The City of Fresno is soliciting for two proposals to provide homeless street outreach and assessment to unsheltered individuals as authorized under Health and Safety Code (HSC) § 50219©(4) and for the operations for two mobile shower and restroom facilities for people experiencing homelessness through the Homeless Housing, Assistance and Prevention (HHAP) program. Respondents can submit a proposal for one or both outreach services. This request is for a one (1) year Contract with one (1) possible one (1) year extension.

American Rescue Plan Act (ARPA) funds were allocated to the City of Fresno, who purchased two mobile shower and restroom trailers to provide basic hygiene and sanitation opportunities for homeless people within the City of Fresno to help prevent the spread of COVID-19. To reduce the impacts of COVID-19 on people experiencing homelessness, the City is looking for an organization to operate the mobile shower trailers within the City of Fresno.

Maximum funding available for these services will be approximately $380,000 for homeless street outreach services and $300,000 for the operation of a mobile shower program for homeless individuals within the City of Fresno. It is anticipated that the contracts will start October 1, 2023, and must be fully expended by September 30, 2024. To effectively address these service needs, offerors must demonstrate a connection between the proposed activities and outputs to the identified outcomes and define metrics and measurement tools to reliably assess progress toward achieving the identified outcomes.

CONSTRUCTION MANAGEMENT SERVICES FOR FOR

arsenic and manganese removal water treatment plant at Valley State prison and central California women’s facility

The California Department of Corrections and Rehabilitation (CDCR) intends to contract with a firm for Construction Management Services for Arsenic and Manganese Removal Water Treatment Plant project at Valley State Prison (VSP) and Central California Women’s Facility (CCWF) located in Chowchilla, California.

The Project will design and construct a Water Treatment Plant at VSP and CCWF to remove arsenic and manganese from five existing groundwater supply wells. This treatment plant will ensure compliance with the Environmental Protection Agency and State Water Resources Control Board drinking water quality standards related to arsenic and manganese levels at both VSP and CCWF. The Scope of Services will include reaction vessels, filter vessel, chemical injection equipment, backwash recovery equipment, associated pumps, valves, piping and controls, and a building to house electronic controls/monitors, equipment and chemical storage for this process. Site work includes the construction of an access road and new fencing.

CDCR anticipates selecting a firm to provide the required services for this Project with funding authorized in Fiscal Year 2023/2024 and concluding in Fiscal Year 2025/2026 assuming no budget delays are encountered to obtain future funding. Services are required for the following phases: preliminary plans; working drawings; bidding; construction; and commissioning. The project delivery method will be “design-bid-build” using standard State procedures.

A notice to proceed for Construction Management Services for this Project is subject to budgetary, legislative and control agency approval of the proposed projects.

CDCR encourages Disabled Veteran Business Enterprises and Small Business participation.

A Preproposal Conference WILL NOT be conducted
