The Secretary of Housing and Urban Development will bid an estimate of $368,092.53. There will be no proration of taxes, rents or other income or liabilities, except that the purchaser will pay, at or before closing, his prorata share of any real estate taxes that have been paid by the Secretary to the date of the foreclosure sale. NEGATIVE DECLARATION
Notice is hereby given that the County of Fresno has prepared Initial Study (IS) No. 8659 pursuant to the requirements of the California Environmental Quality Act for the following proposed project:
INITIAL STUDY NO. 8659 and TEMPORARY USE PERMIT NO. 0001 filed Row Crop, LLC proposing to allow a one-time special event (outdoor concert) in the AE-20 (Exclusive Agricultural, 20-acre minimum parcel size) Zone District. The special event is scheduled for setup from May 12th to May 15th, with the concert event taking place on May 16th. The dismantling of the event will occur from May 17th to May 23rd.
The subject parcels are located on the southeast corner of the intersection of N. Thompson Ave. and Tollhouse Rd., approximately 1,067 feet east from the nearest city boundary of the City of Clovis (APNs: 150-102-01, 150-102-03, 150-102-04) (Sup. Dist. 5).

The road work includes construction of new curb ramps, adjusting sewer manholes, signage and striping, and other miscellaneous items. A new ductile iron water pipeline will also be installed, replacing an existing asbestos water pipeline to be abandoned in place. Coordination with City of Fresno Public Utilities Department will be necessary to arrange the tie-in to existing system. The pipe replacement also involves installation of new water meters, fire hydrants, valves, and other appurtenant work. Some Fresno Metropolitan Flood Control District (FMFCD) master storm drain facilities shall also be installed as part of the work.

NOTICE TO CONTRACTORS
Proposals shall only be submitted via PlanetBids until 2:00 p.m., May 1st, 2025 at which time they will be reviewed, for construction in accordance with the specifications therefore, to which special reference is made as follows:
Bikeway to Transit
Scope of work includes full compensation for all labor, materials, tools, equipment, and incidentals to furnish and install signage and striping to add new bike lanes and facilities on several streets within the City of Fowler. Contractor shall furnish and install improvements to include new thermoplastic crosswalks, green and white bike lane markings, parking stall striping, painted red curbs, and bike lane signage. Concrete flatwork shall be constructed for bike repair and air-filling, as well as for bike racks installed as part of this project. Additionally, the contractor shall remove all conflicting striping within the project area. All Improvements are shown in the project drawings in Appendix B- Bikeway to Transit Plans. All items shall be removed or constructed per City of Fowler standard drawings and specifications.
The Engineer’s Estimate for the project is $240,000.

Bid security in the amount of then (10) percent of the amount of the bid, and in the form of a bid bond issued by an admitted surety insurer licensed by the California Department of Insurance, cash, cashier’s check or certified check shall accompany the bid. Bid security shall be made in favor of the City of Fowler. Two (2) Sets of Hard Copy originals of the Bid security shall be delivered to the City of Fowler no later than 24 hours after bid opening.
No contract will be awarded to a contractor who has not been licensed in accordance with the provisions of the Contractors State License Law, California Business and Professions Code, Division 5, Chapter 9, as amended, or whose bid is not on the proposal form included in the contract document. A valid California Contractor’s License, Class A General Engineering is required for this project.
A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, as defined in this chapter, unless currently registered and qualified to perform public work pursuant to Section 1725.5. It is not a violation of this section for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded.
The City of Fowler hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, Disadvantaged Business Enterprise, Minority Business Enterprise, and Women-Owned Business Enterprise will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religious creed, sex, or national origin in consideration for an award.
In accordance with the provisions of Section 1770 of the Labor Code, the Director of the Department of Industrial Relations of the State of California has determined the general prevailing rates of wages and employer payments for health and welfare, pension, vacation, travel time, and subsistence pay as provided for in Section 1773.8, apprenticeship or other training programs authorized by Section 3093, and similar purposes applicable to the work to be done. Said wage determinations are on file with the City Clerk and are incorporated herein by reference.
Minimum wage rates for this project have been determined by the Secretary of Labor. If there is a difference between the minimum wage rates predetermined by the Secretary of Labor and the prevailing wage rates predetermined by the Director of the Department of Industrial Relations of the State of California for similar classifications of labor, the contractor and his subcontractors shall pay not less than the higher wage rate.
Bids are required for the entire work described herein. Bids will be compared on the basis of the total of bid items.
The successful bidder shall furnish a faithful performance and labor and materials bonds each in the amount of 100 percent of the contract amount. Said bonds shall be issued by a surety company who is an admitted surety insurer authorized by the California Department of Insurance to transact business in this state, and acceptable to the City of Fowler. Bidders are cautioned that representations made by surety companies will be verified with the California Department of Insurance and that the City of Fowler will not accept a surety company with a Best’s rating of less than B.
Pursuant to Public Contract Code Section 22300, substitution of securities for any moneys withheld by the City of Fowler to ensure performance under the contract shall be permitted.
The City Council reserves the right to reject any or all bids.
