City of Fowler Intent to levy and collect the annual assessment for Landscaping and Storm Drainage Facilities Maintenance District No. 1. The City Council will consider ordering the levy and collection of assessment of the Landscaping and Storm Drainage Facilities Maintenance District (LSDFMD) No. 1 for Fiscal Year 2025-2026. The assessments to be levied are equal to or less than last year’s assessment for LSDFMD No. 1. Pursuant to Streets and Highway Code Section 22626(a), if the assessments are to be levied in the same or lesser amounts than in any previous year, the resolution of intent shall be published pursuant to Streets and Highway Code Section Sections 22552 and 22553 which requires a publication of notice of hearing to be completed at least 10 days prior to the date of hearing.
The City Council invites your participation and the public is welcome to speak at the hearing on the proposed update. If you challenge any City Council action in court, you may be limited to challenge only those issues raised at the Planning Commission or City Council public hearings.
Meeting material(s), staff report(s), and a telephone number to provide access to the City Council meeting via teleconference will be available to the public at least three days prior to the hearing and may be reviewed at www.fowlercity.org.

REQUEST FOR BIDS
In general, the Work consists of erecting a bolted steel potable water storage tank and accompanying booster pump station and electrical instrumentation and controls including approximately 3,000 linear feet of water main piping in the City of Mendota, County of Fresno, California.
1. Sealed bids will be received by the City of Mendota prior to 2:00:00 p.m. (local time) on Friday, July 18, 2025 at City Hall, located at 643 Quince Street, Mendota, CA 93640, and following said deadline all bids will be publicly opened and read. Bids shall be submitted in a sealed envelope with the name of the bidder, the name of the project and the statement “Do Not Open Until the Time of Bid Opening.” Bids received after said deadline will be returned unopened to the bidder.
2. No pre-bid meeting or project site tour will be held. Contractors shall personally examine the project site prior to bidding.
3. Bidding Documents may be obtained from Provost & Pritchard Consulting Group. Interested parties must contact Melissa Gonzales Provost & Pritchard Consulting Group by email at mgonzales@ppeng.com or at (559) 449-2700 to register as a plan holder and receive the documents.
4. Only registered plan holders are eligible to bid on this project. Bids received by contractors not on the plan holder list will be rejected and will not be opened. The official plan holder list will also be used to distribute addenda (if any) and RFI responses.

6. This project is funded in part by the American Rescue Plan Act (ARPA). This project is subject to the federal suspension and debarment requirements (2 CFR, part 180). No contract shall be awarded to a contractor who has been debarred, suspended, or otherwise excluded from or ineligible for participation in Federal assistance programs or activities. Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (2 CFR, part 200) also apply to this project. Disadvantaged Business Enterprise (DBE) requirements and Federal wage determinations do not apply. Attention is directed to the provisions in the “Federal Requirements” section of these specifications. This project is subject to the contracting requirements and implementing regulations as amended in Title 13, Section 2449 General Requirements for In-Use Off-Road Diesel-Fueled Fleets, of the California Code of Regulations (13 CCR § 2449(i)). Bidders and their listed subcontractors must submit valid Certificates of Reported Compliance (CRCs) issued by the California Air Resources Control Board and any supporting documentation within five (5) calendar days of bid opening. Failure to submit the required CRCs may render a bid nonresponsive.
7. Prevailing Wage Rates: Pursuant to Section 1770, California Labor Code, the successful Bidder shall pay not less than the prevailing rate of per diem wages as determined by the Director of California Department of Industrial Relations. A copy of such prevailing wage rates are on file at the offices of City of Mendota, which copy will be made available for examination during business hours to any party on request: Prevailing wage rate information is also available on the internet at the following website address: http://www.dir.ca.gov/dlsr/PWD.
8. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5.
9. Bidders shall furnish a Bid Security with their Bidder’s Proposal in the amount of 10% of the base bid amount.
10. The Engineer’s opinion of probable construction cost is: $3,000,000.
11. OWNER reserves the right after opening Bids to reject any or all Bids, to waive any informality or non-responsiveness in a Bid, or to make award to the lowest responsive, responsible Bidder and reject all other Bids, as it may best serve the interest of the OWNER.
12. Contractor’s License Classification: In accordance with the provisions of California Public Contract Code, Section 3300, the City of Mendota has determined that bidder shall possess a valid Class A Contractor’s License issued by the State of California at the time of Bid opening and for the duration of the contract. Failure to possess the specified licenses shall render the Bid as non-responsive and shall act as a bar to award of the contract to any bidder not possessing said license at the time of Bid opening.
