THE CITY OF FRESNO IS INVITING DESIGN-BUILDERS TO SUBMIT “STATEMENTS

OF QUALIFICATIONS” FOR PROGRESSIVE DESIGN-BUILD SERVICES FOR THE SENIOR ACTIVITY CENTER AND AFFORDABLE HOUSING DEVELOPMENT PROJECT AT 4343 NORTH BLACKSTONE AVENUE.

The City of Fresno (CITY) Public Works Department is requesting Statements of Qualifications (SOQ) from qualified Design-Build Entities interested in serving as the Design-Builder and Affordable Housing Developer for the capital improvement project at 4343 North Blackstone Avenue. Funding sources are still being identified but may include, though not be limited to, Measure P and Community Development Block Grant funding.

Scope of Services

The project will be delivered on two concurrent paths by the successful Proposer. The Senior Activity Center Project will be designed and constructed in two phases using the progressive design-build delivery method as follows, while the Senior Affordable Housing Development is delivered, and ultimately operated, by the Proposer.

Design-build services will include preparation of necessary plans, specifications, estimates, necessary utility relocations and service points, utility coordination, environmental document preparation, entitlements and permitting, and other services as outlined below. In general:

Preconstruction Services Phase 1

·        Review and verify project site and existing conditions:

o   Review existing technical documentation

o   Survey subsurface utility locations

o   Perform additional engineering studies as required to support design and cost estimating

o   Provide geotechnical testing as required

·         Develop a Master Site Plan concept to be utilized as the initial starting point for public engagement

·         Develop a community engagement campaign to engage the community in the design process

o   Review previously gathered community feedback defining needed features and amenities and potentially meet with prior consultant(s) if necessary

o   Prepare materials for and lead inclusive community engagement initiatives, including community meetings

o   Present design development plans (up to and including 80%) at community meetings, gather additional feedback, and incorporate in subsequent designs

o   Provide materials and engagement opportunities in accessible settings in multiple languages to include at minimum English, Spanish, Hmong,

Punjabi, and ASL

o   Provide thoughtful leadership in innovative or nontraditional means of engaging hard-to-reach individuals and communities

o   Summarized design criteria

o   Preliminary    design    including    preliminary    drawings    and    technical specification outlines

Notice is hereby given that the Fresno Unified School DISTRICT (“DISTRICT”) will receive sealed bids for Bid No. 23-73,  Edison High School Exterior Painting, for surface preparation and application of paint systems on exterior substrates.

Notice is hereby given pursuant to the provisions of Section 1770 et seq of the California Labor Code, each worker of the contractor and any of its subcontractors engaged in work on the Project shall be paid not less than the prevailing wage rate. The project is subject to compliance monitoring and enforcement by the Department of Industrial Relations (DIR).

Pursuant to Labor Code Section 1725.5, the DIR established a Contractor Registration Program, in which no contractor or subcontractor shall bid on, be listed in a bid, or engage in the performance of any public work contract without being registered.

A MANDATORY pre-bid conference has been scheduled at 10:00 AM, June 6, 2023 in front of the   Administration Office at Edison High  School, 540 E. NOTICE IS HEREBY GIVEN that proposals will be received by the City of Clovis, Public Utilities Department, at 155 N. This Contract is subject to prequalification pursuant to Public Contract Code section 20111.6.

Public works projects shall be subject to compliance monitoring and enforcement by the Department of Industrial Relations.  For all projects over Twenty-Five Thousand Dollars ($25,000), a contractor or subcontractor shall not be qualified to submit a bid or to be listed in a bid proposal subject to the requirements of Public Contract Code section 4104 unless currently registered and qualified under Labor Code section 1725.5 to perform public work as defined by Division 2, Part 7, Chapter 1 (§§ 1720 et seq.) of the Labor Code.  For all projects over Twenty-Five Thousand Dollars ($25,000), a contractor or subcontractor shall not be qualified to enter into, or engage in the performance of, any contract of public work (as defined by Division 2, Part 7, Chapter 1 (§§ 1720 et seq.) of the Labor Code) unless currently registered and qualified under Labor Code section 1725.5 to perform public work.

Contract Time shall be:

Phase I Procurement – Two- Hundred Eighty (280) calendar days

Phase II Service Yard Construction – Fifty-Six (56) calendar days

Phase III Site Construction – Fifty- Three (53) calendar days

and liquidated damages for delay shall accrue. See Agreement Between Owner and Contractor for more information.

Bids must be sealed and filed in the Business Office of the Owner at 1905 7th Street, Sanger, CA 93657, by June 20, 2023, before 2:00 p.m. on the clock designated by the Owner or its representative as the bid clock, after which time bids will be opened.  No bid will be accepted by Owner after this time. Facsimile (FAX) copies of the bid will not be accepted.

A mandatory pre-bid conference will be held on June 1, 2023, at 9:00 a.m. at Washington Academic Middle School 1705 Tenth Street, Sanger CA 93657.  Bidders not attending the conference will be disqualified.

Bids must be accompanied by a bidder’s bond, cashier’s check, or certified check for at least ten percent (10%) of the amount of the base bid and made payable to the Owner.

Pursuant to the Contract Documents, the successful bidder will be required to furnish a Payment (Labor and Material) Bond in the amount of one hundred percent (100%) of the Contract Sum, and a Faithful Performance Bond in the amount of one hundred percent (100%) of the Contract Sum, as set forth in the Contract Documents.

The successful bidder will be allowed to substitute securities or establish an escrow in lieu of retainage, pursuant to Public Contract Code Section 22300, and as described in the Agreement Between Owner and Contractor and General Conditions.

The Owner will not consider or accept any bids from contractors who are not licensed to do business in the State of California, in accordance with the California Public Contract Code, providing for the licensing of contractors.  In accordance with Section 3300 of said Code, the bidder shall have a Class “B” license and shall maintain that license in good standing through Contract completion and all applicable warranty periods.  For all projects over Twenty-five Thousand Dollars ($25,000), bidder shall state the public works contractor registration number on the Designation of Subcontractors form for each subcontractor performing more than one-half of one percent (0.5%) of the bidder’s total bid. 

The Director of Industrial Relations of the State of California, in the manner provided by law, has ascertained the general prevailing rate of per diem wages and rate for legal holidays and overtime work.  The Contractor must pay for any labor therein described or classified in an amount not less than the rates specified.  Copies of the required rates are on file at the Owner’s business office and are available on request.
