CITY OF FOWLER CITY COUNCIL MEETING
Regular Meeting, May 6, 2025
NOTICE IS HEREBY GIVEN that at a regular meeting on Tuesday, May 6, 2025 at 6:00 p.m. or as soon thereafter as the matter can be heard, the Fowler City Council will hold a hearing at the City Hall Council Chamber at 128 S. 5th Street, Fowler, California to consider the following:
General Plan Amendment No. 25-11, an amendment of the General Plan land use designation for several parcels within the western part of the City’s Planning Area. The City Council will consider two land use alternatives. The City has initiated this process in response to Action Item ED-3a of the City of Fowler 2040 General Plan, adopted on April 18, 2023. This General Plan Action Item, as well as City Council direction given to staff on April 16, 2024, directs staff to evaluate the City’s Economic Development Focus Area (EDFA) in order to foster an area of the City that will spur economic development and job growth for the City. The City has developed the two proposed land use alternatives in collaboration with a landowner group within the EDFA who have a conceptual project in mind for the area (presented by the landowner group to City Council on April 16, 2024). The City Council will also consider whether or not to approve an addendum to the City of Fowler 2040 General Plan Environmental Impact Report, prepared pursuant to California Environmental Quality Act Guidelines Sections 15162 and 15164. The Fowler Planning Commission made a recommendation at its regularly scheduled meeting on April 3, 2025, that the City Council adopt General Plan Amendment No. 25-11 in accordance with land use Alternative A, and that the City Council adopt the Addendum prepared for the project. Parcels under consideration for amendment include Assessor’s Parcel Number 343-020-16, -39S, -41S, and -42S, 345-050-04, -05, -06, -18, and -19, 345-070-04, 345-110-13 and -14, and 345-150-07.
Prezone, Annexation, and Mitigated Negative Declaration for the Vesting Tentative Tract Map No. 6471 Project. This project proposes to annex approximately 83.04 acres on the south side of East Clayton Avenue between Golden State Boulevard and North Fowler Avenues (APNs: 340-120-05, -06, -28, and -29), and its adjacent rights-of-way, into City limits. An approximately 30.65-acre portion located at the southeast corner of Golden State Boulevard and East Clayton Avenue will be prezoned M-1 (Light Industrial). The remaining 52.39 acres is proposed to be prezoned R-1-6 (One-Family Residential – minimum lot area of 6,000 square feet). The City Council will also consider adoption of a Mitigated Negative Declaration pursuant to the California Environmental Quality Act (CEQA). The Planning Commission recommended approval on all project components.

NOTICE OF INVITATION
Notice is hereby given that Fresno Unified School District (DISTRICT) is soliciting Request for Proposals for RFP No. 25-51, Natural Gas Services. The Request for Proposal (RFP) will be awarded to the best valued proposal.
 Pre-conference regarding statement of qualifications submittal is scheduled Wednesday, May 7, 2025 at  9:00 AM.  The virtual Pre-conference will be hosted via Teams with options to join in online or over the phone.  Instructions are posted on Procureware.
Proposals will be received prior to 2:00 P.M. on May 14, 2025 on Procureware, the District’s online purchasing portal https://fresnousdpurchasing.procureware.com/home.  Qualifications received later than the designated time and date will not be accepted.  Facsimile (FAX), mailed or e-mailed copies of submittals will not be accepted. Proposals will not be read out loud as they are based on proposal criteria scoring.
