq.

The real property to be conveyed to the Pacific Gas and Electric Company consists of an approximately 400-square-foot easement for public utility uses generally located northwest of the intersection of North Minnewawa and East Nees Avenues, in the City of Clovis, County of Fresno.

The Governing Board intends to approve the conveyance of this easement to the Pacific Gas and Electric Company at its July 18, 2018, Board meeting.  The meeting will begin at 6:30 p.m., with a Public Hearing regarding the conveyance of the easement to be held at 6:45 p.m., in the District Boardroom located at 1680 David E. Cook Way in Clovis, California.

The work hereunder constitutes a “public work” as defined in Chapter 1, Part 7, Division 2 of the California Labor Code, and Contractor shall cause the work to be performed as a “public work” in accordance with such Chapter of the California Labor Code.  The Council of the City of Fresno has adopted Resolution No. 82-297 ascertaining the general prevailing rate of per diem wages and per diem wages for holidays and overtime in the Fresno area for each craft, classification, or type of worker needed in the execution of contracts for the City.  A copy of the resolution is on file at the Office of the City Clerk.  Actual wage schedules are available at Construction Management Office, 1721 Van Ness Avenue, Fresno, California 93721, (559) 621-5600.

Contractors and Subcontractors must meet any and all requirements of Labor Code sections 1771.1 and 1771.5 prior to submitting bids.

All proposals must be made on the Bid Proposal Form provided by the Purchasing Manager and must be accompanied by a Bid Deposit in the amount of TEN PERCENT (10%) of the Total Net Bid Amount (or, in bids with Add Alternates, the highest possible combination of the Base Bid plus Add Alternates) in the form of a certified or cashier’s check, an irrevocable letter of credit, or a certificate of deposit or a bidder’s bond executed by a corporate surety, admitted by the California Insurance Commissioner to do business in California, payable and acceptable to the City of Fresno; or the Bidder shall have registered with the Purchasing Manager of the City an annual bid bond sufficient to provide coverage in such amount.  All Bid Deposits will be held until a Contract has been executed with the successful Bidder or all bids have been rejected. 

The City of Fresno hereby notifies all Bidders that no person shall be excluded from participation in, denied any benefits of, or otherwise discriminated against in connection with the award and performance of any contract on the basis of race, religious creed, color, national origin, ancestry, physical disability, mental disability, medical condition, marital status, sex, age, sexual orientation, ethnicity, status as a disabled veteran or veteran of the Vietnam era or on any other basis prohibited by law.

The City will carry out applicable federal requirements in the award and administration of any contract awarded hereunder.  This is a federal project funded with financial assistance from the U.S. Department of Transportation, Federal Highway Administration (FHWA). 

Bidders are advised that, as required by federal law, the State of California has established a statewide overall DBE goal.  City of Fresno federal-aid contracts are considered to be part of the statewide overall DBE goal and the City is required to report to the California Department of Transportation (Caltrans) on DBE participation for all Federal-aid contracts each year so that attainment efforts may be evaluated. 

Bidders are advised that, as required by federal law, the City of Fresno is implementing new Disadvantaged Business Enterprise requirements for Disadvantaged Business Enterprises (DBE).  The DBE goal for this Project is FOURTEEN PERCENT (14%).  DBE participation shall be calculated on the basis of the Total Net Bid Amount and on all possible combinations of the Base Bid plus Add Alternate(s), if applicable.

Bidders are advised that any award of the Contract will be conditioned on the successful Bidder meeting the good faith efforts to meet the established goal for this project pursuant to 49 CFR 26.53.

A pre-bid conference will be held at 11:00 a.m., on    JULY 17, 2018, in Room 4017N, City Hall, 2600 Fresno Street, Fresno, California.  Prospective Bidders are encouraged to attend since City Staff will be present to answer any questions regarding the Specifications, and there may be an inspection tour of the job site(s).

MITIGATED NEGATIVE DECLARATION

Notice is hereby given that the County of Fresno has prepared Initial Study Application (IS) No. 7352 pursuant to the requirements of the California Environmental Quality Act for the following proposed project:

INITIAL STUDY APPLICATION NO. 7352 and DIRECTOR REVIEW AND APPROVAL APPLICATION NO. 4514 filed by LUKE VANDERHAM, proposing to allow an increase in the number of cows from 4,995 to 5,300 (305 total head increase) for an existing dairy located on an approximately 160-acre portion of a 320-acre parcel in the AE-20 (Exclusive Agricultural, 20-acre minimum parcel size) Zone District.  The subject property is located on the north side of Mount Whitney Avenue approximately one mile east of its intersection with S. Bishop Avenue and three miles west of the unincorporated community of Lanare (10772 W. Mount Whitney Avenue, Riverdale, CA) (Sup. Dist. 4) (APN 050-270-56S).  Adopt the Mitigated Negative Declaration prepared for Initial Study Application No. 7352 and take action on Director Review and Approval Application No. 4514 with Findings and Conditions.

The County of Fresno has determined that it is appropriate to adopt a Mitigated Negative Declaration for the Proposed Project.  The purpose of this Notice is to (1) provide notice of the availability of IS Application No. 7352 and the draft Mitigated Negative Declaration, and request written comments thereon.

Coalinga Oil Field Improvement Project

Public Notice is hereby provided that, as Lead Agency, the County of Fresno has determined an Environmental Impact Report (EIR) should be prepared for the project summarized below. Public and agency comment on the topics considered in this environmental document is invited for a 30-day period extending from June 27 through July 27, 2018.  

Project Location: The primary area of the Chevron Project site is approximately six miles west of I-5 and 0.5 mile west of the center of the City of Coalinga, in the southwestern portion of Pleasant Valley within unincorporated Fresno County, California. 

The primary area of the Seneca Project site is approximately two miles west of 1- 5 and six miles northeast of the City of Coalinga, in the southwestern portion of Pleasant Valley within unincorporated Fresno County, California.

Project Description:  Chevron U.S.A. Inc. (Chevron) and Seneca Resources (Seneca) have individually submitted applications to Fresno County (County) for Conditional Use Permits (CUPs) for certain uses of land (oil and gas exploration, drilling and production and related facilities) within the State-designated Coalinga Oil Field and Coalinga East Extension Oil Field administrative boundaries. The Projects propose improvements over a 20-year period including upgrades to existing facilities and construction of new facilities as well as drilling new wells and installation of other supporting infrastructure.  Implementation of the Project has the potential to affect existing operations and maintenance activities and require improvements to existing infrastructure.
