Roberts on behalf of Grantor Real Estate Investments, LLC., proposing to amend the Land Use Element of the County-adopted Millerton Specific Plan to re-designate a proposed 5.17-acre parcel from Open Space and Medium Density Residential to Public Facilities, to allow a Fire Station with related improvements in the ‘O’ (Open Conservation) and R-1(c) (Single-Family Residential; 6,000 square-foot minimum parcel size, Conditional) Zone Districts. NOTICE INVITING BIDS
Electronic bids will be received at the office of the Purchasing Manager of the City of Fresno for the following:
CLEANING AND REHABILITATION OF DIGESTERS #4 AND #11 AT THE FRESNO/CLOVIS REGIONAL WASTEWATER RECLAMATION FACILITY
BID FILE NUMBER: 3768
The scope of work includes the dewatering and cleaning, and rehabilitation of two digesters at the Fresno/Clovis Regional Wastewater Reclamation Facility (RWRF). The scope of work for the cleaning is part of a rotating maintenance program that was established to improve efficiencies. Digesters #4 (75 foot diameter) and #11 (105 foot diameter) will contain approximately 13 feet of accumulated solids consisting of sludge, sand and other debris normally found in wastewater digesters. The work under this contract is to furnish any and all necessary labor, materials and equipment for the removal of access hatches and cleaning of the digester, this generally includes but is not limited to screening of pumped digester sludge (capable of removing particles ¼ inch and larger), a dewatering process to remove water from the screened sludge resulting in a minimum of 20% bio solids by weight, and transferred to a designated staging area (the fluid separated during dewatering process will be deposited into a plant drain).Then, after the digester is emptied, any solids on the digester ceiling, walls, floors and equipment must be water blasted until clean as shown on the plans and specified herein.
The scope of work for rehabilitation consists of coating of roof, ceiling, wall surfaces, and structural members in Digesters #4 and #11. The rehabilitation and coating is expected to include, as a minimum, removal of existing coating, removal of existing foam skirt seal, a high pressure water cleaning sufficient to remove all loose concrete and concrete repair, if necessary, with an acid resistant cement or other acceptable product. The corrosion resistant protective coating shall be a spray on elastomeric polyurethane protective coating product. The intent is to allow the Bidder to install a coating system, concrete repair system, top coating, etc. to ensure a 20 year product life when installed in a wastewater environment. All materials shall be suitable for use with ambient air conditions containing H2S in a Wastewater Treatment Plant enclosed environment.
The Engineer’s Estimate for this project is $1,800,000.

The scope of work includes, but is not limited to: Installation of a 1 mile pedestrian and cycling trail along Clovis Avenue as part of a 7.1 mile network of trails known as the Metropolitan Trails System or Metro trails. This trail will be constructed along Clovis Avenue from McKinley Avenue to Shields Avenue, and will ultimately connect to four additional trail segments. This will create a major trail loop in the central part of our community. This Project will also include installation of amenities such as benches and landscaping.

RESOLUTION OF INTENTION AND NOTICE OF HEARING
IN THE MATTER OF THE VACATION OF PUBLIC ROAD RIGHT-OF-WAY
NORTH SUNSET AVENUE VACATION
APPLICATION NO. V19-03
WHEREAS, the Director of the Department of Public Works and Planning informs this Board that the Department initiated the process to vacate the public road right-of-way of North Sunset Avenue lying adjacent to block 6 of said Map of Sunset Heights according to the map thereof recorded November 17, 1914 in Plat Book 7 of Records of Surveys, at Page 51, Fresno County Records, approximately 0.47 acres (Vacation Application No. V19-03); and
WHEREAS, the Department of Public Works and Planning reviewed the Fresno County General Plan and the proposed vacation, including the location, purpose, and extent of such proposed vacation, and reported in the Agenda Item for March 23, 2021, that the proposed vacation is consistent and in conformity with the General Plan; and
WHEREAS, the Department of Public Works and Planning recommends the following:
(1) That the Board of Supervisors declares its intent to hold a hearing pursuant to Chapter 3 of Part 3 of Division 9 of the Streets and Highways Code (collectively, the “Vacation Laws”) for the proposed vacation of the right-of-way more particularly described in Exhibit “A.” A map showing the proposed vacation is on file with the Clerk of the Board.
(2) That the vacation procedure be conducted under the Vacation Laws.
(3) That a public hearing be set to consider the vacation of said right-of-way.
(4) That the Board of Supervisors consider the report of the Director of the Department of Public Works and Planning and make a finding that the proposed vacation is consistent and in conformity with the General Plan, pursuant to Government Code section 65402, subdivision (a).
NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors to:
(1) Adopt the foregoing recitals as true and correct.
(2) Direct the Clerk of the Board to publish for at least two successive weeks prior to the hearing, a notice of intent to vacate, and direct the Department of Public Works and Planning to post notice of the same, pursuant to the Vacation Laws.
(3) Set the public hearing to consider vacation of said right-of-way for the hour of 9:00 a.m. on April 13, 2021 in the Chambers of the Board of Supervisors, Room 301, Hall of Records, Tulare and “M” Streets, Fresno, California.
(4) Consider the report of the Director of the Department of Public Works and Planning on the proposed vacation in order to make a determination whether it is consistent and in conformity with the General Plan, pursuant to Government Code section 65402, subdivision (a).
