NOTICE IS HEREBY GIVEN that on Tuesday, June 20, 2023, a public hearing, as required by section 147(f) of the Internal Revenue Code of 1986, will be held by the Board of Supervisors of Fresno County (the “County”) with respect to the proposed issuance by the California Municipal Finance Authority (the “Authority”) of the Authority’s revenue bonds, in one or more series, in an amount not to exceed $40,000,000 (the “Bonds”). The Authority has informed the County that the proceeds of the Bonds will be loaned by the Authority to the Family HealthCare Network, a California nonprofit, public benefit corporation (“FHCN”) to be used as follows:
(1) A portion of the proceeds of the Bonds (approximately $7,000,000) will be used to construct an approximately 15,000 square foot health center at the northeast corner of Frankwood Avenue and South Avenue in Reedley, California (FHCN’s second facility in Reedley), containing approximately 24 medical exam rooms and 10 dental rooms, and
(2) A portion of the proceeds of the Bonds (approximately $7,000,000) will be used to construct an approximately 15,000 square foot health center at 1806-1828 Whitson Street in Selma, California, replacing FHCN’s current facility in Selma, containing approximately 24 medical exam rooms and 10 dental rooms.
The Authority has represented to the County that the Bonds and the obligation to pay principal of and interest thereon and any redemption premium with respect thereto do not constitute indebtedness or an obligation of the County, the Authority, the State of California or any political subdivision thereof, within the meaning of any constitutional or statutory debt limitation, or a charge against the general credit or taxing powers of any of them. The Authority has represented to the County that the Bonds shall be a limited obligation of the Authority, payable solely from certain revenues duly pledged therefor and generally representing amounts paid by FHCN and secured by a deed of trust over certain of FHCN’s property.

FOR THE LANDSCAPING AND LIGHTING MAINTENANCE DISTRICT NO. 1
Notice is hereby given that on May 25, 2023, the City Council of the City of Fresno (“Council”) adopted Resolution 2023-155 ordering the levy and authorizing the collection of an annual assessment for the City of Fresno Landscaping and Lighting Maintenance District No. 1 (“LLMD No. 1”) for fiscal year 2023-2024 under the Landscaping and Lighting Act of 1972, Part 2 of Division 15 of the Streets and Highways Code (beginning with Section 22500), (the “Act”). Under the Act and Resolution 2023-155, the City of Fresno gives notice as follows:
The text of Resolution 2023-155, including exhibits thereto, as adopted by the Council is on file with the City Clerk and reference is made thereto for the particular provisions thereof. The text of Resolution 2023-155 is summarized as follows:
1. As permitted by the Act, the City of Fresno is undertaking the proceedings to assess and levy the benefitting territories within LLMD No. 1, the boundaries which are shown on the diagrams on file with City Clerk.
2. The benefit provided by LLMD No. 1 is for the maintenance and operation of landscaping facilities associated with these territories as more fully described in Resolution 2023-155 and Exhibit B thereto.
3. As required by the Act the Director of the Public Works Department, or his designee, has prepared and filed with the City Clerk a report labeled Engineer’s Report of City of Fresno LLMD No. 1, dated May 1, 2023 (“the Report”) incorporated herein by this reference.

Notice is hereby given that the Fresno Unified School DISTRICT (“DISTRICT”) will receive sealed bids for Bid No. 24-12, AHWAHNEE AND FORT MILLER MIDDLE SCHOOLS CONFIDENTIAL SPACES INSTALLATION, to add full height interior walls, doors, interior finish, and electrical improvements to convert Ahwahnee’s classrooms and Fort Miller’s lounge and storage room to create permanent confidential offices.
DISTRICT hereby notifies all bidders that they will affirmatively ensure that in any Contract entered into pursuant to this advertisement, disabled veteran business enterprises (DVBE) will be afforded full opportunity to submit proposals in response to this invitation and will not be discriminated against on the grounds of race, color, creed, sex or national origin in consideration for award. The DVBE goal for the project is as follows: three percent (3%) of the dollar amount of the Contract.
Notice is hereby given pursuant to the provisions of Section 1770 et seq of the California Labor Code, each worker of the contractor and any of its subcontractors engaged in work on the Project shall be paid not less than the prevailing wage rate. The project is subject to compliance monitoring and enforcement by the Department of Industrial Relations (DIR). Pursuant to Labor Code Section 1725.5, the DIR established a Contractor Registration Program, in which no contractor or subcontractor shall bid on, be listed in a bid, or engage in the performance of any public work contract without being registered.

A MANDATORY pre-bid conference has been scheduled at 8:30 AM, June 14, 2023 in front of the Administration Office at Fort Miller Middle School, 1302 E. Dakota Ave, Fresno, CA 93704 and immediately after in front of the Administration Office at Ahwahnee Middle School, 1127 E. Escalon Ave, Fresno, CA 93710. Contractors bidding as a Prime Contractor for the project must attend in order for their bid to be “responsive”. Immediately following the pre-bid conference will be a mandatory job-walk of the sites. School sites are using the Raptor visitor management system that requires all visitors to show either a government-issued identification card or driver’s license to receive a badge and enter the campus. Bidders may arrive earlier than the scheduled time to obtain their badge.
Sealed Bids and the DVBE Declaration must be received prior to 2:00 P.M. on June 29, 2023 on Procureware, the DISTRICT’s online bidding portal, after which time the bids will be opened and bid results posted.
Bids shall be accompanied by a certified check, cashier’s check, or a bidder’s bond in an amount not less than ten percent (10%) of total bids made payable to Fresno Unified.
The substitution of appropriate securities in lieu of retention amounts from progress payments in accordance with Public Contract Code Section 22300 is permitted.

Pursuant to Public Contract Code 3400(c)(2), Fresno Unified School DISTRICT finds that it is in the best interest of the DISTRICT to standardize the products, equipment, and materials listed in Exhibit A-1 and Exhibit A-2 in order to match other products/equipment in use on a particular work of improvement either completed or in the course of completion. Where a specific brand, trade name, material, or product identified in the bid documents is also listed in Exhibit A-1 or Exhibit A-2, it shall be deemed to be followed by the words “No Substitutions,” and CONTRACTOR shall not make or request substitutions regarding any such product, equipment or material.
