NOTICE IS HEREBY GIVEN that on Thursday, June 5, 2025, at 6:30 p.m. or as soon thereafter as the matter can be heard, the Fowler Planning Commission will hold a regular meeting at the City Hall Council Chamber at 128 S. 5th Street, Fowler, California to hear and consider the following:
Conditional Use Permit No. 25-06. Conditional Use Permit No. 25-06 consists of a request by Raw Farms USA to operate a creamery within an existing building at 340 N. 7th Street (Assessor’s Parcel Number 343-020-47S), located on the west side of N. 7th Street, between East Mariposa Street and East Adams Avenue. The site is approximately 4.91 acres in size, is zoned M-1 (Light Industrial), and is planned LI (Light Industrial) by the City’s General Plan Land Use diagram. Operation of a creamery constitutes a Heavy Manufacturing use. Heavy Manufacturing uses are allowed in the M-1 zone district with approval of a Conditional Use Permit. Additionally, the application proposes minor site improvements related to the proposed operation. The proposed operation would occupy 42,906 square feet of the existing 74,606 square foot building. The Planning Commission would also consider whether the project qualifies to be exempt from further environmental review pursuant to CEQA Guidelines Section 15301.
Site Plan Review No. 24-39. Site Plan No. 24-39 consists of an application to modify and remodel the existing Fowler Improvement Association clubhouse located on Assessor’s Parcel Number 343-172-02 (Project site). The Project site is generally located at the southern corner of E. Merced Street and S. 5th Street. The Project site is approximately 0.17 acres in size, is designated as Community Commercial by the City’s General Plan Land Use diagram, and is zoned Form Based Code (FBC) by the City’s official zoning map. Event halls, clubs, and lodges are an allowed use in the FBC zone district. The modification and remodel of the existing clubhouse would consist of the demolition of 115 square feet of the existing building, along with a proposed addition to the building of 482 square feet. A 453 square foot covered patio area has also been proposed. Other site improvements to landscaping and parking would also result if the site plan is approved. The Planning Commission would also consider whether the project qualifies to be exempt from further environmental review pursuant to CEQA Guidelines Section 15301.
The Planning Commission invites your participation and the public is welcome to speak at the hearing. If you challenge any Planning Commission or City Council action in court, you may be limited to challenge only those issues raised at the Planning Commission or City Council public hearings.
