MITIGATED NEGATIVE DECLARATION
Notice is hereby given that the County of Fresno has prepared Initial Study (IS) No. 8045 pursuant to the requirements of the California Environmental Quality Act for the following proposed project:
INITIAL STUDY NO. 8337, AMENDMENT APPLICATION NO. 3852 and SITE PLAN REVIEW APPLICATION NO. 8299 filed by KHUSHPAL SINGH proposing to allow the rezone of a one-acre parcel from the AL-20 (Limited Agricultural, 20-acre minimum parcel size) Zone District to the M-1 (c) (Light Manufacturing; Conditional) Zone District with limited industrial uses and approve a Site Plan Review for a grocery store on the subject parcel located on the southwest corner of East North Avenue and South Chestnut Avenue approximately 1,285 feet south of the nearest City of Fresno boundary (APN: 330-050-03) (3035 S. Chestnut Avenue) (Sup. Dist. 3).
The County intends to adopt the Mitigated Negative Declaration based on Initial Study No. 8337 and take action on Amendment Application No. 3852 and Site Plan Review Application No. 8299 with Findings and Conditions.

On May 13, 2024, the Clovis City Council will introduce the following Ordinance:
Ordinance 24-___, an Ordinance of the City Council of the City of Clovis Amending Sections 5.29.102, 5.29.203, and 5.29.301 of Chapter 5.29, of Title 5 of the Clovis Municipal Code pertaining to Definitions and Regulations relating to Multiple Responses to Nuisance Violations.
This Ordinance will amend the Clovis Municipal Code to update applicable definitions and remove potential inconsistencies between the Municipal Code and recently enacted Assembly Bill (AB) 1418 which prohibits imposing penalties solely as a consequence of contact with law enforcement not resulting in a citation or arrest.  Specifically, the Ordinance amendment will change the current language of the City’s multiple response ordinance to require the issuance of a criminal or administrative citation (including a warning citation) before authorizing imposition of the response cost penalties for multiple responses to nuisances.

The City of Fresno is soliciting proposals to provide food, beverage, and merchandise concession services at the Fresno Convention and Entertainment Center which includes Selland Arena, Valdez Hall, Saroyan Theater, and the Convention Center. This request is for a three (3)  year contract with two (2) optional one-year extensions. The City seeks to retain a vendor who can provide a wide variety of American and cultural cuisines and menu options. Proposals will include lists of professional affiliations and references.
As will be further described, bid submissions should include lists of professional affiliations and references and will include pricing and rates for catering services.

On May 13, 2024, the Clovis City Council will consider introducing the following Ordinance:
Ordinance 24-__ an Ordinance of the City Council of the City of Clovis Amending Sections 5.22.02 and 5.22.05, of Chapter 5.22 of Title 5 of the Clovis Municipal Code pertaining to regulations for the delivery of medicinal marijuana.
This Ordinance will add a section to the Clovis Municipal Code to update applicable definitions and add further regulations on medicinal marijuana deliveries within the City consistent with state law pertaining to the delivery of medical marijuana.

Introduction and Company Background
The Marjaree Mason Center is a 501(c)(3) organization who is Fresno County’s only dedicated provider of domestic violence shelter and support services, including education for victims and youth. The mission of MMC supports and empowers adults and their children affected by domestic violence, while striving to prevent and end the cycle of abuse through education and advocacy. Programs include Individual and group counseling, crisis intervention, housing, batterer’s intervention program, a youth education program within Fresno County high schools and middle schools and other community services.
Marjaree Mason Center serves over 7,500 clients each year with funding from grants, contracts, and fees. We receive government funding from Department of Housing and Urban Development, California Office of Emergency Services, County of Fresno, City of Fresno, and First 5 of Fresno County. We have approximately 95 employees located in 8 office(s).  Our annual revenue has ranged between $8.6 million and $18 million over the past 2 years. This include a capital campaign for a building purchased December 2022.  Building renovations for the fiscal year 2023-2024 will include $4.7 million in Federal American Rescue Plan Act funds. The Marjaree Mason Center seeks to retain the services of an independent certified public accounting firm to perform a financial and compliance audit of the Marjaree Mason Center, Inc (MMC) in accordance with OMB Circular A-133, the Single Audit Act, Governmental Auditing Standards, and applicable federal, state laws and regulations. The audit will cover MMC’s year ended 9/30/2024, with an option to extend the contract for up to four additional years. 
Required services include:
1. Annual financial statement audit.
2. Federal Single Audit
3. Preparation of IRS form 990
4. Preparation of Annual Registration Report to Attorney General of California  
5. Management letter
The annual financial statement audit must be completed within 110 days after the end of each fiscal year, in order for our Audit Committee to review each document prior to its submission to the appropriate recipients.  In addition, MMC requires that a meeting of the auditors and selected Audit Committee be held to discuss a draft version of the financial statements.

The Marjaree Mason Center reserves the right to adjust the timeline at any time and for any reason but will notify all firms that have submitted their intent to bid. MMC may at any time choose to discontinue this RFP process without obligation to any firm.
Required Proposal Components/Deliverables
a) Evidence of the firm’s qualifications to provide the above services;
b) Background and experience in auditing nonprofit clients;
c) The size and organizational structure of the auditor’s firm;
d) Statement of the firm’s understanding of work to be performed, including tax and non-audit services;
f)  A proposed timeline for fieldwork and final reporting;
g) Proposed fee structure for each of the three years of the proposal period, including whatever guarantees can be given regarding increases in future years, and the maximum fee that would be charged;
h) Describe your billing rates and procedures for technical questions that may come up during the year, or whether these occasional services are covered in the proposed fee structure;
i)  Names of the partner, audit manager, and field staff who will be assigned to our audit and provide biographies.
j)  A copy of your firm’s most recent peer review report, the related letter of comments, and the firm’s response to the letter of comments; and
k) References and contact information from at least 3 comparable nonprofit audit clients.
l)  Include a sample contract and expected contract inclusions.

Evaluation Guidelines
Submissions received after the deadline will be immediately rejected. All submissions will be evaluated by a selection committee made of members of the Marjaree Mason Center Board of Directors and agency leadership staff. The factors that will be taken into consideration are (in priority order):
·  Completeness of proposal
·  Experience in government relations with similar corporations/organizations
·  Past success in securing budgetary asks
·  Costs and associated value
·  Communication skills and ability to train MMC employees and Board members on successful advocacy.
The evaluation process is not designed to simply award the contract to the lowest bidder, but to select the proposal with the best combination of attributes, including price, based on the evaluation factors.
Finalists will be required to present their solution in front of the Review Committee in person, tentatively scheduled June 13, 2024.
MMC may choose not to disclose reasons for the rejection of any given proposal.
Pricing
The Marjaree Mason Center is a nonprofit and holds a 501(c)(3) tax exemption certificate. Please be sure to apply any nonprofit/charitable/pro bono discounts where applicable.
Proposals should include a breakdown of the applied pricing system(s) such as whether jobs are priced per project, by the hour, or a combination. Include a detailed description of the process and all revision rounds allowed in the pricing structure. All prices for consultancy, custom design, and development should include a binding “not to exceed” price. If optional components are proposed, these should be clearly marked, listed, and priced separately.

(THE UNIFORM PUBLIC CONSTRUCTION COST ACCOUNTING ACT)
Notice is hereby given that the Fresno Unified School DISTRICT (“DISTRICT”) will receive sealed bids for Bid No. 24-95, Addicott Shade Structure and Site Improvements, to install owner provided ADA play structures, add three new owner provided shade structures over the play areas and perform related site work.
DISTRICT hereby notifies all bidders that they will affirmatively ensure that in any Contract entered into pursuant to this advertisement, disabled veteran business enterprises (DVBE) will be afforded full opportunity to submit proposals in response to this invitation and will not be discriminated against on the grounds of race, color, creed, sex or national origin in consideration for award. The DVBE goal for the project is as follows:  three percent (3%) of the dollar amount of the Contract.
Notice is hereby given pursuant to the provisions of Section 1770 et seq of the California Labor Code, each worker of the contractor and any of its subcontractors engaged in work on the Project shall be paid not less than the prevailing wage rate. The project is subject to compliance monitoring and enforcement by the Department of Industrial Relations (DIR). Pursuant to Labor Code Section 1725.5, the DIR established a Contractor Registration Program, in which no contractor or subcontractor shall bid on, be listed in a bid, or engage in the performance of any public work contract without being registered.
Prime Contractor must have a valid Class “B” Contractor’s License.
The time allowed for completion for the project shall be 90 Calendar days.
 The Architect/Engineers’ estimate for this project is around $497,000.
A MANDATORY pre-bid conference has been scheduled at 9:00 AM, May 10, 2024 in front of the Administration Office at Addicott Elementary School, 4784 E. Dayton Ave., Fresno CA 93726.  Contractors bidding as a Prime Contractor for the project must attend in order for their bid to be “responsive”.  Immediately following the pre-bid conference will be a mandatory job-walk of the site(s). School sites are using the Raptor visitor management system that requires all visitors to show either a government-issued identification card or driver’s license to receive a badge and enter the campus. Bidders may arrive earlier than the scheduled time to obtain their badge.
Sealed Bids and the DVBE Declaration must be received prior to 2:00 P.M. on May 22, 2024  on Procureware, the DISTRICT’s online bidding portal, after which time the bids will be opened and bid results posted.
Bids shall be accompanied by a certified check, cashier’s check, or a bidder’s bond in an amount not less than ten percent (10%) of total bids made payable to Fresno Unified.
The substitution of appropriate securities in lieu of retention amounts from progress payments in accordance with Public Contract Code Section 22300 is permitted.
