REGARDING ANNEXATION OF TERRITORY TO
CITY OF FRESNO
COMMUNITY FACILITIES DISTRICT NO. 11
ANNEXATION NO. 109
Notice is hereby given that on May 14, 2020, the City Council of the City of Fresno (City) adopted Council Resolution 2020-098 to annex Final Tract Map No. 6198 to the City of Fresno Community Facilities District No. 11 (CFD No. 11) and to authorize the levy of Special Taxes under the City of Fresno Special Tax Financing Law, Chapter 8, Division 1, Article 3 of the Fresno Municipal Code (City Law). Under this City Law and Council Resolution 2020-098 the City gives notice as follows:
a. The text of Council Resolution 2020-098, including exhibits thereto, as adopted by the City is on file with the City Clerk and reference is made thereto for the particular provisions thereof. The text of Council Resolution 2020-098 is summarized as follows:
b. As permitted by City Law, the City is undertaking proceedings to annex additional territory to CFD No. 11, the boundaries of which are shown on the map on file with the City Clerk.
c. The purpose of CFD No. 11 is to provide financing for the maintenance of the landscaping and irrigation systems, open spaces, trails, concrete curbs, gutters, medians, hardscaping and sidewalks, street lights, local street paving and street name signage plus any added developer requested features (Services) located in street, landscaping and open space easements and public properties associated with the subdivision as more fully described in Council Resolution No. 2020-098 and Exhibit C thereto.
d. The method of financing the Services is through the imposition and levy of a special tax (Special Tax) to be apportioned on the properties in CFD No. 11 under the rate and method of apportionment described in Council Resolution 2020-098 and Exhibit D thereto. The Special Tax requires the approval of two-thirds of the qualified electors of CFD No. 11 at a special election called for that purpose by the City, with each voter having one vote for each acre, or portion of an acre, owned.
e. The Special Tax, if approved, will be used to finance all or a portion of the Services.
f. The Director of Public Works of the City or his designee is directed to cause to be prepared a written report for CFD No. 11, Annexation No. 109 (District Report) that shows the Services by type and required to adequately meet the needs of CFD No. 11 and the estimated costs of the Services. The District Report will be made a permanent part of the record of the public hearing specified below. Reference is made to the District Report as filed with the City Clerk.
g. As set forth below, the City will hold a public hearing on the annexation of Final Tract Map No. 6198 to CFD No. 11 with its Services and Special Tax.
h. The time and place established under Council Resolution No. 2020-098 for the public hearing required under City Law are Thursday, June 18, 2020, at the hour of 10:00 a.m. or as soon as possible thereafter in the Council Chambers of the City of Fresno, 2600 Fresno Street, Fresno, California.
At the hearing, the testimony of all interested persons or taxpayers for or against the proposed annexation to CFD No. 11, the extent of CFD No. 11 or the furnishing of the Services will be heard. Any person interested may file a protest in writing as provided by City Law. If fifty percent or more of the registered voters, or six registered voters, whichever is more, residing in the territory proposed to be annexed to CFD No. 11, or the owners of one-half or more of the area of land in the territory proposed to be annexed to CFD No. 11 and not exempt from the Special Tax, file written protests against the annexation and the protests are not withdrawn to reduce the value of the protests to less than a majority, the City will take no further action to annex to CFD No. 11 or levy the Special Taxes for a period of one-year from the date of the decision of the City, and if the majority protests of the registered voters or landowners are only against the furnishing of a type or types of facilities within CFD No. 11, or against levying a specified Special Tax, those types of facilities or the specified Special Tax will be eliminated from the proceedings to annex to CFD No. 11.
The proposed voting procedure will be by mailed ballot among the property owners within the territory proposed to be annexed to CFD No. 11.

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the County of Fresno.
REQUEST FOR RELEASE OF FUNDS
On or about June 24, 2020 the County of Fresno will authorize Habitat for Humanity to submit a request to the HUD for the release of HOME Investment Partnerships (HOME) Program at Title II of the Cranston-Gonzalez National Affordable Housing Act, as amended, 42 U.S.C. 12701 et seq., to undertake a project known as Environmental Assessment No. 7746, Habitat-Riverdale for the purpose of allowing thirty (30) homes to be built on thirty (30) lots in the unincorporated community of Riverdale. In this first phase of development, eight (8) houses will be constructed using sweat equity, volunteer, and subcontractor labor, estimated project cost is $1,500,000.00, of which up to $800,000.00 will be provided through the County of Fresno.
FINDING OF NO SIGNIFICANT IMPACT
The County of Fresno has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required, with continued compliance with the Mitigation Measures adopted by the Planning Commission on October 13, 2005. PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the County of Fresno Department of Public Works and Planning, Attn: Chrissy Monfette. All comments received by June 23, 2020 will be considered by the County of Fresno prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
The County of Fresno certifies to HUD that Steven E. White in his capacity as Director of the Department of Public Works and Planning consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the County of Fresno to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of fund and the County of Fresno’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the County of Fresno; (b) the County of Fresno has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD CPD Office at One Sansome St., Suite 1200, San Francisco, CA 94104. The project also includes the construction or installation of a 5-stall, ADA-compliant asphalt concrete parking lot, a hitching post, removable bollards, and a cross walk to convey the trail across Butler Avenue. The project also includes removal of various trees and stumps, safety pruning of the entire project right of way, and an additive bid item to provide supplemental clearing of the right of way beyond the areas necessary to clear for construction.
A pre-bid conference will be held at 9 a.m. on Thursday, June 18, 2020. A discussion of the project will be held and the project site will be open for examination. Contractors should meet at the intersection of the trail with Butler Avenue along Butler Avenue approximately 600 feet west of Clovis Avenue. Attendance at the pre-bid is not mandatory; however, the scheduled pre-bid will be the only opportunity for prospective bidders to visit the site in the presence of County staff, and requests for individual site visits with County staff will not be granted. Contractors and Subcontractors must meet any and all requirements of Labor Code sections 1771.1 and 1771.5 prior to submitting bids.
All proposals must be made on the Bid Proposal Form provided by the Purchasing Manager and must be accompanied by a Bid Deposit in the amount of TEN PERCENT (10%) of the Total Net Bid Amount (or, in bids with Add Alternates, the highest possible combination of the Base Bid plus Add Alternates) in the form of a certified or cashier’s check, an irrevocable letter of credit, or a certificate of deposit or a bidder’s bond executed by a corporate surety, admitted by the California Insurance Commissioner to do business in California, payable and acceptable to the City of Fresno; or the Bidder shall have registered with the Purchasing Manager of the City an annual bid bond sufficient to provide coverage in such amount. NOTICE OF BUDGET WORKSHOP AND HEARING OF THE FRESNO METROPOLITAN FLOOD CONTROL DISTRICT
Regarding 2020-2021 District Budget and Assessment Tax
Notice is hereby given that the Budget Workshop of the Fresno Metropolitan Flood Control District will be held at 6:00 pm, on Wednesday, June 3, 2020. The Budget Hearing will be held at 6:00 pm, on Wednesday, June 24, 2020. Per Executive Order N-29-20, which allows local and state legislative bodies to hold meetings via teleconference and to make meetings accessible electronically, the Budget Workshop and Budget Hearing will be held via a webcast. For information on how to join the webcast, please see the District’s webpage at www.fresnofloodcontrol.org. Pursuant to this Notice and the Fresno Metropolitan Flood Control Act, including Sections 23, 23.5 and 46 thereof, said Board of Directors intends by resolution to adopt its 2020-2021 Budget, and to establish assessment categories, factors and rates sufficient to fund its annual budget, including costs associated with:

NOTICE OF BUDGET WORKSHOP AND HEARING OF THE FRESNO METROPOLITAN FLOOD CONTROL DISTRICT
Regarding 2020-2021 District Budget and Assessment Tax
Notice is hereby given that the Budget Workshop of the Fresno Metropolitan Flood Control District will be held at 6:00 pm, on Wednesday, June 3, 2020. The Budget Hearing will be held at 6:00 pm, on Wednesday, June 24, 2020. Per Executive Order N-29-20, which allows local and state legislative bodies to hold meetings via teleconference and to make meetings accessible electronically, the Budget Workshop and Budget Hearing will be held via a webcast. For information on how to join the webcast, please see the District’s webpage at www.fresnofloodcontrol.org. Pursuant to this Notice and the Fresno Metropolitan Flood Control Act, including Sections 23, 23.5 and 46 thereof, said Board of Directors intends by resolution to adopt its 2020-2021 Budget, and to establish assessment categories, factors and rates sufficient to fund its annual budget, including costs associated with:
1. Planning, construction, operation and maintenance of the:
a. Local drainage system (pipelines, pumping plants, retention basins);
b. Regional flood control system (dams, reservoirs, detention basins);
c. Foothill and rural stream-system;
d. Multiple use facilities (basin parks);
2. Conservation of stormwater for local beneficial use;
3. Recharge of the groundwater aquifer; and
4. Compliance with mandated stormwater quality regulations
Pursuant to such resolution and said Act, the Fresno County Board of Supervisors levies an assessment on each parcel within those zones of the District found to benefit from the authorized activities of the District. Such assessment is based upon that benefit, taking into account the zone in which said parcel is located, its size, and its capacity for being put to use.
Any interested person may address the Board of Directors at the Workshop and/or Hearing as to any matter related to the proposed Budget and/or assessment categories, factors or rates. The proposed Budget may be reviewed on the District’s webpage at www.fresnofloodcontrol.org beginning Monday, June 1, 2020, and copies can be purchased at a cost of $10.00 each. PROPOSED VACATION OF A PORTION OF MONO STREET AND A PORTION OF THE R STREET AND S STREET ALLEY, EAST OF R STREET
Notice is hereby given that the Council of the City of Fresno has adopted Resolution of Intention No. 1137-D to vacate a portion of Mono Street and a portion of the R Street and S Street alley, east of R Street. The resolution conforms to the provisions of the Public Streets, Highways, and Service Easements Vacation Law, being Sections 8300-8363 of the California Streets and Highways Code.
Resolution of Intention No. 1137-D sets the hour of 10:00 a.m. on June 11, 2020, in the Council Chambers in the Fresno City Hall, when all persons interested in or objecting to the proposed vacation may appear before the Council and offer evidence in relation thereto. That at close of business on June 30, 2020, by operation of law, any real property (unless previously tax-defaulted and not redeemed) for which taxes, assessments, and other charges levied for the fiscal year 2019-20, and/or delinquent supplemental taxes levied for any year prior to 2019-20, shall be declared tax-defaulted. Notice is hereby given that at the close of business on June 30, 2020 the real property taxes and assessments on the parcels described below will have been defaulted for five or more years and will become subject to the Fresno County Tax Collector’s power to sell.
