REGARDING ESTABLISHING
THE CITY OF FRESNO
COMMUNITY FACILITIES DISTRICT NO. 17
SEWER LIFT-STATION MAINTENANCE DISTRICT
Notice is hereby given that on April 23, 2020, the City Council of the City of Fresno (City) adopted Council Resolution 2020-083 of formation of the City of Fresno Community Facilities District No. 17 – Sewer Lift-Station Maintenance District (CFD No. 17) and to authorize the levy of Special Taxes under the City of Fresno Special Tax Financing Law, Chapter 8, Division 1, Article 3 of the Fresno Municipal Code (City Law). Under this City Law and Council Resolution 2020-083, the City gives notice as follows:
a. The text of Council Resolution 2020-083, including exhibits thereto, as adopted by the City is on file with the City Clerk and reference is made thereto for the particular provisions thereof. The text of Council Resolution 2020-083 is summarized as follows:
b. As permitted by City Law, the City is undertaking proceedings to propose the initial boundaries of CFD No. 17, the boundaries of which are shown on the maps on file with the City Clerk.
c. The purpose of CFD No. 17 is to provide funding for the Services pertaining to the maintenance of the required sewer lift stations associated with proposed developments as more fully described in Council Resolution No. 2020-083 and Exhibit B and C thereto.
d. The method of financing the Services is through the imposition and levy of a special tax (Special Tax) to be apportioned on the properties in CFD No. 17 under the rate and method of apportionment described in Council Resolution 2020-083 and Exhibit D thereto. The Special Tax requires the approval of two-thirds of the qualified electors of CFD No. 17 at a special election called for that purpose by the City, with each voter having one vote for each acre, or portion of an acre, owned.
e. The Special Tax, if approved, will be used to finance all or a portion of the Services.
f. The Director of Public Works of the City or his designee is directed to cause to be prepared a written report for CFD No. 17 (District Report) that shows the Services by type and required to adequately meet the needs of CFD No. 17 and the estimated costs of the Services. The District Report will be made a permanent part of the record of the public hearing specified below. Reference is made to the District Report as filed with the City Clerk.
g. As set forth below, the City will hold a public hearing on the formation of CFD No. 17 with its Services and Special Tax.
h. The time and place established under Council Resolution No. 2020-083 for the public hearing required under City Law are Thursday, May 21, 2020, at the hour of 10:00 a.m. or as soon as possible thereafter in the Council Chambers of the City of Fresno, 2600 Fresno Street, Fresno, California.
At the hearing, the testimony of all interested persons or taxpayers for or against the proposed formation of CFD No. 17, the extent of CFD No. 17 or the furnishing of the Services will be heard. Any person interested may file a protest in writing as provided by City Law. If fifty percent or more of the registered voters, or six registered voters, whichever is more, residing in the proposed boundaries of CFD No. 17, or the owners of one-half or more of the area of land in the proposed boundaries of CFD No. 17 and not exempt from the Special Tax, file written protests against the formation and the protests are not withdrawn to reduce the value of the protests to less than a majority, the City will take no further action to the formation of CFD No. 17 or levy the Special Taxes for a period of one-year from the date of the decision of the City., and if the majority protests of the registered voters or landowners are only against the furnishing of a type or types of facilities or Services within CFD No. 17, or against levying a specified Special Tax, those types of facilities or Services or the specified Special Tax will be eliminated from the proceedings to the formation of CFD No. 17.
The proposed voting procedure will be by mailed ballot among the property owners within the proposed boundaries of CFD No. 17.

Summary of Ordinance No. 2020-03 of the City of Fowler Pertaining to Informal Bidding Procedures Under the Uniform Public Construction Cost Accounting Act.
On May 5, 2020, the Fowler City Council adopted Ordinance 2020-03. The City Council approved a resolution electing to become subject to the Uniform Public Construction Cost Accounting Act (Act), and this Ordinance is required as part of the Act. This Ordinance adds Chapter 4 to Title 7 of the Fowler Municipal Code, and provides informal bidding procedures as required by the Act to govern the selection of contractors to perform public projects pursuant to Public Contract Code Section 22032(b) (currently set as those projects with expenditures between $60,000.01 and $200,000.00, but which amount is subject to change every five years by the State Controller). Ordinance No. 2020-03 was adopted by the City Council on May 5, 2020, by the following voice vote: Ayes: Cardenas, Hammer, Kazarian, Parra, Rodriquez. Noes: None. Abstain: None. Absent: None. Regarding 2020-2021 District Budget and Assessment Tax
Notice is hereby given that the Budget Workshop of the Fresno Metropolitan Flood Control District will be held at 6:00 pm, on Wednesday, June 3, 2020. The Budget Hearing will be held at 6:00 pm, on Wednesday, June 24, 2020. Per Executive Order N-29-20, which allows local and state legislative bodies to hold meetings via teleconference and to make meetings accessible electronically, the Budget Workshop and Budget Hearing will be held via a webcast. Pursuant to this Notice and the Fresno Metropolitan Flood Control Act, including Sections 23, 23.5 and 46 thereof, said Board of Directors intends by resolution to adopt its 2020-2021 Budget, and to establish assessment categories, factors and rates sufficient to fund its annual budget, including costs associated with:

NOTICE INVITING BIDS
NOTICE IS HEREBY GIVEN that sealed bids will be received by the City Clerk of the City of Clovis for furnishing all labor, materials, services and equipment, and performing all work necessary as specified for, but not be limited to, street improvements on Fowler Avenue from Barstow Avenue to Shaw Avenue, approximately ±0.50mi. Bids must be filed with the City Clerk at the Clovis Civic Center prior to 2:00 p.m., Tuesday, MAY, 19, 2020, at which time the City Clerk will open said bids. Bids shall be submitted in sealed envelopes and marked:
Bid Proposal: FOWLER AVE RECONSTRUCTION
No bid will be considered unless it is made on a bid proposal form furnished by the City Engineer. Each bid must be accompanied by a certified or cashier’s check or bidder’s bond, made payable to the City of Clovis, for an amount equal to at least ten percent (10%) of the amount bid. Such guarantee will be forfeited should the bidder to whom the contract is awarded fail to enter into the contract. A Performance Bond in the amount equal to one hundred percent (100%) of the contract amount and a Labor and Materials Bond in the amount equal to one hundred percent (100%) of the contract amount will be required by the City from the bidder to whom the contract is awarded. Said bonds shall be issued by a surety company who is an admitted surety insurer authorized by the California Department of Insurance to transact business in this state, and acceptable to the City of Clovis. Bidders are cautioned that representations made by surety companies will be verified with the California Department of Insurance. Pursuant to Public Contract Code Section 22300, substitution of securities for any monies withheld by the City of Clovis to ensure performance under the contract shall be permitted. In accordance with the provisions of Chapter 13 (commencing with Section 4590), Division 5, Title 1 of the Government Code of the State of California, securities may be substituted for monies withheld on the project.
In accordance with the provisions of Section 1770 of the Labor Code, the Director of the Department of Industrial Relations of the State of California has determined the General Prevailing Rates and wages and employer payments for health and welfare pension, vacation, travel time and subsistence pay, as provided for in Section 1773, apprenticeship or other training programs authorized by section 3093, and similar purposes applicable to the work to be done. Said wages are available from the Internet web site of the California Department of Industrial Relations at http://www.dir.ca.gov/DLSR/PWD and also available at the City Clerk Office, Clovis Civic Center, 1033 Fifth Street, Clovis, CA 93612. A copy of the above-mentioned wage rates shall be posted by the Contractor at the job site where it will be available to any interested party.
All bids are to be compared on the basis of the City Engineer’s estimate of the quantities of work to be done as shown in the bid proposal form. The Contractor must be licensed in accordance with the provisions of the Business and Professions Code, Division 3, Chapter 9 “Contractor”. Bidders for this project must possess a valid Class A or C12 License prior to award of the contract and will be requested to indicate the license expiration date, and the license number on the bid proposal if available. Award consideration will take place at the earliest available Council meeting or as the City Manager has been authorized to award and execute the contract. All representations made on the proposal are made under penalty of perjury.
The City of Clovis reserves the right to reject any or all bids, to waive any informalities or minor irregularities in the bids received, or to award the contract to the lowest responsible bidder as may serve the best interest of the City of Clovis.
