PUBLICATION OF SUMMARY OF PROPOSED ORDINANCE
BOARD OF SUPERVISORS
COUNTY OF FRESNO
The Fresno County Board of Supervisors is giving notice that at their regularly scheduled meeting on June 23, 2020 at 9:00 a.m., or as soon thereafter as the matter may be heard, at the Fresno County Hall of Records, Board of Supervisors Chambers, 3rd Floor, 2281 Tulare Street, Fresno, California, they will consider adoption of the ordinance summarized below.
SUMMARY OF PROPOSED ORDINANCE
The Proposed Ordinance would add the following Sections to Title 9, Chapter 9.04 of the Ordinance Code of the County of Fresno: (1) Section 9.04.270 Running at large – Spaying and Neutering Prior to Redemption, which amends the ordinance to require mandatory spaying or neutering of any unlicensed unaltered impounded dog unless medically waived by a licensed veterinarian; and (2) Section 9.04.275 – Running at large – Microchip Identification required Prior to Redemption which requires a microchip implanted in dogs three months or older upon arrival at the county animal shelter. The Proposed ordinance would revise or update terminology in various Sections within Chapter 9.04 Dog Licensing and Control and would (1) bring the ordinance code into compliance with California law; (2) change the penalty for a violation of certain provisions with Chapter 9.04 from a misdemeanor to an infraction. The Proposed Ordinance amends the following Sections: (1) Section 9.04.050 – Kennel License – which amends the language to require a kennel license in lieu of individual licensing of four or more dogs kept for breeding, boarding, training or other commercial purposes; (2)Section 9.04.055 – Unlawful conduct in the care of animals, cruelty, in title and amends the language allowing the County a broader range of enforcement options. The Proposed Ordinance amends Chapter 9.12 Estray-Impoundment Section 9.12.030 – Taking up-Care-Disposition, which amends the language to designate properly equipped individuals to capture and transport livestock that are running at large. The Proposed Ordinance deletes Section 9.04.500 – Violation – Misdemeanor of Chapter 9.04 – Dog Licensing and Control.

MITIGATED NEGATIVE DECLARATION
Notice is hereby given that the County of Fresno has prepared Initial Study Application (IS) No. 7423 pursuant to the requirements of the California Environmental Quality Act for the following proposed project:
INITIAL STUDY APPLICATION NO. 7423 and CLASSIFIED CONDITIONAL USE PERMIT APPLICATION NO. 3600 filed by CENTRAL VALLEY INDIAN HEALTH proposing to allow the construction and operation of an outpatient medical clinic on a 0.79-acre parcel in the RR (Rural Residential) Zone District to provide services specifically to Native Americans and also to the people of Prather, Auberry, and the Tollhouse area. The project site is located on the northern side of Auberry Road, approximately 340 feet west of its intersection with Morgan Canyon Road (29323 Auberry Road) (Sup. Dist. 5) (APN 118-422-46). Adopt the Mitigated Negative Declaration prepared for Initial Study Application No. 7423 and take action on Classified Conditional Use Permit No. 3600 with Findings and Conditions.

The County of Fresno has determined that it is appropriate to adopt a Mitigated Negative Declaration (MND) for the Proposed Project. The purpose of this Notice is to (1) provide notice of the availability of IS Application No. 7423 and the draft Mitigated Negative Declaration and request written comments thereon; and (2) provide notice of the public hearing regarding the Proposed Project.

ACTION: Notice of Finding of No Significant Impact.
SUMMARY: USDA Rural Development (USDA RD) has made a Finding of No Significant Impact (FONSI) with respect to a request for possible financing assistance for the construction of the Reedley Self-Help Subdivision project in Fresno County, CA.
FURTHER INFORMATION: To obtain copies of the EA and FONSI, or for further information, contact: Liz Vannata, Loan Specialist, 559-490-8030, liz.vannata@usda.gov. The EA and FONSI are also available for public review at USDA Rural Development, 4625 W Jennifer Ave, Suite 126, Fresno, CA.
SUPPLEMENTARY INFORMATION: The proposed project consists of construction of 67 single-family residences using the mutual self-help method of construction on approx. 13.35 acres located on APNs 363-080-19 and -10, 363-062-07 and -08 in the City of Reedley, Fresno County, CA. Alternatives considered by USDA RD, HUD, and Self-Help Enterprises include: Action and No Action. The alternatives are discussed in the Reedley Subdivision HUD EA. USDA RD has reviewed and adopted the HUD EA for the proposed project.
The availability of the HUD EA for public review was announced via notice in the following newspaper(s): The Business Journal on May 24, 2019. A 16-day comment period was announced in the newspaper notices. The EA was available for public review at the County of Fresno office. No comments were received.
Based on its EA, commitments made by Self-Help Enterprises, and public comments received, USDA RD has concluded that the project would have no significant impact (or no impacts) to water quality, wetlands, floodplains, land use, aesthetics, transportation, or human health and safety.
The proposed project will have no adverse effect on resources listed or eligible for listing on the National Register of Historic Places. The Agency has also concluded that the proposed project is not likely to affect federally listed threatened and endangered species or designated critical habitat thereof. The proposed project would not disproportionately affect minority and/or low- income populations.
No other potential significant impacts resulting from the proposed project have been identified. Therefore, USDA RD has determined that this FONSI fulfills its obligations under the National Environmental Policy Act, as amended (42 U.S.C. 4321 et seq.), the Council on Environmental Quality Regulations (40 CFR §§ 1500-1508), and USDA Rural Development’s Environmental Policies and Procedures (7 CFR Part 1970) for its action related to the project.
USDA RD is satisfied that the environmental impacts of the proposed project have been adequately addressed. USDA RD’s federal action would not result in significant impacts to the quality of the human environment, and as such it will not prepare an Environmental Impact Statement for its action related to the proposed project.

The Caruthers Community Services District is soliciting bids for construction of the Water Valve Replacement, CDBG Project No. 18111.
The Caruthers Community Services District hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, Disadvantaged Business Enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religious creed, sex, or national origin in consideration for an award.
In general, the Work consists of the replacement of existing water valves, valve boxes and existing paving in roadways.
1. The Bids will be publicly opened and read by the Caruthers Community Services District at 2:00 p.m. on Tuesday June 30, 2020 at 13617 S. Raider Avenue, Caruthers, CA 93609.

7. Minimum Wage Rates, as predetermined by the Secretary of Labor, are set forth in the Special Provisions. Pursuant to Section 1770, California Labor Code, the successful Bidder shall pay not less than the prevailing rate of per diem wages as determined by the Director of California Department of Industrial Relations. If there is a difference between the minimum wage rates determined by the Secretary of Labor and the prevailing wage rates determined by the Director of California Department of Industrial Relations of the State of California for similar classifications of labor, the Contractor and his subcontractors shall pay not less than the higher wage rate. 8. Bidders shall furnish a Bid Security with their Bidder’s Proposal in the amount of 10% of the base bid amount.
9. The work to be performed under this contract is on a project assisted under a program providing direct Federal financial assistance from the Department of Housing and Urban Development, Community Development Block Grant Program, and is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 USC 1701u. Section 3 requires that to the greatest extent feasible opportunities for training and employment be given to low and very low income persons residing within the project area and that the contracts for work in connection with the project be awarded to eligible business concerns which are located in, or owned in substantial part by persons residing in, the area of the project. Regulations for implementing the Section 3 clause are contained in 24 CFR 135, as amended, and as specified in the project specifications.
All pages of the Preliminary (Anticipated) Statement of Workforce Needs, also contained in the project specifications, will be required to be completed and submitted prior to award. All pages of the Final (Completion) Statement of Workforce Needs form shall also be required to be completed and submitted upon completion of construction.
10. Caruthers Community Services District reserves the right after opening Bids to reject any or all Bids, to waive any informality or non-responsiveness in a Bid, or to make award to the lowest responsive, responsible Bidder and reject all other Bids, as it may best serve the interest of the Caruthers Community Services District.
11. Contractor’s License Classification: In accordance with the provisions of California Public Contract Code, Section 3300, the Caruthers Community Services District has determined that CONTRACTOR shall possess a valid Class A Contractor’s License, and shall be registered with the California Department of Industrial Relations, at the time of contract bid award.
