PROJECT DESCRIPTION:  Luna Valley Solar I, LLC has applied to the Fresno County Department of Public Works and Planning for a Conditional Use Permit (Application No. 3671) to construct, operate, maintain, and ultimately decommission an approximately 200-megawatt alternating current (MWac) solar photovoltaic (PV) energy generation facility, energy storage system, and related facilities and infrastructure, known as the Luna Valley Solar Project. The Project would connect to the electrical grid at the existing PG&E owned Tranquillity Switching Station approximately 1,300 feet east of the Project site. To interconnect the Project, PG&E would extend the Tranquillity Switching Station footprint approximately 200 feet north and construct a new, approximately 1,300-foot-long 230-kilovolt (kV) transmission line to connect the existing switching station to a structure proposed within the Project site. The Project is anticipated to be decommissioned following a 40-year permit term.

SIGNIFICANT ENVIRONMENTAL EFFECTS:  The County of Fresno has prepared a Draft EIR analyzing the Project’s potential environmental effects. No significant and unavoidable impacts would result. PROJECT DESCRIPTION: The Scarlet Solar Energy Project (Project) is proposed by RE Scarlet LLC (Applicant), a wholly owned subsidiary of EDP Renewables North America LLC (EDPR NA). The Applicant has applied to the Fresno County Department of Public Works and Planning (the County) for an Unclassified Conditional Use Permit (CUP) to construct, operate, maintain, and decommission a 400-megawatt (MW) solar photovoltaic (PV) electricity generating facility and 400 MW energy storage system and associated infrastructure to be known as the Scarlet Solar Energy Project. It would provide solar power to utility customers by interconnecting to the regional electricity grid at Pacific Gas and Electric Company’s (PG&E) Tranquility Switching Station.

The Project consists of two major components: the solar facility and the PG&E improvements. The solar facility would include solar PV modules, support structures, electrical inverters, intermediate voltage transformers, two electrical substations, and a switchyard, and a generation intertie (gen-tie) transmission line. Each substation area would include an electrical control building. Other necessary infrastructure would include a permanent operation and maintenance building, a supervisory control and data acquisition (SCADA) system, up to 400 MW of on-site battery storage, meteorological data system, access roads, and security fencing.

Improvements to PG&E electrical infrastructure would include expansion of PG&E’s Tranquility Switching Station and approximately 1,900 feet of 230 kilovolt (kV) transmission line to connect the solar facility’s 230 kV gen-tie line to the Tranquility Switching Station.

IDENTIFIED POTENTIAL ENVIRONMENTAL EFFECTS: The County of Fresno has prepared a Draft EIR to address the specific environmental effects of implementing the Project. The Draft EIR identified the following potentially significant environmental issue areas requiring mitigation:

·   Greenhouse Gas Emissions

·   Cultural Resources

·   Hazards and Hazardous Materials

With implementation of mitigation, the Project would have no significant and unavoidable impacts.

CCTV INSPECTION SERVICES OF LARGE DIAMETER SEWER MAINS

This work shall consist of cleaning and inspection operations of approximately 16 miles of large diameter (39” to 84”) sewer mains. Inspection operations may be by means of closed-circuit television (CCTV) and sonar and shall include the providing of inspection reports as outlined in the these specifications or as directed by the Engineer.

The Contract shall be in effect for one year from the date of the Notice to Proceed with four optional one-year extensions.

Bidders are advised that as required by the Fresno Municipal Code Section 4-117 NATIONAL TARGETED HIRING IN CONTRACTS FOR PUBLIC WORKS CONSTRUCTION, the City of Fresno is implementing new National Targeted Worker requirements for public work of improvement contracts over $200,000. The mandatory participation level for National Targeted Workers is 15% for the first year of the Contract and shall increase annually up to a mandatory participation level of 40% of project work hours within each trade performed by Nationally Targeted Workers.

The purpose of the City’s Development Impact Fee Program is to create and establish development impact fees for the City which are used to mitigate adverse impacts to public facilities attributed to new development. Demolition of existing gates, hoists, concrete and grouted rock slope protection; new reinforced concrete and reinforced concrete canal lining; replacement of metal hand railings and trash racks; and new sluice gates.
