Notice is hereby given that the County of Fresno has prepared Initial Study (IS) No. 8267 pursuant to the requirements of the California Environmental Quality Act for the following proposed project:
INITIAL STUDY NO. 8267, AMENDMENT APPLICATION NO. 3848 filed by PETER MOUA ON BEHALF OF RICHARD JONES proposing to allow the rezone of a 13.31-acre parcel and a one-acre parcel from the existing AL-20 (Limited Agricultural; 20-acre minimum parcel size) Zone District to the M-3 (c) (Heavy Industrial, Conditional) Zone District with limited by-right industrial uses as requested by the Applicant.  The subject parcels are located on the west side of South Maple Avenue approximately 209 feet south of East Malaga Avenue and the City of Fresno boundary (APN: 330-211-18 and 21) (4531 S. Proposals may be submitted electronically via Planet Bids or by paper only.

The City of Fresno encourages all prime Contractors to utilize qualified SBE (Small Business Enterprise) sub-Contractors on the City of Fresno projects and promotes the direct purchase of goods from qualified SBEs by utilizing SBE/DBE vendors when such vendors are available and the price of the goods or services sought is reasonable.
The Contractor is required to comply with all terms and conditions prescribed for third-party contracts by the U.S. Department of Transportation, Federal Transit Administration (FTA). If FTA requires any change to this Contract to comply with its requirements, both parties agree to amend the Contract as required by FTA. If such changes cause an increase or decrease in the work to be performed by the Contractor or the time for such performance, then the compensation to be paid the Contractor and time of performance shall be equitably adjusted.

WELL NO. 10
SITE IMPROVEMENTS, PUMPS AND ELECTRICAL SYSTEMS
 CUTLER PUBLIC UTILITY DISTRICT
NOTICE IS HEREBY GIVEN that the Board of Directors of the Cutler Public Utility District (District) invites all and will receive sealed Bids at the office of the Engineer, 209 South Locust Street, Visalia, California, up to the hour of 2:00 p.m. on the 4th day of June, 2025, for the construction of the Well No. 10 pump, engine, building, site improvements, piping, electrical and appurtenances (Work).
The award will be made to the lowest responsive, responsible Bidder in accordance with these Contract Documents, but the District reserves the right to reject any and all Bids and waive minor discrepancies in the Bid.
Copies of the Contract Documents are on file and may be examined at the office of the Engineers.  Plans and Specifications may be obtained from the office of the Engineer, Dennis R. Keller Consulting Civil Engineer, Inc., 209 South Locust Street, Visalia, California, 93291. A non-refundable charge of $100.00 is required for each set of Plans and Specifications, which includes shipping.  Only contractors obtaining Plans and Specifications from the office of the Engineer will be allowed to submit a sealed Bid. 
Funding for the Well No. 10 Site Improvements, Pump and Electrical Systems has been provided in full or in part under Prop 68 through an agreement with the State Water Resources Control Board and the County of Tulare utilizing funds made available by the American Rescue Plan Act, identified as Project I.D. #5011.
The successful Bidder shall produce the required Performance and Payment Bonds within fifteen (15) calendar days from the award of the Contract.  The successful Bidder will be required to furnish a faithful Performance Bond in an amount equal to one hundred (100) percent of the Contract price and a Payment Bond in an amount equal to one hundred (100) percent of the Contract price, said bonds to be obtained from a surety company satisfactory to the District and insurance coverage in defined coverages and amounts.
Attention of Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum prevailing wage rates to be paid under the Contract, said items being contained in the Specifications.  In accordance with the provisions of California Labor Code §§ 1770, 1773, 1773.1, 1773.2, 1773.6 and 1773.7, the general prevailing rate of wages and employer payments for health and welfare, pension, vacation, travel time, and subsistence pay as provided for in §1773.8, apprenticeship or other training programs authorized by §3093 and similar purposes applicable to the work to be done in the County of Tulare have been determined by the DIR Director. These wages rates appear in the DIR publication entitled General Prevailing Wage Rates and said wages are on file with the District and Engineer and are incorporated herein by reference.  Interested parties can obtain the current wage information by submitting their requests to the Department of Industrial Relations, Division of Labor Statistics and Research, P.O. Box 42603, San Francisco, CA 94142, or on the World Wide Web at:  http://www.dir.ca.gov/dlsr/DPreWageDetermination.htm.  The rates at the time of the Bid advertisement date will remain in effect for the life of the Work in accordance with the California Code of Regulations, as modified and effective.
In accordance with California Labor Code §§1771.1 & 1771.4(a)(1), a Contractor or Subcontractor shall not be qualified to bid on, be listed in the Bid Proposal (subject to the requirements of §4104 of the Public Contract Code), or engage in the performance of any work under this Contract, unless currently registered and qualified to perform public work pursuant to §1725.5 of the Labor Code.  An unregistered Contractor may submit a Bid (as long as the Bid is authorized by §7029.1 of the Business and Professions Code or by §§10164 or 210103.5 of the Public Contract Code), provided the Contractor is registered to perform public work pursuant to §1725.5 of the Labor Code at the time the Contract is awarded.  Prior to award of the Bid, the Contractor or Subcontractor shall provide proof of said current registration with the DIR to perform public work for the Cutler Public Utility District.  This Work is subject to compliance monitoring and enforcement by the DIR.
Contractors and Subcontractors must submit electronic certified payroll records, as provided under Labor Code §1776, to the Labor Commissioner. These records must be submitted on a weekly basis or as required by statue or by the DIR.
In accordance with California Labor Code §1771.5, the Work includes a Labor Compliance Program (LCP) that authorizes the establishment of a LCP to enforce prevailing wage requirements on public work construction projects.  For questions or assistance concerning the LCP, contact the District’s Labor Compliance Officer, Richard Perez, Labor Consultants of California, P.O. A time limit for the final completion of the Work of two-hundred twenty (220) calendar days has been set and liquidated damages shall be assessed according to the Contract Documents for each calendar day thereafter that the Work is not completed. 
A pre-Bid conference will be held on May 20, 2025, at 10:00 a.m. at the District office located at 40526 Orosi Drive, Cutler, California.
Prospective Bidders shall be licensed Contractors in the State of California and shall be skilled and regularly engaged in the general class or type of work called for under the Contract.  In accordance with the provisions of California Public Contract Code §3300, the District has determined that the Contractor shall possess a valid Class A (General Engineering) Contractor’s license.
