THE CITY OF FRESNO IS INVITING FIRMS TO SUBMIT

“STATEMENTS OF QUALIFICATIONS” FOR:

CITYWIDE ENERGY EFFICIENCY PROJECT(S)

The City of Fresno, Public Works Department, Facilities Management and Sustainability Division(s) (City) are seeking to expedite a process to establish a Qualified Vendor List for energy related services and invites qualified Energy Services Companies (ESCO) to submit Statements of Qualifications (SOQ) to describe their capability to provide “turn-key” energy system efficiency and operational efficiency programs. The SOQ should include services to identify, design, install, maintain, monitor and arrange financing of large-scale, comprehensive energy system improvement and operational efficiency programs for City assets and implement energy savings in items to include, but not limited to, control systems, energy distribution and energy supply (gas, electricity, and renewable sources such as solar, biogas, etc.). The selected firm(s) shall be responsible for complete turn-key services, including comprehensive energy audits, savings analysis, project recommendations, design, construction, and financing of the capital improvements. The selected firm(s) must also be a comprehensive energy services specialist who will navigate the City through the financing and implementation of customized energy efficiency projects, demonstrating quantifiable energy savings from them. The qualified firm(s) must also demonstrate their ability and willingness to work with a California Public Agency Joint Power Authority (JPA) for procurement of solar energy and battery storage, demonstrate the ability to hire local workers, and be willing to coordinate with local job training programs as requested. A qualified firm(s) will also be able to complete a City project(s) using the City’s standard Design Build Contract and procedures. Once all SOQs are received, the City will interview the firm(s) determined to be most qualified for the scope of work required.

The ESCO will be asked to provide a written guarantee that the value of all revenue enhancements and avoided operational costs shall meet or exceed the operational amortized cost of improvements and avoided operational cost measures. The ESCO shall reimburse the City for any shortfall of guaranteed energy and/or operational avoided costs. The ESCO shall facilitate all financing for the project and have the proven ability and experience to coordinate with Pacific Gas & Electric (PG&E) on rebates, incentives, and the 0% On-Bill-Financing (OBF) energy efficiency loan program as those options are available.    

The locations of the energy efficiency project(s) may include all City-owned or long-term leased facilities and properties, to begin a priority focus in the areas of Public Safety, Parks, and the Department of Public Utilities. The City may elect to do future projects or multiple phases under this RFQ with one or more qualified ESCO if the efficiencies implemented will financially cover equipment, installation, and development costs.

SOQ Requirements

NOTICE OF PUBLIC REVIEW OF A PROPOSED MITIGATED NEGATIVE DECLARATION

NOTICE IS HEREBY GIVEN that on Thursday, May 28, 2020, at 6:00 p.m., the Clovis Planning Commission will conduct a public hearing in the City Council Chamber, 1033 Fifth Street, Clovis, CA 93612, to consider the following item:

1.     Consider items associated with approximately 38.50 acres of land located at the northwest corner of Shepherd and Clovis Avenues. 6050 Enterprises, LP., owner/applicant; Harbour and Associates, representative.

a.    Consider Approval, Res. 20-__, A request to approve an environmental finding of a Mitigated Negative Declaration for Prezone R2016-10 & Vesting Tentative Tract Map TM6050.

b.    Consider Approval, Res. 20-__, R2016-10, A request to prezone from the County AE-20 (Exclusive Agricultural) Zone District to the Clovis R-1-PRD (Planned Residential Development) Zone District.

c.     Consider Approval, Res. 20-___, TM6050, A request to approve a vesting tentative tract map for a 255-lot single-family planned residential development.

A Mitigated Negative Declaration has been completed for Project Item No. 1, pursuant to Section 15070 of CEQA.  Recommendation of a proposed Mitigated Negative Declaration does not necessarily mean this project will be approved.  Hard copies and electronic copies of the proposed Mitigated Negative Declaration for this project may be reviewed and/or obtained at the City of Clovis Planning Division, 1033 Fifth Street, Clovis, California, Monday through Friday, between 8:00 a.m. and 3:00 p.m.

PROPOSED VACATION OF A PUBLIC UTILITY EASEMENT IN NORTH DEARING AVENUE (NOW ABANDONED) BETWEEN EAST FIR AVENUE AND EAST HERNDON AVENUE

Notice is hereby given that the Council of the City of Fresno has adopted Resolution of Intention No. 1136-D to vacate a public utility easement in North Dearing Avenue (now abandoned) between East Fir Avenue and East Herndon Avenue.  The resolution conforms to the provisions of the Public Streets, Highways, and Service Easements Vacation Law, being Sections 8300-8363 of the California Streets and Highways Code. 

Resolution of Intention No. 1136-D sets the hour of 10:00 a.m. on May 14, 2020, in the Council Chambers in the Fresno City Hall, when all persons interested in or objecting to the proposed vacation may appear before the Council and offer evidence in relation thereto. NOTICE INVITING BIDS

NOTICE IS HEREBY GIVEN that sealed bids will be received by the City Clerk of the City of Clovis for furnishing all labor, materials, services and equipment, and performing all work necessary as specified for, but not be limited to, street improvements on Fowler Avenue from Barstow Avenue to Shaw Avenue, approximately ±0.50mi.  Construction shall include partial and full depth AC reconstruction, grinding, asphalt concrete paving, ADA concrete improvements, adjustment of existing sewer and storm drain manholes and water valves to finish grade, signal modifications, loop detection, existing traffic markings and signs to current MUTCD standards. 

A complete listing of bid quantities is contained in the bid proposal form.  Bids will be received for the complete work in accordance with the plans and specifications on file with the City Clerk at the Clovis Civic Center, Clovis, CA.  Plans and specifications, forms of proposal, contract and special provisions can be downloaded free of charge from the vendor portal of PlanetBids, Inc., which is accessible on the City of Clovis website.

Bids must be filed with the City Clerk at the Clovis Civic Center prior to 2:00 p.m., Tuesday, MAY, 19, 2020, at which time the City Clerk will open said bids.  Bids shall be submitted in sealed envelopes and marked:

Bid Proposal: FOWLER AVE RECONSTRUCTION

No bid will be considered unless it is made on a bid proposal form furnished by the City Engineer.  Each bid must be accompanied by a certified or cashier’s check or bidder’s bond, made payable to the City of Clovis, for an amount equal to at least ten percent (10%) of the amount bid.  Such guarantee will be forfeited should the bidder to whom the contract is awarded fail to enter into the contract.  A Performance Bond in the amount equal to one hundred percent (100%) of the contract amount and a Labor and Materials Bond in the amount equal to one hundred percent (100%) of the contract amount will be required by the City from the bidder to whom the contract is awarded.  Said bonds shall be issued by a surety company who is an admitted surety insurer authorized by the California Department of Insurance to transact business in this state, and acceptable to the City of Clovis.  Bidders are cautioned that representations made by surety companies will be verified with the California Department of Insurance.  Pursuant to Public Contract Code Section 22300, substitution of securities for any monies withheld by the City of Clovis to ensure performance under the contract shall be permitted.  In accordance with the provisions of Chapter 13 (commencing with Section 4590), Division 5, Title 1 of the Government Code of the State of California, securities may be substituted for monies withheld on the project.

In accordance with the provisions of Section 1770 of the Labor Code, the Director of the Department of Industrial Relations of the State of California has determined the General Prevailing Rates and wages and employer payments for health and welfare pension, vacation, travel time and subsistence pay, as provided for in Section 1773, apprenticeship or other training programs authorized by section 3093, and similar purposes applicable to the work to be done.  Said wages are available from the Internet web site of the California Department of Industrial Relations at http://www.dir.ca.gov/DLSR/PWD and also available at the City Clerk Office, Clovis Civic Center, 1033 Fifth Street, Clovis, CA 93612.  A copy of the above-mentioned wage rates shall be posted by the Contractor at the job site where it will be available to any interested party.

All bids are to be compared on the basis of the City Engineer’s estimate of the quantities of work to be done as shown in the bid proposal form.  The Contractor must be licensed in accordance with the provisions of the Business and Professions Code, Division 3, Chapter 9 “Contractor”.  Bidders for this project must possess a valid Class A or C12   License prior to award of the contract and will be requested to indicate the license expiration date, and the license number on the bid proposal if available.  Award consideration will take place at the earliest available Council meeting or as the City Manager has been authorized to award and execute the contract.  All representations made on the proposal are made under penalty of perjury.

The City of Clovis reserves the right to reject any or all bids, to waive any informalities or minor irregularities in the bids received, or to award the contract to the lowest responsible bidder as may serve the best interest of the City of Clovis.
