NOTICE IS HEREBY GIVEN THAT, on May 20, 2025, at 6:00 p.m., or as soon thereafter as possible, the City Council of the City of Mendota will hold a public hearing at a regular meeting at Mendota City Hall, City Council Chambers, 725 Riofrio Street, Mendota, CA 93640 to conduct the following business:
1. PUBLIC HEARING TO CONSIDER AMENDMENT OF THE MENDOTA MUNICIPAL CODE BASED ON 6TH CYCLE HOUSING ELEMENT PROGRAMS: The City adopted the City of Mendota 6th Cycle Housing Element on October 1, 2024. The Housing Element includes programs within it in which the City commits to amending the Mendota Municipal Code to include development requirements for certain sites within the City. While these requirements were previously adopted as a part of the of the 6th Cycle Housing Element, staff is proposing a Zoning Text Amendment to add these requirements to the Mendota Municipal Code (which is required by the programs). Program 5 of the adopted 6th Cycle Housing Element requires that Site 1 (Assessor’s Parcel Number [APN] 01305045S), Site 2 (APN 01306109S), Site 3 (APN 01305012S), and Site 4 (APN 01306109S) of the 6th Cycle Housing Element sites inventory be allowed to develop owner occupied or rental multifamily projects by right if twenty percent or more of the units would be affordable to lower income households. Program 7 of the adopted 6th Cycle Housing Element sites inventory requires that Site 1 (APN 01305045S), Site 2 (APN 01219056ST), Site 3 (APN 01305012S), Site 4 (APN 01306109S), and Site 6 (APN 01220028) of the 6th Cycle Housing Element be allowed to develop by right if twenty percent or more of the development were affordable to lower income households. The City Council will take action on the Zoning Text Amendment, as well as considering whether the action would be exempt from further environmental analysis under California Environmental Quality Act (CEQA) Guidelines Section 15061(b)(3). The Planning Commission has forwarded a recommendation to the City Council to adopt the proposed text amendments, and find that the action is exempt from CEQA.

Minimum Wage Rates, as predetermined by the Secretary of Labor, are set forth in the Special Provisions.  Pursuant to Section 1770, California Labor Code, the successful Bidder shall pay not less than the prevailing rate of per diem wages as determined by the Director of California Department of Industrial Relations. If there is a difference between the minimum wage rates determined by the Secretary of Labor and the prevailing wage rates determined by the Director of California Department of Industrial Relations of the State of California for similar classifications of labor, the Contractor and his subcontractors shall pay not less than the higher wage rate.   A copy of such prevailing wage rates are on file at the offices of the City, and are incorporated herein by reference.
This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5.
The work to be performed under this contract is on a project assisted under a program providing direct Federal financial assistance from the Department of Housing and Urban Development, Community Development Block Grant Program, and is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 USC 1701u.  Section 3 requires that to the greatest extent feasible opportunities for training and employment be given to low and very low income persons residing within the project area and that the contracts for work in connection with the project be awarded to eligible business concerns which are located in, or owned in substantial part by persons residing in, the area of the project.  Regulations for implementing the Section 3 clause are contained in 24 CFR 135, as amended, and as specified in the project specifications.
All pages of the Preliminary (Anticipated) Statement of Workforce Needs, also contained in the project specifications, will be required to be completed and submitted prior to award.  All pages of the Final (Completion) Statement of Workforce Needs form shall also be required to be completed and submitted upon completion of construction.
This project is subject to the contracting requirements and implementing regulations as amended in Title 13, Section 2449 General Requirements for In-Use Off-Road Diesel-Fueled Fleets, of the California Code of Regulations (13 CCR § 2449(i)). Bidders must submit valid Certificates of Reported Compliance (CRCs) issued by the California Air Resources Control Board and any supporting documentation and their listed subcontractors must submit them within five (5) calendar days of bid opening. NOTICE IS HEREBY GIVEN that the City of Mendota (“City”) is requesting bids from qualified firms (“Respondents”) for the design, furnishing and installation of new irrigation and turf for 106,630± square feet for a future soccer field and turf replacement of 74,240± square feet of the adjacent existing soccer field at the existing Rojas Pierce Park for the Public Works department

Optional pre-bid conferences will be held via Zoom on May 12, 2025 at 10:00 a.m. All vendors will be deemed to have notice of all conditions and information which vendors could have obtained or learned by attending the optional pre-bid conference.  Vendors who wish to attend the conference must email hsilva@fcoe.org at least 24 hours before the conference for meeting instructions.  Whether or not a respondent attends the conferences, which may include dissemination of additional information, the respondent shall be deemed to have notice of all information disseminated at the conference.
All responses to this RFP shall be submitted before 3:00 p.m., based on the clock designated by FCSS, on May 19, 2025 via email to hsilva@fcoe.org. Vendors are solely responsible for confirming timely receipt of the Proposal. Responses that are timely received will be considered by FCSS.
The Contract will be paid, in part or in whole, with federal funds and is subject to applicable federal and state laws, regulations, and requirements.
Please note: It is the responsibility of vendors to check this website for addendums or corrections to the RFP packages. Each RFP Package will be awarded separately to the qualified vendor(s) whose proposals meets the evaluation criteria standards and will be most advantageous to FCSS with price and all other factors considered. FCSS reserves the right to reject any or all requests for proposals, or to waive any irregularities or informalities in the request for proposal or in the process.
